SAN DIEGO (KGTV) - Saturday marked the first weekend San Diego County restaurants were under indoor dining restrictions and they've gotten creative to stay afloat during the pandemic.Monday the Governor announced San Diego County joined the state's watch list due to the spike in coronavirus cases.The county announced bars, restaurants, wineries, movie theaters, zoos, museums, and cardrooms will need to shutter indoor operations Monday night at midnight.Saturday on Harbor Island, Coasterra debuted a "pop up" dining experience on their 'float' that normally hosts events.Executive Chef and Partner in the Cohn Restaurant Group, Deborah Scott thought their event space on the water (dubbed The Float) was a perfect place for extra seating. Their sister restaurant Island Prime had to close it's doors, due to the new restrictions.So the Island Prime, moved to an island.On the 'float' they can seat up to 68 people, that's 68 plates that Island Prime can now sell at a time. Scott said they were booked Saturday, their first official night, but are not filling it to capacity.She said they want to make sure things run smoothly."My biggest fear is that everyone is going to come out here and have dinner and go, 'Can you just move Island Prime out here?'" She said chuckling. The same sentiment was shared in Escondido where they kicked off the first weekend of street-side dining.One lane in both directions down Grand Avenue is shut down between Maple and Juniper Streets to make way for the extra tables, chairs and umbrellas.A huge opportunity for indoor venues like The Grand Tea Room.Owner of The Grand Tea Room Lousia Magoo said inside she can seat about 50 people, "so bringing more out here, I could probably seat 30 people at a time so it really means everything to us."Magoo also sits on the Downtown Business Association Board and said they've dedicated ,000 in supplies for the restaurants to help with creating their outdoor dining space.Saturday she said they handed out 50 umbrellas and are expecting more tables and chairs Monday, providing San Diegans a dose of normalcy both on the water and curbside. 2134

SAN DIEGO (KGTV) — Several business sectors will be cleared to reopen indoor activities with modifications next week in San Diego County under the state's new guidance, according to local health officials.Under California's new blueprint for reopening amid the coronavirus pandemic, starting Monday, Aug. 31, San Diego County can reopen indoor operations at the following businesses with modifications:Restaurants for dine-in, places of worship, museums, and movie theaters at a maximum of 25% capacity or 100 people, whichever is less;Gyms, yoga studios, and fitness centers at a maximum of 10% capacity;Hair salons, barbershops, nail salons, and body waxing studios;Libraries and bookstores at a maximum of 50% capacity;Shopping malls at a maximum of 50% capacity, with closed common areas, and reduced food court capacity;Aquariums and zoos at a maximum of 25% capacityBusinesses that have been reopened under their safe reopening plans may have to be modified to meet the state's new percentages on capacity, according to Gary Johnston, the county's Chief Resiliency Officer on Reopening."The safe reopening plans, you need to modify those and express on those plans how you're going to adhere to the requirements that came out with the state," Johnston said.California's new rules for reopening are based on a four-tier, color-coded system that counties will move through based on their number of cases (case rate) and the percentage of positive tests. The system replaces the state's monitoring list.Based on the state’s new tool, San Diego County is in the red "Substantial" tier. The red tier covers counties with a case rate of four to seven daily new cases per 100,000 people and 5% to 8% positive tests. The county's case rate was 5.8 and its positive rate was 3.8% as of Friday, according to county public health officer Dr. Wilma Wooten.More detailed information by county and business type can be found at https://covid19.ca.gov/safer-economy.The reopening of K-12 schools is not impacted by the new system, Wooten said.Under the new guidance, some businesses may see more restrictive limits on indoor activities. California's guidance for grocery and retail stores requires indoor operations to be limited to 50% capacity with modifications."There are some outbreaks that we see in retail. So by decreasing the capacity this will help with increased risk and increased exposure," Wooten said. "We are following what's on the website ... as it relates to what's being recommended for tier two."Bars, breweries, and distilleries that do not serve food are still not cleared to reopen for indoor operations, according to the state. Theme parks are also not permitted to reopen.Wooten cautioned that the success of reopening any indoor operations this time around depends on compliance with the guidance and locals being safe."This time what we hope will happen, but it relies on people's behavior, is that as we are opening up 25% or 50% of capacity, not full 100%," Wooten said. "As we see issues people should also be clear that we will shut down entities if they are not following the guidelines and if there are particularly outbreaks occurring as a result of not following those non-pharmaceutical strategies."In order for San Diego County to move up a tier, it must stay in tier two for at least three weeks. Then to move up, it must meet the next tier's criteria for two consecutive weeks. SAN DIEGO (KGTV) -- Several San Diegans are facing charges for reportedly participating in a college admissions scheme. One of the people accused in the scheme is Toby MacFarlane, who was a senior executive at an insurance company living in Del Mar, according to the indictment. According to the document, MacFarlane participated in the scheme by agreeing to use bribery to get his son and daughter into USC for soccer and basketball. RELATED: Actresses Felicity Huffman, Lori Loughlin charged in alleged college admissions scheme The documents show that MacFarlane reportedly paid an agency to fabricate a soccer profile for his daughter and a basketball profile for his son. MacFarlane reportedly paid 0,000 to various organizations for the admissions. His daughter attended the school from 2014 to 2018 when she graduated, according to the documents. His son attended the school from 2017 to 2018. MacFarlane is being charged with conspiracy to commit mail fraud and honest services mail fraud. The other San Diegan accused in the scheme is Elisabeth Kimmel, a former owner and president of a media company that owned KFMB. LIST: These are all the people charged in the alleged college cheating scamKimmel reportedly participated in the scheme by conspiring to use bribery to get her daughter into Georgetown as a tennis recruit and her son into USC as a track recruit for pole vaulting. Athletic coaches from Yale, Stanford, USC, Wake Forest and Georgetown, among others, are implicated in the case. The extensive case involved arrests in six states across the country, and accused the defendants of committing crimes between 2011 and 2019.Federal prosecutors said the scheme had two major pieces. In the first part, parents allegedly paid a for-profit college prep organization -- Southern California-based The Key -- to cheat on the SAT or ACT entrance exams by having others take the tests on behalf of students or correct their answers. SAN DIEGO (KGTV) -- Several birds were rescued from a San Diego apartment after a downstairs unit caught fire.According to crews, the fire started around 10:45 a.m. Sunday at an apartment on the 1700 block of Oro Vista Road.Shortly after noticing smoke, residents at the complex grabbed every fire extinguisher they could get their hands on in an effort to extinguish the flames and keep the blaze from spreading to the second floor.Firefighters say no one was home at the time of the fire and several birds were rescued. 529
