SAN DIEGO (KGTV) - A number of drivers who parked their cars in Little Italy this week got a nasty surprise when they tried to leave.Their cars were trapped because other people parked next to them on Beech Street."I can't figure out how the city has made such a mess of this street," said Andrea Silva, who lives downtown. The issue happened because the city restriped one side of the road from Front to Sixth Avenue as part of its downtown mobility plan. The idea is to move the parking spots away from the curbs toward the middle of the street. The area in between the cars and curb would then become a dedicated bike and scooter lane, separated by pillars. The city recently completed those lanes on J Street in the East Village.The problem on Beech Street arose because crews painted the new mid-street parking spots, but didn't add any signage, curb painting or other barriers to alert drivers not to park on the curb. That lead to people parking where they are used to, with others parking next to them in the new spots. "I'd definitely be mad," said John Shores, who was staying downtown. "I couldn't go anywhere until these people decide to move."City spokesman Anthony Santacroce said crews should have the work completed by early next week, with pillars keeping the cars from going up to the curb on Beech Street. He said workers will also put up work zone warning signs to alert drivers to not park on the side of the street. "During the short amount of time between painting of new parking spaces and the construction of the cycle tracks, cars were permitted to park in both the new spaces and the soon-to-be removed spaces along the curb," Santacroce said. "Although we understand that this could lead to some confusion, the intent was not to limit parking until the final phase of construction."The downtown mobility plan, in the first of three phases, connects the East Village to Little Italy, emphasizing alternate methods of transportation. 1967

SAN DIEGO (KGTV) - A San Diego financial expert in San Diego has a message for women looking for success: a man is not a financial plan.Most women would rather talk with the grandmothers about their love lives than talk about financial planning, according to an investment survey done by Oppenheimer Funds.CPA Ginita Wall has a clear message.“Every marriage ends in either divorce or widowhood and 70 percent of the time it’s the woman who’s left alone,” said Wall. “Then thinking that magically, someday, I’ll start saving for retirement, someday I’ll be able to buy a house; living in the someday and not really planning for it today.”Wall moved her CPA practice to San Diego 31 years ago. She realized there was a need.“Women were out in the marketplace, but they weren't managing the money, and sadly, often nobody was.”Wall and financial planner Candace Bahr launched the Women’s Institute for Financial Education (WIFE), a nonprofit to give women the tools to start making a difference.“We didn't have anything to sell anybody. Our whole goal was and continues to be ‘our goal is education,’” said Bahr.Wall and Bahr established Second Saturday, a monthly workshop to teach women what they need to know during divorce. Each session brings in an attorney for matters of the court. Wall gives financial advice, a counselor helps with family issues, and a mediator can settle the differences. SAN DIEGO (KGTV) — A new lot meant to give people living in their cars and RVs a safe place to sleep and avoid citation is going largely unused.During Tuesday morning's wee hours, the lot across from SDCCU Stadium looked completely empty. San Diego opened the lot in mid-June, as the third safe parking lot for those who live in their vehicles. The newest one came a month after the council enacted an emergency ordinance that banned people from living in cars and recreational vehicles on public streets from 9 p.m. to 6 a.m. The city enacted the restriction after being inundated with safety concerns from residents who said people were camping in their beach front neighborhoods, leaving human waste, and trash. At Mission Bay on Tuesday, many who do live in their vehicles said they would prefer to stay near the coast, despite the threat of citation. "They don't know about it, and maybe it's not that convenient either," said Gary Parsons, who lives inside his Dodge Ram. "Inside I put in some carpet, and some shelving, and I sleep on the floor."Chris Enders, who lives in an RV with his wife and son, said they spend their nights on unchecked private property, such as parking lots near the beach. He said the Mission Valley location is not feasible."When you're getting five miles a gallon in gas, that's .75 just to get there, and then to get back that's another .75 so you just cost me ... for one day," said Enders.The lot requires all vehicles to be out by 7 a.m. daily. SAN DIEGO (KGTV) - A heartbroken Allied Gardens homeowner is pleading for the return of a stolen trailer? which contained the belongings of her hospitalized mother.When Erin Rose went out to the driveway of her home on Delbarton Street Friday morning, she froze. "My heart just dropped into my stomach. I felt nauseous," said Rose.Missing from her driveway was her 5-ft x 8-ft trailer. Drag marks revealed how it left the home."You can see it extends all the way to the street ... and to the intersection," said Rose.Rose had locked up the trailer in two places. The only thing she found were the remnants of one of the locks."Just heartbreaking and sad," said Rose. The trailer contained all the belongings of her mother Gail, 74, a part-time San Diegan recently hospitalized in Wisconsin with a heart condition. Rose had been storing her mother's belongings since buying a home months ago."That's all my mom has left. Now she has nothing," said Rose.Inside the trailer: furniture, household items, and some jewelry, including family heirlooms. There was also a lifetime of photos. Most of them haven't been digitized. Rose waited a week to tell her mother, until she was strong enough to receive the news."She cried, she cried. She knew she couldn't get stressed out, couldn't get her heart rate up. Right now she's focusing on her health. Hasn't really hit her she's going to come back to nothing," said Rose.Rose is now hoping to change that by making a plea for tips."I just want when she comes back to be able to have her photos on her nightstand.
