But they are not breaking the law.Wisconsin is an open carry state, meaning anyone who gets a gun legally can carry it in most public places without a license or permit.But that's not the case for minors like 17-year-old Kyle Rittenhouse, who is accused of shooting three protesters in Kenosha Tuesday night, killing two of them.Kenosha Police Chief Daniel Miskinis confirmed to reporters Wednesday that you have to be 18 to open carry in the state of Wisconsin.And according to a 2009 memo from the Wisconsin Department of Justice, police can stop someone openly carrying a gun to determine if a crime is being committed.The DOJ says officers can stop someone if they have "reasonable suspicion" of criminal activity, adding Wisconsin's open carry law, "...is not a shield against police investigation or subsequent prosecution."In this case, police could have asked Rittenhouse how old he was and stopped him before he allegedly pulled the trigger.There are some exceptions in Wisconsin state law allowing minors to carry guns, including if they are in the military and in the line of duty, as well as if they are under adult supervision and using it for target practice or instruction. KANSAS CITY, Mo. — An attorney has filed a lawsuit against Ripley Entertainment, Inc. on behalf of some members of the Indianapolis, Indiana family killed in a duck boat incident in Branson, Missouri.The Ride the Ducks Branson vehicle capsized and sank on July 19, amid strong storm winds and taking on too much water. Seventeen people died, including the driver of the boat and nine members of a family of 11 on vacation from Indianapolis. The victims’ ages ranged from just 1 year old, to 76 years old.The lawsuit alleges wrongful death, outrageous conduct and negligence in the incident, and seeks at least 0 million in damages.Attorney Gregory W. Alshire is representing John D. Coleman, the administrator of estate for Ervin Coleman, killed in the incident, along with Lisa D. JOSHUA TREE, Calif. (KGTV) - The San Bernardino couple accused of keeping their children in unsanitary conditions pleaded not guilty Friday to three felony counts of child abuse, KABC reported.Mona Kirk, 51, and Daniel Panico, 73, appeared in Joshua Tree Superior Court.San Bernardino Sheriff’s deputies were checking the area near their home Wednesday afternoon and found a trailer that appeared to be abandoned. Also on the property was a large plywood box.A further inspection showed no electricity or running water, and large mounds of trash and human feces.Prosecutors said the couple did not provide the 11, 13 and 14 year old children with enough food.Almost four dozen cats were on the property.RELATED: Perris couple accused of shackling, abusing childrenKABC reported the couple's friends said the family was homeless.A judge ordered Kirk and Panico to be held on 0,000 bail, according to KABC.  921
