In 2018, Kazakhstan native Satbay Kydyrali, 31, made his way to a local border crossing "He crossed border, turned himself in and asked for asylum," said Almas Irgebayev, Kydyrali's brother.Irgebayev says the asylum claim was denied and is now under appeal, a decision that could be years away. Meanwhile his brother continues to being held at Otay Mesa Detention Center. "Last three days, I was just crying when I think about him," said Irgebayev.Irgebayev says his brother is coughing, and in a cell with 7 other men. They are less than two feet apart, and most of the other men are also coughing. His brother told him none of the staff is wearing masks, and the detainees clean their own cell twice a day. The two brothers talk on the phone every day."He says that he wants to get out. I was crying on the phone. I heard him crying as well," said Irgebayev.Irgebayev is fearful because his brother is at-risk. He contracted tuberculosis as a child and has developed chronic breathing issues."I'm in a panic. I am feeling very bad, because I'm helpless," said Irgebayev. Similar sentiments were on display at a socially distant, vehicle protest near the federal courthouse downtown. Immigrant advocates were asking for at-risk detainees to be released. On the same day, members of the Congressional Hispanic Caucus called on Homeland Security officials to release low-priority detainees.In a statement, a DHS spokesperson says they're following CDC guidelines for disease monitoring and management protocols.' Irgabayev believes that statement doesn't reflect reality."I'm just afraid he is going to die in there," said Irgebayev.Irgabayev says his brother is in day three of a hunger strike protesting the conditions. The number of detainees on the hunger strike has shrunk from 90 to eight since the first day.An employee at the Otay Mesa Detention Center has tested positive, the first employee so far, according to prison company CivicCore. SAN DIEGO (KGTV) -- Mixed Martial Arts fighter, Dean "The Boogeyman" Lister is asking the public to help him find a man he found inside his apartment. Lister, a Jiu Jitsu champion, has taken down opponents around the world - but he never expected a fight in his home. "I thought somebody was working in the apartment," he said, describing the man as covered in tattoos and wearing only a pair of boxers.Lister said the man wasn't making any sense, and soon Lister started to record him. In the video the man is heard saying that he went into the apartment because he thought it was a church. When the man realized that he was being record, Lister said he reached for a hammer - a moment that can be seen just before the video ends. Lister is a gun owner, and said he reached for his weapon when the stranger threatened him. At that point, the man got scared and Lister let him escape out the same window he broke in through. When police arrived, the man was gone. "I'm not trying to sound like any kind of saint," Lister said. "But whatever kind of money I lost, maybe it's not worth someone dying."Lister posted the video on Youtube and shared it with 10News in hopes that someone would recognize the intruder. "Hopefully he turns his life around," Lister said.   1327

SAN DIEGO (KGTV) - Infrastructure improvements will halt Coaster and Amtrak rail service this weekend in San Diego County.During the March 3 - 4 closures, neither Amtrak or Metrolink will be available to commuters in Oceanside, according to North County Transit District (NCTD). Connecting bus service will require an Amtrak reservation, however.There will be no connecting bus service for Coaster commuters, though passengers can use Breeze Route 101 or MTS connecting service, NCTD says.10NEWS TRAFFIC CONDITIONSCoaster and Amtrak service will be canceled on March 10 - 11 as well due to an emergency exercise. SAN DIEGO (KGTV) -- La Mesa residents and local business supporters didn't waste time rebuilding their community Sunday morning following a long night of violent protests that left several cars and buildings destroyed.Good Samaritans armed with brooms and paint brushes worked quickly to restore walls inscribed with graffiti and sweep streets strewn with debris.Only hours earlier, hundreds of rioters descended on the small La Mesa Village business district setting fire to numerous vehicles and buildings including a bank, and looting business."Our small businesses are devastated and many were already on the brink due to COVID19. La Mesa Village has been the heart of small business in the city and is a beautiful place for dining, events and memories," wrote Phil Ortiz on a fundraiser page.Ortiz'a gofundme page has already received over ,000 in donations. The goal is to raise ,000."All proceeds will go directly to small businesses that were destroyed or damaged," Ortiz wrote on the page.Saturday's protests started with a mostly peaceful march that drew over a thousand protesters.
