SAN DIEGO (KGTV) - The San Diego Police Department is preparing for the possibility of big demonstrations on and around Election Day. "We don't have any credible information to say that there's going to be civil unrest or large protests groups out on Election Day or soon thereafter on Election Day. However, we have been in contact with other cities throughout the United States. We've been in contact with our federal partners throughout the United States. We're preparing for possible unrest to occur on Election Day and afterward," said SDPD Lt. Shawn Takeuchi.SDPD will not reveal exact staffing levels but said that officers will be ready to handle the calls. Lt. Takeuchi added that SDPD has nine stations throughout the city and it’s up to each station's captain to determine appropriate staffing levels for the election. He said that officers are mindful of concerns surrounding the ballots and the pandemic. “As humans, when you don't know your future, I think it brings out a little bit of anxiety and so I think that we are aware of that and the emotions,” Takeuchi added.Sean Eldridge, with Protect the Results, told ABC10 News his group is focused in part on preparing several upcoming rallies in San Diego and beyond.“Part of our work at Protect the Results is to encourage every American to be patient and realize that it could take days if not longer before we know the full count of this election,” said Eldridge. "We have nearly 400 pre-planned events across the country which could happen as early as the afternoon of Wednesday, Nov. 4, the day after Election Day, if Trump were to try to undermine the election results.”Eldridge says that participants are being encouraged to remain peaceful.Lt. SAN DIEGO (KGTV) - The place where an 87-year-old woman was hit and killed by a FedEx truck, is now covered with candles, flowers, and messages from loved ones.Mary Francel was a mother to eight and grandmother to dozens more.She was walking back from church and crossing a driveway on Balboa Avenue near Mount Albertine Avenue when the FedEx truck hit her. The driver immediately stopped after the crash."She was very much well-loved and she put all of us first at all times, it was never about her," said Joey Villegas, one of Francel's grandchildren. "I wrote her and told her thank you, for how much she taught us. Me and my brother, she basically helped raise us when we were young."Villegas says his grandma loved bingo, drove a big truck and was incredibly devoted to her family and friends.At this time the driver has not been arrested or cited for the accident.   890

SAN DIEGO (KGTV) - The San Diego City Council approved dozens of regulation changes Tuesday that Mayor Kevin Faulconer says will increase the supply of housing while lowering development cost.The plan aims to create more homes, lower development costs and promote smart growth.The approval includes changes to the Affordable Housing Density Bonus program, which means developers will be able to build more units in the allotted space.The council also approved Faulconer’s 46 recommended updates to the land development code including easing zoning regulations to create more live/work developments, implementing parking exemptions for designated historic structures and changing ground floor height limits to allow for three-story buildings in 30-feet high limits.Some proposed changes to the Density Bonus Program include: 841

SAN DIEGO (KGTV) — The San Diego Sheriff's Department is making it easier for residents to receive — at times, indiscernible — messages issued by the department's helicopters.The free service will allow residents to receive a text of the message being issued by deputies by texting "Hello" to 858-866-4356 (HELO). Typically, the department uses its ASTREA helicopter loudspeakers to announce searches for missing persons or suspects, as well as during emergency situations like SWAT standoffs, disasters, shelter in place advisories, or crowd management.But, at times, though messages may be difficult to understand.The service is not automated, meaning users will have to send a text when they want to receive the message being issued in their area. And while the service is free from the department, standard text messaging rates may apply depending on phone plans.The department's text service only applies to SDSO patrol areas and is separate from the San Diego Police Department, which began issuing their helicopter alerts separately on the Nextdoor app and Twitter in 2015."If there is more than one active broadcast at any given time, you have the option to choose the message that impacts your location.
