SAN DIEGO (KGTV) - U.S. Coast Guard crew members rescued seven people off the coast of La Jolla from a sinking yacht Friday. The vessel began taking on water Friday morning when the call for help came in. Coast Guard, San Diego Lifeguards, and U.S. Navy members all responded."You have to be pretty Johnny-on-the-spot whenever you're hovering over a boat like that," pilot Treston Taylor said. "Especially lowering and hoisting people up and down."A water pump was also lowered to the sinking ship to help buy crews time."For those people on that vessel, they were very excited. Their adrenaline was pumping," Lyman Dickson, the Coast Guard swimmer lowered to the yacht, said. "It's a very intense situation for them."No injuries were reported during the rescue. 795

SAN DIEGO (KGTV) — While Saturday will start off cold, temperatures will improve through next week throughout San Diego County after a week of chilly temps and weather.A Frost Advisory will be in effect through 9 a.m. Saturday for the Inland Empire and San Diego County's valleys, as temperatures dip to the 30s an 40s, according to the National Weather Service. At higher elevations, temps could hit the teens.While temperatures are expected to warm up, conditions through the weekend will keep road conditions through some mountain roads dangerous. SAN DIEGO (KGTV) -- Tracking citizen complaints about law enforcement is a requirement of California law. However, some say there needs to be a significant improvement in that process."Police officers have tremendous authority," said former police officer and criminal justice professor Kevin LaChapelle. He broke down how the process works."[In] a formal complaint, there should be written documentation and the agency is accountable for reporting that to the Department of Justice," LaChapelle said. LaChapelle says the formal complaint process differs from an informal complaint, where someone may talk to an officer or supervisor but no documentation is required. Those interactions are not included in DOJ numbers. When it comes to two of the largest departments in the county, Team 10 found the number of complaints differ drastically. In 2018, the San Diego Sheriff's Department reported nine complaints. In 2017, there were six reported complaints.San Diego Police Department reported 74 complaints last year. SAN DIEGO (KGTV) - With the cost of living going up in San Diego, a lot of people are looking for ways to make extra cash. A new startup in San Diego called Bounce wants to help drivers maximize their income. "The drivers are the most important element," said CEO Mark Potter. Potter transformed the front of his law office into the startup space. He is a longtime fan of rideshare. "Before there was rideshare, I was hiring people off craigslist to give me rides," Potter said.His model for this new company is to focus on the driver and give them more incentives to want to stay and work for the company. "Our drivers are owners. They earn ownership in our company through stock options," said Potter. This stake in the company is one of the main reasons Pamela Bernier signed on to be a driver. Bernier said, "Working my own hours, calling my own shots, still enjoying the income and the people at the same time."Bounce also has a repeat customer option. Riders have the freedom to create a list and request their favorite drivers. They also have the luxury to arrange future rides in advance.  According to the company, this provides a safer environment for both the rider and driver and also gives the driver a more consistent cash flow. "I could bounce you here, I can bounce you there, I bounce you home, where you wanna bounce let's go," said Bernier. Uber and Lyft are two other companies dominating the rideshare space. According to Lyft, 68% of drivers are primary earners of their household, and so far in 2018, Lyft passengers also spent an additional million on local businesses in town. According to Uber, rideshare and delivery drivers in California took home more than .97 billion in gross revenue for 2017. Bounce is set for a September launch, and the company is currently interviewing drivers. They require in-person interviews and background checks for each driver. They are also in the process of putting in a panic button option in the app for riders to feel safer during their ride. "We envision is that our company will be very successful with loyal drivers that put Bounce first. SAN DIEGO (KGTV)- A troubled spot in Lincoln Park is getting a new look. The community came together to clean up the site.The intersection of Euclid and Imperial Avenues was once known as the "Four Corners of Death" because of the high crime, gang activity, and homelessness. Now the area is getting some long-overdue attention."I remember when that area was bustling with businesses and commerce," says Brian Pollard, President of the Urban Collaborative Project.Since 2017, the Urban Collaborative Project has been working with community members, the city, and county to clean up the area and find help for those living on the streets.Brian Pollard says there has been an increase in affordable housing in the area, but resources like healthcare and food are still limited."We're putting more people in here but not increasing the services that are needed to support these affordable housing units. Food is a very big issue."The group's first significant project was bringing the Food 4 Less, located in Market Creek Plaza, to Southeast San Diego years ago. This part of town has virtually no major grocery stores."Until we start acknowledging that and pumping resources and shifting priorities, we will never catch up," says Pollard.UCP hopes to redevelop the Lincoln Park area, near Euclid and Imperial Avenues, to see it thrive as it did years ago, inviting businesses to invest in the process.The group is planning a community clean up in the coming weeks to beautify the area. 1491
