BEIJING, June 26 (Xinhua) -- China on Sunday issued a regulation on drug rehabilitation that encourages drug users to voluntarily undergo rehabilitation programs.The regulation took effect Sunday as a supplement of the country's anti-drug law that was implemented three years ago.Drug users who voluntarily receive intervention programs "will be exempt from punishment," said the regulation, promulgated on the 24th International Day Against Drug Abuse and Illicit Trafficking, which falls on Sunday.With seven chapters and 46 articles, it also stipulates the rights and obligations of drug addicts, as well as supporting measures for voluntary, community-based, and government-ordered drug rehabilitation.Up to date, more than two million Chinese have been receiving compulsive rehabilitation or treatment, statistics show. However, many of them find it difficult to completely give up the addiction.The regulation, aiming to explore effective ways to curb drug use, calls for boosting "the role of communities and families" in helping reduce drug users' dependency on narcotics.It asks rehabilitation centers to provide addicts with consulting services and education on the prevention of HIV/AIDS and other contagious diseases.Efforts should be made to "boost pharmaceutical management" so as to prevent loss or abuse of psychotropic substances and narcotics, the regulation says.The regulation also stipulates on the protection of drug addicts' personal information, saying "members of the police, judiciary and health departments who cause the leak of personal information must be punished."The regulation has solicited public comments before it was released.Transnational drug trafficking remains rampant in China, particularly in southwestern border regions of Yunnan and Guangxi.A report issued last month by China's National Narcotics Control Commission said authorities investigated 89,000 drug-related crimes and arrested 101,000 suspects last year.Law enforcers confiscated 5.3 metric tonnes of heroin and one metric tonne of opium in 2010, the report said, adding that intervention programs were used to treat and rehabilitate some 175,000 drug addicts last year.

MOSCOW, Aug. 6 (Xinhua) -- The Arctic is getting warmer at a fast pace with the Russian Arctic sector's ice areas contracting to historically low levels, according to Russian meteorological bureau Rosgidromet.According to a Rosgidromet report cited by Itar-Tass news agency Saturday, the polar cap in the Russian sector has shrunk to the historical low registered in 2007, with no ice expected to block the Northern Seaway at least until September."Currently, Arctic navigation conditions are very favorable. By early August, navigation can be done without icebreakers almost along the entire route," said Valery Martyshchenko, head of Rosgidromet's environment pollution monitoring department.According to the Arctic and Antarctic Research Institute, the current ice cover in the Arctic Ocean is 6,860 million square kilometers, way below average.Martyshchenko said the longer period of icebreaker-free navigation would benefit the regions located in the Arctic area, allowing longer access to food and energy supplies, but the warming of the climate also posed new threats, such as melting of ice and forming of icebergs.

SHENZHEN, June 18 (Xinhua) -- China established its first national gene bank on Friday in south China's city of Shenzhen with the support of the Beijing Genomics Institute (BGI), officials said.With the establishment of the National Gene Bank in Shenzhen, China will be able to better protect, research and utilize its precious genetic resources, boosting the genetics industry and safeguarding the country's genetic information, said Qi Chengyuan, head of the high-tech industry department of the National Development and Reform Committee (NDRC).The gene bank, which was approved by the NDRC in January, is based on data and facilities belonging to the BGI, but will grow with the help of extensive cooperation with other biological organizations both home and abroad, Qi said.The national gene bank "aims to lead the development of international bioindustry as one of the world's largest gene banks," said Yang Huanming, the BGI's president.The BGI, the world's largest genome-mapping institute, has more than 1,000 biological analysis devices working with top-of-the-line genome-sequencing machines.Analysts say the BGI differs from conventional labs, as it can handle data in vast quantities and industrialize its research. Some believe lower wages in China have also contributed to the BGI's competitiveness.Yang Bicheng, the BGI's spokesman, said the payment and welfare packages BGI offers are competitive in China's bioindustry."A researcher with about two years of experience earns around 100,000 yuan (15,440 U.S. dollars) a year. More outstanding researchers can get more, but the gap is not too great," Yang said.Yang said greater motivation comes from better prospects for academic achievements."Our young researchers can work with the world's leading scientists, participate in global science projects and be pioneers in new fields of research. WARSAW, June 2 (Xinhua) -- A possible second E. coli infection patient has been hospitalized in Szczecin, northwestern Poland, Health Minister Ewa Kopacz said Thursday.The man, who recently returned to Poland from Germany, has been diagnosed with exudative diarrhea and is currently being tested for E. coli bacteria.Poland's first E. coli case, a 29-year-old woman permanently residing in Germany and diagnosed with the bacteria over a week ago, is currently in the same hospital.Kopacz said sanitary teams were running E. coli checks countrywide, especially on marketplaces and in warehouses.The E. coli epidemic originated in Germany, where it has taken 17 lives. One death has so far occurred in Sweden, bringing the total death toll to 18.

BEIJING, Sept. 8 (Xinhuanet) -- Middle-aged white women drinking alcohol moderately are more likely to stay healthy than nondrinkers, according to a new study from Harvard.The study has followed about 14,000 mostly white women since 1976.As a result, compared with teetotalers, those who had 3 to 15 alcoholic drinks weekly in their late 50s were 28 percent higher of being free from physical disability, chronic illness, mental health problems, and cognitive decline at the age of 70.Even having just one or two drinks per week increased a woman's odds of good health by 11 percent.However, women should be aware that even moderate drinking has been linked to an increased risk of breast cancer, said Qi Sun, M.D., a lead author of the study and a nutrition researcher at the Harvard School of Public Health.These findings don't necessarily apply to men or to nonwhite women. But they reinforced the evidence for the health benefits of moderate drinking.
