SAN DIEGO (KGTV)-- San Diego Pride festivities kicked off in the Hillcrest neighborhood Friday afternoon at the iconic Gay Pride Flag on University Ave. and Normal St. Thousands celebrated this year's theme, Stonewall 50: A Legacy of Liberation. The Glitz and Glam and the fabulous outfits at Pride are a product of dark times. "In 1969, being gay was considered a mental illness," San Diego Pride Executive Director Fernando Lopez said. "And the LGBT community was persecuted and prosecuted through legal and social systemic oppression and discrimination."In the summer of 1969, New York Police raided the Stonewall Inn, a place known as a safe spot for the LGBT community. Veronica Zerrer remembers watching the violence on the news. "When Stonewall happened, I was 12 years old, and I was just hitting puberty," Zerrer said. It was a turning point in her life because back then, she says she was hiding. "My name was Ronald," Zerrer said. "In fact, I have a really interesting story. I grew up being called Ronnie."Ronnie served in the U.S. Army for two decades and retired as a Major. The next year in 1999, Ronnie became Veronica. "Before I came out, I tried to be the person that I thought my family and society thought I should be, instead of what was inside my heart," Zerrer said.Fifty years later, San Diego Pride is honoring the rioters at Stonewall, who stood up against police prejudice. "This year, we are 'Stonewall 50: A legacy of liberation.' And the celebrations today, tomorrow and all weekend long are really going to reflect back in honor of our Stonewall generation. We'll talk about the legacy that we are all a part of, and what we need to do to recommit ourselves for the next generation," Lopez said. It is a big 'thank you' to their courage that inspired future generations. "Because you're not allowed by society to be who you really are, you have to almost 'perform' gender. SAN FRANCISCO (AP) — A judge ordered California's attorney general to release police misconduct records predating Jan. 1, when new transparency legislation took effect.San Francisco Superior Court Judge Richard B. Ulmer, Jr. on Friday also rejected arguments by Attorney General Xavier Becerra that his office should not have to release records of local law enforcement.The legislation was designed to guarantee public access to disciplinary records involving investigations into officer shootings, use-of-force incidents and incidents involving officer misconduct.The tentative ruling was a win for the First Amendment Coalition and National Public Radio member KQED-FM, which sued Becerra's office for records under the legislation."Judge Ulmer's order sends the clear message that the Attorney General is not above California law," said David Snyder, the coalition's executive director.In response, Becerra's office said Friday it would release records from before 2019 but only those regarding Department of Justice officers. The office said in a statement that requiring the office to release records involving other departments "would result in duplication of efforts."The judge ordered the attorney general's office to meet with the coalition and KQED to work out the logistics of releasing records.Ulmer said the 1st District Court of Appeal had already decided that the law is retroactive. He also dismissed the argument that making the attorney general provide records of local law enforcement would be burdensome.Ulmer said lawmakers could not have been oblivious to the potential cost of carrying out the legislation, and "the people will likely be agnostic as to which tax-funded agency foots the bill." 1724

SAN DIEGO, Calif. (KGTV) - A former assistant at a local nursing home is accused of raping a disabled patient. In a story that you'll first see on 10News, Team 10 investigative reporter Jennifer Kastner discovered the patient was a stroke victim who uses a wheelchair. What may have happened behind the walls of the Paradise Hills nursing home is difficult to process. An accusation of rape seemed to have slid under the radar for almost a year, until now. It was a few months ago when 10News was tipped off about Reo Vista Healthcare Center, which touts being named one of Newsweek's top nursing homes and having a Medicare 5-star rating.This week, San Diego Police confirmed that detectives referred the case to the District Attorney's office, which is charging 26-year-old Ariel Chavarin-Camargo with forcible rape and a "lewd act upon a dependent adult by a caretaker". He is now sitting in a South Bay jail. According to state documents, it happened last February to a 58-year-old woman who uses a wheelchair and was living in the nursing home after suffering from a stroke and panic disorder. The documents report that the morning after the alleged assault, she reportedly came "crying" to a nurse, claiming that the night before, when she was returning from the kitchen and on her way back, "one of the CNAs (Certified Nursing Assistants) stated that one of her breasts was exposed." According to the documents, he “followed her and he exposed his private parts to her". She reportedly said, "the CNA raped her" for up to three minutes. A forensic exam reportedly found male DNA in her private area. According to the documents, when he was later questioned, he suggested that she came onto him but admitted "it happened” and “there was penetration". He reportedly said, "I feel bad. It happened so fast." Prosecutors believe that man is Chavarin-Camargo. He resigned after the reported rape. The administration of Reo Vista Healthcare Center sent 10News the following statement on Tuesday."We are grateful to local law enforcement and the District Attorney’s Office for successfully prosecuting this individual for their crime. Our team took immediate steps last February to suspend the individual, to notify, and to fully cooperate with authorities. We take all matters regarding patient safety and the conduct of staff seriously. Moreover, the actions of this individual do not reflect the values we hold at our facility. Our priority remains to provide the highest level of care for the patient and their families." Chavarin-Camargo’s next court hearing is scheduled for February 11th. 2603

SAN DIEGO (KGTV) - In response to safety concerns, a growing number of downtown San Diego public restrooms are being staffed with armed security guards.The city of San Diego has added armed guards to secure the public restrooms outside the San Diego Civic Theatre.The 6-month contract began in April and costs 0,000.00. It’s the latest downtown public restroom location to be staffed with armed security.Over the winter, armed security guards started being stationed at two other downtown public restroom locations, 13th St. and G St., and Park Blvd. and 11th Ave.RELATED: City may seek armed guards at Central Library, other parksThe Civic Theater public restrooms have a history of safety issues and a heavy transient population. San Diego police confirm that last fall, a city employee was reportedly beaten by a man who was trying to bring a shopping cart into one of the stalls.Patrons tell 10News that people are known to use drugs and sleep inside the restrooms. “Some of [the people] have bad tempers so you have to have the means to protect yourself,” says Allstate security guard Herbert Bridges.He’s one of the new guards outside the Civic Theatre, armed with a 9mm handgun. He says he and his coworkers are also allowed to carry batons and pepper spray.“We will never use weapons unless it’s absolutely necessary," he adds.In January, 10News’ Jon Horn broke the story that the city was looking at the possibility putting armed security guards inside various city buildings with heavy transient populations, like the Downtown Library.The city confirms it’s still several months until that could become a reality. 1649
