A sweeping overhaul of police oversight and procedures has been proposed by Democrats in response to the deaths of black Americans at the hands of law enforcement, according to a draft outline obtained by The Associated Press.The Justice in Policing Act, unveiled Monday, would limit legal protections for police, create a national database of excessive-force incidents and ban police choke holds, among other changes. It is the most ambitious changes to law enforcement sought by Congress in years.Rep. Karen Bass, D-Calif., chairwoman of the Congressional Black Caucus, which is leading the effort, said called it “transformative.”“We’re in a real moment in our country,” she said Sunday on CNN, speaking after days of massive protests set off by the death of George Floyd and other African Americans involving the police.Bass said the package from House and Senate Democrats will be bolder than any law enforcement changes of the past decade. “It is time for police culture in many departments to change,” she said. “And we believe that the legislation will make a major step forward in that direction.”The package confronts several aspects of law enforcement accountability and practices that have come under criticism, especially as more and more police violence is captured on cell phone video and shared widely across the nation, and the world.The draft document said the proposed legislation would revise the federal criminal police misconduct statute to make it easier to prosecute officers who are involved in misconduct “knowingly or with reckless disregard.”The package would also change “qualified immunity” protections for police “to enable individuals to recover damages when law enforcement officers violate their constitutional rights,” it says.The legislation seeks to provide greater oversight and transparency of police behavior in several ways. For one, it would grant subpoena power to the Justice Department to conduct “pattern and practice” investigations of potential misconduct and help states conduct independent investigations.And it would create a “National Police Misconduct Registry,” a database to try to prevent officers from transferring from one department to another with past misconduct undetected, the draft said.A long-sought federal anti-lynching bill stalled in Congress is included in the package.However, the package stops short calls by leading activists to “defund the police,” a push to dismantle or reduce financial resources to police departments that has struck new intensity in the weeks of protests since Floyd’s death.House Judiciary Committee Chairman Jerrold Nadler, D-N.Y., a co-author with Bass and the Democratic senators, will convene a hearing on the legislation this week.It is unclear if law enforcement and the powerful police unions will back any of the proposed changes or if congressional Republicans will join the effort.At least one Republican, Sen. Mike Lee of Utah, who has long pushed for a criminal justice overhaul, has said he’d like to review the package coming from Democrats.And Sen. A pair of children, ages 1 and 3, were shot inside of a car Thursday evening outside the University Of Mississippi Medical Center in Jackson, the Jackson Police Chief told the Clarion-Ledger reported. The shooting briefly prompted fears of an active shooter on the university's campus, causing a heavy police response. The Clarion-Ledger reported that one child was shot in the leg, and the other in the torso. Their conditions have not been publicly released. Following the shooting, a female driver transported the children to the hospital. The suspect was still on the loose as of Thursday evening.  655

A new boarding process is coming to Delta Air Lines.Beginning on January 23, 2019, the airline will ditch zone boarding in favor of a new — and more complex — process based on ticket type and color.Despite the expansion in number of groups from six to eight, Delta said the new format hopes to "encourage fewer customers to line up in the gate area" and ultimately speed up boarding.The Atlanta-based carrier will still begin boarding with passengers that need extra time, followed by premium passengers sitting in its Delta One suites (applicable on select domestic and all international flights) and then its new Premium Select cabin on some international flights or First Class on domestic flights.After that, it gets complicated: The airline used to board the Sky Priority zone — passengers sitting in Comfort+ and Gold and Platinum Medallion members — together.Moving forward, that group will split into two, with Comfort+ passengers boarding first followed by Sky Priority, meaning high-spending members of its frequent flier program will have to wait a little bit longer.Following that, Delta will board economy passengers by announcing Main Cabin 1 though 3, instead of Zone 1 though 4.Fliers that purchase Delta's cheapest tickets will board last in a new group: Zone 4 will now be called Basic Economy. They found a lot of PPE in beaches of Japan and Southeast Asia,” said senior scientist Jennifer Brandon, Ph.D. about personal protective equipment, or PPE. “We’re already finding thousands of gloves and masks as the pandemic continues.” Brandon believes more people are using and also improperly disposing of these single-use plastics and says the litter can last several lifetimes.“I would not be shocked if it’s going to be in the hundreds of thousands in gloves and masks in the next years,” she said.Brandon says with grocery stores no longer allowing reusable bags and restaurants serving to-go orders in Styrofoam containers, this is adding to the problem.This swell of plastic pollution has a chain effect, impacting animals and humans.“That plastic is going to get eaten by animals and those animals are what you eat,” Brandon said. “Sometimes it can break down small enough, it even gets into our water supply and sea salts.”Experts say 30 billion pounds of disposable plastic is dumped into the ocean every year. Now, that number is expected to rise even more due to PPE waste.“We expect that plastic pollution will outweigh fish in the ocean if we don’t take care quick action to prevent that from happening,” said Shelley Luce, president of Heal the Bay, a nonprofit with the mission of keeping water clear and clean.“We do beach clean ups year-round and we generally get 700 to 800 people coming out early on a Saturday morning,” she said.With social distancing orders and many beaches closed due to COVID-19, large group gatherings are no longer allowed in some areas.So, Luce is now encouraging people to clean up what she calls “COVID waste” on their own or within their social bubble.“You can do a cleanup in your neighborhood,” she said. “Pick that trash up off the streets because you know where that's going to go, into a storm drain and out into the ocean.”Luce says there are simple solutions for this worldwide problem: properly dispose of PPE or wear a cloth mask, both of which can help stop the spread of coronavirus without creating an environmental hazard. 2187

A month after the deadliest mass shooting in America brought bump stocks to national attention, the rifle modification is again for sale and there's no regulation on the horizon.Slide Fire, the company that owns the patent on the rifle modification, said it has resumed taking new orders for bump stocks for the first time after temporarily suspending new sales a month ago."We will resume limited sales on November 1st at 8:30 a.m. CST," said Slide Fire, in an email from its customer services department to prospective buyers. "However, we have not yet reached adequate inventory levels to offer sales of all products."For most of October, the company kept a message posted to its homepage saying that sales of bump stocks were suspended.That suspension happened shortly after gunman Stephen Paddock used rifles fitted with bump stocks to commit the deadliest mass shooting in U.S. history on October 1 in Las Vegas.
