SAN DIEGO (KGTV) -- About 500 people turned out for a school safety community forum for the Poway Unified School District Tuesday night. Poway Unified School District put on the event so parents could learn what the district is doing to address and school and student safety.  The district asked parents to send in questions ahead of the forum. The forum, held at the Mt. Carmel High School Performing Arts Center on Carmel Mountain Road (map below).“In recent past couple weeks, San Diego schools have been inundated with threats. huge waste- prevent learn- gotten discussion and discourse going where school safety is once again a priority in terms of discussion for this community,” Christine Park, with Poway Unified told 10News.The mayor and the San Diego Sheriff Bill Gore were also at the forum. Marly Franke sent in several questions about emergency protocols, security cameras on campuses as well as what training is available for teachers and students.“I think this is hopefully the beginning of a more open communication forum,” she said, “I think in the past schools make decisions more unilaterally, and we have to involve the community when it comes to children safety.”RELATED: Timeline shows threats made against San Diego County schoolsThe forum comes on the same day the district launched a hotline for to report school threats and the school district announced it earmarked -million in its new budget for school safety and security.Messages left on the Poway hotline will be monitored around the clock by the Poway Sheriff’s Station. Kim-Phelps said. "They say, ‘we can’t really say, because we don’t want to educate or teach the bad people out there how to make something look like its credible when it’s not."Kim-Phelps made it clear to parents how the district felt about letting guns into the classroom.“We got an applause from the whole auditorium when we said, ‘no,’” she said,  “Because we’re going to leave the firearms to those who are trained to carry those.”Parents also asked about backpack searches and the metal detectors on campus.  Kim-Phelps said backpack searches were illegal without cause, and after talking with law enforcement, the district felt metal detectors would be ineffective in preventing attacks.Flow of information when threats are made Many parents were also concerned about the flow of information when threats are made.  The district explained that sometimes it takes time to verify facts, and they won’t relay information to the public unless the details are confirmed.  3361

SAN DIEGO (KGTV) - After 14 months on the job, Gordon Walker, the CEO of the Regional Task Force on the Homeless is taking a six month leave to help open a temple for the Church of Jesus Christ of Latter-day Saints in Rome, Italy.Walker was hired in June of 2017 after successfully reducing the homeless population in Utah by 91%.“We can do the exact same thing here,” he told 10News. “The chronic homeless problem here in San Diego is not much larger that it was in Utah.”He took over the RTFH just after it had been consolidated with several other agencies.One of his first big projects was overhauling an outdated software system that is used by many different agencies that interact with the homeless.Expected to be launched in December, he says the new program will allow for easier and more streamlined data collection.It’s an important change because they can’t fight a problem when they don’t know exactly what it consists of.“We had a hard time answering some very basic questions, like ‘what do we actually need?’ “For this purpose, one of the task force’s yearly projects is executing a ‘point-in-time’ count of homeless people across the county.When the numbers were released this year, however, they were met with criticism.“You cant just not count 1000 to 2000 people just because you haven’t done your due diligence when we’ve counted them every year,” said Michael McConnell, a homeless advocate and former member of the RTFH.He’s referring to the homeless population that live in vehicles.Because they were not included in the 2018 count of unsheltered homeless, the number appeared to decline from the previous year.Walker still defends their decision, saying “here in San Diego there was a great deal of effort of counting people in vehicles without proving or showing that there was anyone living in the vehicle.”But he said they plan on changing that next year by performing outreach beforehand, so when they encounter vehicles while doing the count they know who lives inside them.“We are going to do more interviewing so we know the people better,” he said.Whether or not he will be back to see that through remains to be seen. SAN DIEGO (KGTV) -- A task force assembled by Governor Gavin Newsom wants to impose a statewide mandate requiring local governments to address homelessness, and hold jurisdictions that fail to make measurable progress accountable with lawsuits.The proposal by the 13-member Council of Regional Homeless Advisors would require an amendment to California’s constitution. If approved by voters, California would become the first state with such a mandate.“A legally-enforceable obligation will sharpen focus. It will enhance a bias towards action and it will elevate this on the list of priorities,” said San Diego County Supervisor Nathan Fletcher, a member of the task force.Although the specifics are still under negotiation, the task force outlined an example scenario where cities and counties would have one year to reduce their homeless populations by “tens of thousands.”“These plans would include specific benchmarks and timelines that jurisdictions would have to meet for moving people into permanent housing through both services offered in interim interventions and creation of housing opportunities,” the Council said in its proposal letter.“It won’t be enough to buy your way through with putting up a number of shelters to make the public think you’re taking action,” Fletcher said. “You will actually have to find a way to tackle the underlying problems.”Supporters likened the proposal to California’s renewable energy mandate. It’s still unclear how much the housing mandate would cost.“I would not be supportive of the state coming down on cities like San Diego and saying you have to change the way you do business, change the way you operate, and not give us any money to do that,” said San Diego City Councilman Chris Cate. Cate said he would prefer to address homelessness with a system of incentives rather than mandates and punishments, but said he was reserving judgment on the plan until more details are released.The Council of Regional Homeless Advisors wants to put the issue before voters on the November ballot. SAN DIEGO (KGTV) - A San Diego program has received a state grant to train law enforcement officers across California.The program, Game Changer, was founded in 2016 by Sean Sheppard after he saw large protests break out across the country against police brutality.His idea was simple. He would bring members of the public together with law enforcement officers over a sports game."To get some human bonding time," explains Sheppard. "Because that rarely takes place between law enforcement and the general public."Before, they would talk for a few hours about what issues they saw between police and the communities they serve. After, they would get to socialize at the game.Since 2016, Game Changer has hosted 60 events and continues to grow.The Game Changer model was just awarded a 2-year, 0,000 grant from the California Commission on Peace Officer Standards and Training.Once the program is accredited, law enforcement personnel who complete a Game Changer event can put it toward their required training credit hours.Members of the public are needed too. SAN DIEGO (KGTV) — A University of San Diego professor has been suspended from campus over alleged misconduct, the university confirmed to 10News.The professor's behavior reportedly violated the university's policy and "is antithetical to our mission and values," the university said in part. The professor was not named.USD officials are currently investigating the incident. The school said in a statement:"We are in the process of investigating the complaint. Our commitment to protecting employee privacy restricts our ability to share names or details of the incident. The professor has been suspended and removed from campus and is not permitted to return to campus or participate in any USD-related off-campus events while we conduct our investigation and initiate next steps."The nature of the professor's alleged misconduct was not detailed. 858
