SAN DIEGO (KGTV) — Smugglers from Mexico have reportedly been able to breach recently constructed sections of the border wall, according to a report from The Washington Post. Smugglers breached the wall's bollard steel and concrete sections using reciprocating saws, allowing drugs and people to pass through from Mexico, the Post reported, citing U.S. agents and officials. The exact locations of the damaged wall were not indicated.10News reached out to U.S. Customs and Border Protection Saturday. While no one was available to speak, the CBP said in an email, "the bollard walls were not designed to be impenetrable or indestructible."RELATED: Border officials say the wall is working, drug smuggling shifting to the seaThis contrasts President Donald Trump's claims during a visit to San Diego in September, in which he claimed the bollard walls were "virtually impenetrable." The President went on to say at the time, "if you think you're going to cut it with a blow torch, that doesn't work because you hit concrete. And then if you think you're going to go through the concrete that doesn't work because we have very powerful rebar inside."The new 14-mile stretch of bollard fencing was completed in August, running from Otay Mountain to San Diego's coastline. CBP Commissioner Mark Morgan also said this week that border apprehensions were up 88% from Oct. 1, 2018, to Sept. 30, 2019.An administration official told the Post that the number of these breaches have totaled "a few instances," and echoed border agents' sentiments that the wall "significantly increased security and deterrence" in the San Diego and El Centro areas.The Washington Post reports that smugglers have cut through areas, then replaced the bollard in its original position or used putty to make it appear fixed in order to continue using the opening.RELATED: US border agents dealing with rise of 'fake families'Though agents can repair the damage by welding the bollard wall, they say smugglers can return to the same spot because the metal and concrete are now weakened, the Post said.The Post says that some of the damage has occurred in areas where electronic sensors to detect sawing vibrations have yet to be installed.Makeshift ladders have also been used to climb the barrier into the San Diego area, using hooks and rope ladders to climb down on the U.S. side of the border, the Post adds. 2675

SAN DIEGO (KGTV) — San Diego Sheriff's Department released data Friday giving insight into coronavirus-related enforcement over the past month in the department's jurisdictions.From June 10 to July 9, SDSO reported 673 COVID-19 related disturbances, violations, and citations — broken down into two citations, 74 disturbances, and 597 ordinance violations. SDSO says group disturbances and ordinance violations are calls made to the department and deputy-initiated incidents. Across San Diego County, small business owners hoped customers would make an effort to shop local during a time when they’re hurting.“A day like this could potentially be one of the most important days for a small business,” said Joey Flores, saying Chimera, an outdoor market for clothing, records and cacti in North Park, was taking extra precautions for small business Saturday to protect people from coronavirus.In Barrio Logan, sisters Marla and Abigail Mercado went to Casa Xovi, a local gift shop filled with items celebrating the Latino community.“Supporting our local business because we want, especially in Barrio Logan, we really want the history and the culture to stay here. So even if you’re only spending ten bucks here and there, that’s money that adds up,” they said.Casa Xavi owner Xochitl Villarreal said she’s seen more customers the weekend following Thanksgiving and hopes this continues. She said small business Saturday is an important day, but encourages people to make efforts to shop local even after the holiday weekend is over.“It is what it is and we have to live through it and we have to be strong, be resilient,” said Villarreal.In Oceanside, William Bike, the Executive Chef at Mission Avenue Bar and Grill said the community members are what has helped them stay afloat, in addition to all of the local businesses who are sticking together to support each other.“We have that big local following, that big local support and that’s really what’s kept us alive,” said Bike. 1584

  

SAN DIEGO (KGTV) - San Diego Police released details Friday about the controversial arrest of a man and woman in Chicano Park involving use of force. Georgina Mercado, 35, interfered with a traffic stop being conducted Thursday, police said. Her three children, ages eight, seven, and four, were with her at the time. 22-year-old Eddie Alvarez arrived on scene with another woman who said they would take custody of the three children, according to SDPD Lt. Shawn Takeuchi. Alvarez wore a bandana over his face and refused to identify himself, police said. Officers “could not release the children to the custody of Alvarez without knowing who he was,” said police. “This contact escalated to the point that officers arrested Alvarez for interfering,” Takeuchi wrote in a news release. Police said Alvarez refused to put his hands behind his back and struggled with officers. “Officers used strikes while they forcefully moved his arms behind his back,” police said. Alvarez was handcuffed and taken to jail. “Anytime force is used, we take it extremely seriously. We have initiated an internal investigation into the force that was used last night,” Takeuchi said. Hours after the arrest, dozens of people gathered outside the San Diego Central Jail downtown to demand Alvarez’ release. The group said Alvarez had been recording the arrest of Mercado, who they described as a community activist. One demonstrator said, “While he (Alvarez) was filming police, they came out and told him to stop recording. He said, ‘No, I don’t feel safe, I’m going to keep recording, especially with my girlfriend right here with the kids,’ and they didn’t like that … The cops ended up jumping him and rushed him to the ground and started punching him in the ribs. He wasn’t resisting whatsoever.” Alvarez is a member of the activist group Brown Berets of Aztlan, City News Service reported. He was booked on suspicion of felony obstructing or resisting an officer, and a misdemeanor count of resisting an officer. He was being held on ,000 bail.
