SAN DIEGO (KGTV) -- Opponents of  San Diego's new short-term rental regulations are accusing the city council of violating the Brown Act when it passed the new rules earlier this month. A letter drafted by an attorney on behalf of Air B and B, Home Away and Share San Diego was sent to the council Monday. It alleges the council violated the law when it made significant changes to the original proposal up for approval and then voted without allowing for more public comment. What they passed would essentially ban people from renting out anything other than their primary residence or a guesthouse on their property. The opponents are asking the council to hold another hearing. The city council is scheduled to hear a second reading of the short-term rental regulations Wednesday, August 1.  852

SAN DIEGO (KGTV) -- Nearly 1,500 people throughout San Diego County are without power as winter storms sweep through the area. According to the San Diego Gas and Electric outage map, 1,494 people are without power due to an unplanned outage. Affected communities stretch from the South Bay into North and East County. SDG&E says it expects to have all power restored by 11 p.m. At this time, it’s unclear what caused the outages. Click here to view the outage map. Cooler weather, rain and thunderstorms are expected to continue through Thursday before tapering off. “Tropical moisture is building around the county from a storm surging from Baja. A cold system will bring colder air and heavier rainfall and possible flash flooding,” said 10News Meteorologist Angelica Campos. SAN DIEGO (KGTV) - Police are investigating the murder of a man stabbed in the chest during a fight in San Diego's Southcrest neighborhood.San Diego Police homicide detectives were called to the 3400 block of Newton Avenue Wednesday just before 11:30 a.m., near Interstate 15 and just a block away from Emerson/Bandini Elementary School. Police said they found a man stabbed in the chest at least once, following a fight at a homeless encampment under I-15.The man died at UCSD Medical Center.Police said they have the suspect accused of the murder in custody after several homeless people who witnessed the fight helped police track the suspect down at a nearby park.Police have identified the victim but are not releasing his name. The suspect was only identified as a 30-year-old man by police. 865

SAN DIEGO (KGTV) - Passengers in a deadly bus crash near Fallbrook on I-15 Saturday suffered broken bones, cuts and scrapes, according to California Highway Patrol.A 23-year-old woman from Mexico, a 73-year-old woman from Pasadena, and a 67-year-old woman from Riverside lost their lives in the crash.In a press release CHP stated 8 of the 20 passengers were from Mexico, one was from Temecula and the others were from Southern California. Five are at the Palomar Medical Center.CHP issued a correction, saying there were 21 people total on the bus, instead of 22 as they reported Saturday.
