LANZHOU, Aug. 24 (Xinhua) -- China plans to spend 2.23 billion yuan (328 million U.S. dollars) to improve disaster prevention systems in a mountainous northwest China town devastated by a landslide earlier this month, local officials said Tuesday. The planned multi-billion yuan project to prevent further geological disasters in Zhouqu County, south of Gansu Province, had passed reviews by experts from the Ministry of Land and Resources, said Guo Yuhu, vice-director of the provincial land and resources department. The plan is scheduled to be carried out in three phases from 2010 to 2012, Guo said.Guo noted that the project includes improving disaster warning systems, drawing up emergency resettlement plans, conducting a thorough study of the geological disaster hazards, and setting up a capable monitoring network.A late-night avalanche of mud and rocks roared down the mountain slopes in the county seat of Zhouqu on Aug. 8, burying villages and blocking the Bailong River, a major regional river. At least 1,447 people were killed and 318 remain missing, according to the latest government information. The mudslide left a thick layer of sludge, about 5 kilometer long and 500 meters wide, in the center of the town. Many bodies are believed to be buried in the mud, but authorities banned their recovery on Sunday due to concerns over public health.

ZHOUQU, Gansu, Aug. 15 (Xinhua) -- Amid sirens and blaring horns, people across China Sunday stood in tribute to victims of a massive mudslide in a remote northwest town.Chinese leaders, students, workers and members of the public paused for three minutes from 10 a.m. Sunday, a week after the devastating mudslide hit Zhouqu County, in Gannan Tibetan Autonomous Prefecture of Gansu Province. At least 1,248 people have died and 496 are listed as missing.Chinese President Hu Jintao, top legislator Wu Bangguo, Premier Wen Jiabao and other top Chinese leaders stood and paid silent tribute to the victims at the beginning of a meeting by the Standing Committee of the Political Bureau of the Communist Party of China Central Committee held in Beijing on Sunday morning.DEEP GRIEFAt the Dongjie Village in Zhouqu, more than 5,000 rescuers and villagers stood still on the debris of mudslide, bowing their heads in commemoration of those killed in the disaster.A huge black banner hung in front of the mourners, and wreaths lay on the ground. The white lettering on the banner read, "Mourning in deep grief for deceased compatriots of the Zhouqu massive mudslide.""I only feel sad as I stand on the debris of our homes," said villager Zhang Xiujuan."Although my husband, my son and I survived, I lost more than 30 relatives in the mudslide," she said.In Dongjie, two thirds of the families were buried when the mudslide struck. And 368 of the 848 villagers died in the disaster. Before and after the three-minute tribute, rescuers including troops and medical workers continued to clear the debris, searching for bodies and spraying disinfectant in the area. Some survivors sat silently on the debris, still holding out hope that the bodies of relatives could be found.

ZHENGZHOU, July 28 (Xinhua) -- The death toll from a bridge collapse last Saturday in central China's Henan Province has risen to 37 with 29 still missing, rescue headquarters said at Tuesday midnight.Among the killed people were three tourists. The headquarters counted retrieved bodies and asked family by family about missing people to get the numbers, which may rise as witnesses say they saw about 100 people on the bridge when it collapsed.China Central Television (CCTV) reported Tuesday night that at least 50 people died in the collapse without giving the source. The Yi River Bridge collapsed at about 5 p.m. Saturday in Luanchuan County, Luoyang City, plunging the people on it into the rushing waters, a local government spokesman said.Thousands of rescuers are still searching for missing people and possible survivors.Villagers from seven villages and soldiers have launched a massive search for survivors, said Li Guangming, deputy head of the administrative office of Luanchuan county government. The rescuers are focusing on spots that could hold people who were rushed away by torrents, such as banks with lush plants, said Qi Weiming, deputy head of Luanchuan's military office.News broke of the accident after Luanchuan's government wrote an apology which was published in Monday's Luoyang Daily, saying "we are deeply sorry for the heavy loss of life ... and we take responsibility.""The bridge was crowded with people who had come to watch flood torrents when it collapsed. They were villagers and tourists from a nearby nursing home," said survivor Li Xianghong in an interview with local media Dahe Daily."More than 10 people fell with me, including my nephew, at the southern end of the bridge which collapsed first. For a moment, the river was full of struggling people."Li was caught by a tree branch and rescued by other villagers.Witnesses say the two ends of the bridge collapsed first. And the whole bridge fell in about one or two minutes, most people on it did not manage to escape. The bridge, built in December 1987, was over 200 meters long and more than 10 meters high. It was the only bridge on a about 4-km section of the river. An initial probe shows the dilapidated bridge collapsed after fallen tree trunks became stuck under it, blocking the passage of the raging flood waters, Luoyang officials said.Officials said they were continuing the investigation and vowed to severely punish those who were to blame. The flood has damaged a local tap water plant, cutting drinking water supply to the county's residents. Transport to the county was also disrupted by the flood with some bridges and roads damaged.
