SAN DIEGO (KGTV) - By a unanimous vote, the San Diego City Council voted Monday to hike pedicab fees, making it nearly twice as costly to be a pedicab driver.      Police say the increase for annual operator fees from 2 to 9 is needed because of extra enforcement, including aggressive inspections and undercover operations targeting price gouging.Ali Horuz, who manages four different pedicab companies, says the higher fees will be a hardship, especially for drivers getting into the business.  He says right now, the local market is short about 50 drivers."It's going to be harder to find qualified drivers. We're competing against Uber and Lyft. It's definitely going to affect the market, where we are going to see fewer pedicab drivers," said Horuz.While the number of drivers is shrinking, the regulations may be increasing.  Citing complaints from the community, Councilman Chris Ward wants the city to set a uniform rate structure, while banning loud horns, flashing lights and amplified music. Horuz says the lights and loud horns are needed safety precautions, while overly loud music is a product of a few bad drivers.A council committee will look at the proposal Wednesday. 1240

SAN DIEGO (KGTV) -- Back to school looked different for everyone according to Misty Jones, who helped run Career Online High School, a free program put on by the San Diego Public Library."It's geared towards people who have disengaged from the educational system for some type of reason and did not graduate."The program allowed them to finish where they left off through online courses."They get their high school diploma and career certificate by the end of it," Jones described.The program was around for 5 years and had gained popularity in the Spring."People are at home and they have more time. It's difficult to go to school and try to work at the same time," Jones said.They typically saw 50 students a year but since March the number doubled."I know a lot of people are out of of jobs and they're thinking of their future, 'what can I do to ensure success moving forward'."Genevieve Redondo is a mother of two and dropped out of high school her senior year. "I have ADHD and dyslexia. Being in school was difficult because of the attention, I couldn't focus all that well," Redondo described.She received her diploma through COHS then went on to nursing school and eventually got her master's degree."The opportunity they gave me to graduate, ever since then everything has change, my entire life has changed and it's been incredible."Jones said the average age was 28 to 35, but that was just the average."We have people in their 60's that are going back and getting their high school diploma and that shows its never too late to get your education."They even held graduation ceremonies like any other high school did."I cry at every graduation," said Jones. "It's really fulfilling to help people be their best self and help them achieve goals they never thought they'd achieve." 1798

SAN DIEGO (KGTV) -- County health officials are notifying people who may have been exposed to tuberculosis at locations throughout San Diego County. According to County News Center, three unrelated cases of the disease were reported in San Diego County between August 20 and October 18. Two of the cases were reported at San Diego County Sheriff’s detention facilities. Investigators believe the individual arrived in San Diego after leaving a Long Beach hospital without permission. The third person died from “co-occurring medical conditions” at a local hospital on October 6. SAN DIEGO (KGTV) -- Bombarded with long lines and time delays, the state is planning to replace the Department of Motor Vehicles facility in Hillcrest with a larger facility. The state would tear down the current 14,319 square-foot DMV at 3960 Normal Street, and replace it with a one-story 18,540 square-foot building. The new DMV would accommodate the 931 customers that use it daily, with 141 parking spaces. It would cost .7 million. "The existing DMV Normal Street field office is not sized appropriately to accommodate the existing staffing and service demand levels needed at this location," the DMV said in an environmental notice. But the threat of shorter wait times is not being met with enthusiasm from some Hillcrest residents.Mat Wahlstrom, a member of the Uptown Planning Group, sees the project as a missed opportunity. He pointed to a now-scrapped plan to add a mixed-use housing and retail project, plus a park. It would have a new, larger DMV on the south end the 2.5-acre site."This wouldn't be a deadzone every evening, which is what it's become," Wahlstrom said. "It was supposed to have been a dual use site."Christina Valdivia, a DMV spokeswoman, says the mixed-use plan didn't work because it doesn't conform with its vehicle-centric business model.Meanwhile, the Hillcrest Farmers Market is raising issue with the DMV's plan to add a 7-foot-tall wrought iron fence around the property. The market uses the DMV lots for parking and some of its vendors."It would really create this sort of fortress DMV that we are hostile to," said Ben Nichols, who heads the Hillcrest Business Association.Valdivia says the DMV is installing fences at all of its new and replacement buildings to protect against vandalism, theft, damage, and even human waste. Nichols said it would just push those problems onto the public sidewalk.Now, two state legislators, Sen. Toni Atkins, and Asm. SAN DIEGO (KGTV) - As the election nears, millions of people will be glued to smartphones and computer screens, scrolling through social media for instant information.But platforms like Twitter and Facebook may not be the best sources for information."The way the algorithms work, they promote stuff that gets a lot of reaction or a lot of engagement," says University of San Diego Assistant Professor Colin Campbell. "The systems are designed to try to show you stuff that they think is going to actually make you excited or make you react in some way. And as a result, that tends to be the more polarizing stuff."But both sites have taken steps in 2020 to safeguard against misinformation.In a lengthy blog post about their election protocols, Twitter called their role in the election "critical," saying that people should "use Twitter respectfully and to recognize our collective responsibility to the electorate to guarantee a safe, fair, and legitimate democratic process."They adjusted their "Civic Integrity Policy" so that only verified and official accounts can tweet about election results. They're also imposing stricter punishments for Tweets calling for election interference or violence.Twitter also made changes to the way people interact with links posted on their platform.They've added warnings to misleading tweets and direct people to more credible information if they engage with a misleading post.They also now ask people to click on a link before Retweeting it and encourage "Quote Tweeting," where people can comment on what they're sharing instead of just reposting the original Tweet.Twitter also changed the format of its Trending section, adding context to topics and hashtags.Facebook, meanwhile, put a lot of effort into helping people vote. Their Voter Information Center helped 4.4 million people register to vote in 2020.They also banned all ads related to the election, politics, or other social issues during the entire month leading up to the election.To help keep misinformation from spreading, Facebook says they removed 120,000 posts from March through September for violating their Voter Interference Policies. They also issued 150 million warnings for content that was flagged as misleading by independent fact-checkers.Campbell says both platforms are a lot more reliable now than they were in 2016, but could still have done more. He believes it's because they didn't want to face criticism over censorship."From a pragmatic perspective, they probably don't want to get involved in the challenges of trying to go through and censor or decide what kind of stuff they want to have on the site," says Campbell.Even with all the changes, he says users still need to scroll with skepticism and filter the content they chose to engage with."I think it's very important that we're all vigilant," he says.
