"The speed will be hypersonic."Putin has long fumed over the decision of President George W. Bush to withdraw from the 1972 Anti-Ballistic Missile Treaty and deploy missile defenses. In his remarks, the Russian president said Moscow's new arsenal had been developed in response to Washington's moves."We are creating state-of-the-art systems for Russia's strategic weapons in response to the unilateral US withdrawal from the ABM Treaty," Putin said.Putin said Russia has developed other new weaponry, including unmanned underwater vehicles capable of moving at great speeds. The Russian President also responded to the Trump administration's recent Nuclear Posture Review, which calls for enhancing the flexibility of the US nuclear deterrent.The US review is "of great concern," Putin said, asserting that it potentially lowers the bar for the use of nuclear weapons.The United States remains the world's largest military spender. According to the Stockholm International Peace Research Institute, the US outspends Russia by a factor of around 10, according to its latest figures online.Russia's foreign policy has been much muscular in recent years, however. Putin deployed his air force to Syria in the autumn of 2015 to back the forces of Syrian President Bashar al-Assad, turning the tide of war in favor of the regime. Russia's Syria intervention has also become an occasion for Russia to showcase some of its latest conventional weaponry, including new aircraft.But in his remarks, Putin maintained that Russia's military posture is purely defensive in nature."We've never had an intention of attacking anybody," he said. (AP) — California voters could decide in 2020 whether it should be easier for their local governments to raise taxes and issue bonds for affordable housing, road improvements and other public projects.A constitutional amendment proposed Wednesday would lower how much voter support communities need to raise money for infrastructure projects from two-thirds to 55 percent.Assembly Democrats say the current threshold allows a minority of voters to derail needed projects."These two-thirds thresholds are meant to enable a boisterous minority to impede progress," said Assemblyman Todd Gloria of San Diego.But taxpayer advocates said it would make things more expensive for homeowners in particular because it could lead to more parcel taxes, a flat tax levied on property owners."If this passes it's going to be devastating for property owners," said David Wolfe, legislative director for the Howard Jarvis Taxpayers Association.Constitutional amendments need support from two-thirds of lawmakers to land on the ballot, and the backing of a simple majority of voters to become law.Assemblywoman Cecilia Aguiar-Curry, a Democrat sponsoring the amendment, said she hopes to place it on the November 2020 ballot. That would coincide with the presidential election, which usually draws the highest voter turnout and millions more Democrats than Republicans.It would apply to projects including affordable housing, wastewater treatment, fire and police buildings, parks, public libraries, broadband expansion, hospitals and more.Local governments typically fund those projects through bonds or special taxes, like the parcel tax or a dedicated sales tax.The 55 percent threshold would still be higher than the simple majority communities need to raise general taxes, such as sales taxes not dedicated to special projects.Democrats highlighted projects that have narrowly missed the two-thirds threshold to make their case, such as a recreation center restoration in Millbrae and road repairs in Eureka."I have heard about deteriorating buildings, decrepit community facilities and our extreme lack of affordable housing," said Aguiar-Curry, a former mayor of a small rural California city. "This will empower communities to take action at the local level to improve the economies, neighborhoods and residents' quality of life."But Wolfe, of the taxpayers association, said the list of allowable projects is broad and could lead to a slew of new tax and bond proposals from cities and counties that could saddle taxpayers for years."These are pretty encompassing categories and there's no limit," he said. (AP) — California lawmakers on Tuesday moved to cap annual rent increases statewide for most tenants as a limited housing supply in the country's most populous state continues to drive up the cost of living while pushing more people to the streets.The California Senate voted 25-10 to cap rent increases at 5% each year plus inflation for the next decade while banning landlords from evicting tenants without just cause. Democratic Gov. Gavin Newsom says he will sign the bill into law, but first it must survive a final vote in the state Assembly where the California Association of Realtors is pushing to defeat it. Lawmakers must act by Friday.California's largest cities, including Los Angeles, Oakland and San Francisco, have some form of rent control, but a state law passed in 1995 has restricted new rent control laws since that year. In most places, landlords can raise rents at any time and for any reason, as long as they give advance notice.In Pomona, about 30 miles (48 kilometers) east of Los Angeles, Yesenia Miranda Meza says her rent has jumped 20% in the past two years. Monday, she marched with other tenants through the halls of the state Capitol chanting: "Once I've paid my rent, all my money's spent.""I'm a rent increase away from eviction, and that's with me having two jobs," she said "So if this (bill) doesn't go through and I get another rent increase, I really don't know what I'm going to do. I'm either going to be homeless or I'll have to cram into a room with a whole bunch of other people."Opponents have likened the proposal to rent control — a more restrictive set of limitations on landlords. California voters overwhelmingly rejected in a statewide ballot initiative to overturn the 1995 law last year.California Association of Realtors President Jared Martin said the group's 200,000 members strongly oppose the bill because it will "reduce the supply and quality of rental housing." It's an argument echoed by Republican Sen. Jeff Stone, who said developers would have no reason to build new housing if they can't make money off their investment."We'll see even a greater housing crisis because of the low supply of housing," Stone said. "Either this will force our constituents to join a 60,000 homeless population that we see in the LA area, or they will simply just move to another state."But supporters say the bill includes lots safeguards to prevent that from happening. The rent caps don't apply to new construction built within the last 15 years — a provision that prompted the California Building Industry Association to drop its opposition.Plus, the caps don't apply to single family homes, except those owned by corporations or real estate investment trusts. And duplexes where the owner lives in one of the units are also exempt."We all desperately want to build more housing. It was a very important aspect of this bill," Democratic Assemblyman David Chiu said.But even some Democrats who voted for the bill on Tuesday signaled they didn't like it, a sign the bill is not guaranteed to pass. Sen. Steve Glazer, a Democrat representing a district in the San Francisco Bay area, cited a 2018 study by Sanford University showing landlords under rent control are more likely to nudge tenants out by spending less on maintenance."Any time you reduce rate of return on an investment, you make that investment less attractive, and this is true even if new investment is exempted for 15 years as this bill does," he said.But Carolyn Wilson, a 71-year-old Sacramento resident, said she needs help now. She said her rent has increased about 0 each year and her landlord just gave her a 60-day notice to move out for on reason."All I do is get up on the computer looking for some place to go," she said. Rural hospitals across the country are in a difficult spot right now. COVID-19 is hitting them harder than many metropolitan hospitals as they deal with issues of lower staffing.According to the National Center for Biotechnology Information, about 20% of our nation’s population lives in rural areas, yet less than 9% of our nation’s physicians practice there.Add on the fact that according to CDC data, COVID is killing rural Americans at a rate 3.5 times higher than those living in metropolitan areas, and this issue is affecting staff and patient care.“I’m very worried about rural health care because rural health care is teetering on the brink right now,” said Dr. Kurt Papenfus, an ER doctor at Keefe Memorial Hospital in rural Cheyenne Wells, Colorado. “There’s a darkness in this illness that I can’t say I’ve said about any other illness.In late October, Dr. Papenfus contracted COVID-19 as he was traveling back from the Northeast to visit his daughter.“I was very cognizant and was wearing a mask at all times, social distancing, and washing my hands,” Papenfus said. “But I remember having this thought on the train that this is a super-spreader event.”When he got home, Papenfus got tested and was confirmed positive for COVID-19. The diagnosis put Keefe Memorial in a tailspin as he served as the only ER doctor in the small 25-bed hospital.“We are a trauma level four hospital so keeping that physician on staff 24/7 is what we are required to do,” said Stella Worley, Keefe Memorial’s CEO. “And it is getting to be more of a challenge to have hired physicians out here in rural [America].”Within minutes of learning of Dr. Papenfus’ COVID-positive diagnosis, Worley was on the phone with several different hospitals working to find a replacement. Within a few hours, they had settled on a former ER doctor who moved to another hospital in Texas a few months prior.After she agreed, Keefe Memorial paid the doctor to drive 10 hours from Texas to Colorado and fill in immediately as Papenfus recovered at home for the next two weeks.“Worst-case scenario is you would have to divert patients if there’s no one in the door to care,” said Worley.Populations in rural America tend to be older, poorer, and less insured than the nation at large, according to the National Conference of State Legislatures.Since 2010, hospital closures in rural America have been growing as there have been 118, including 17 last year.The closures only exacerbate a growing lack of health care coverage in rural America, said Dr. Dan Derksen, a rural health care expert and family physician“Once a critical access hospital (25 beds with a 24/7 emergency department and at least 35 miles from another facility) closes, they almost never come back,” he said. 2756
