MANILA, Dec. 4 (Xinhua) -- A cargo ship with 24 Chinese crew aboard sank off the waters of the Philippines' Batanes province on Friday afternoon, the Philippine National Police (PNP) said Saturday.Quoting a report from the Batanes provincial police office, PNP spokesman Chief Supt. Agrimero Cruz said Saturday the Panama cargo vessel MV Hong Wei met the incident about 120 nautical miles (222 kilometers) off Itbayat island around 3:22 p.m. Friday.Cruz could not immediately say what caused the vessel to sink or the vessel's destination.A passing vessel, MV Shun Tong, and a ship from China's Taiwan region's coast guard rescued 12 crew and two passengers, respectively, said Cruz, adding that at least three ships from Taiwan region's coast guard are currently at the scene to conduct search and rescue operations for the 10 still missing crew members.A rescue vessel from the Chinese mainland is expected to arrive at the site anytime Saturday to join the search and rescue operations, said Cruz.Wang Ben, police attache of the Embassy of the People's Republic of China in the Philippines, told Xinhua that the embassy has confirmed the incident with China's Ministry of Transport. UNITED NATIONS, Jan. 18 (Xinhua) -- China welcomes the smooth completion of the referendum in south Sudan, which is "an important step" towards the full implementation of the Comprehensive Peaceful Agreement, a senior Chinese diplomat said here on Tuesday. Addressing an open debate on the situation of Sudan in the Security Council, China's deputy permanent representative to the UN Wang Min said that the referendum in south Sudan is not an end in itself in implementing the CPA, instead, realizing sustainable peace, stability and development in Sudan is the final purpose. "No matter what the outcome of the referendum is, it is imperative to ensure the long-term peace and stability in Sudan and the region at large," said Wang. Wang noted that China hoped to see the north and south Sudan would continue to conduct dialogue and consultations, so as to reach an earlier agreement on such issues as the status of Abyei, wealth sharing and border demarcation, lying down a foundation for further promoting the north-south peace process. On Saturday, South Sudan referendum polling centers closed. The referendum will determine whether south Sudan remains a part of Sudan or becomes independent, in accordance with the 2005 CPA that ended a long-running north-south civil war. In order to assist Sudan in the referendum, China has donated to the Southern Sudan Referendum Commission 500,000 U.S. dollars in cash and provided its bureau with support in kind. China has also sent a group of observers to Sudan. Wang reiterated China's willingness to "work together with the international community and the parties concerned to continue to play an active and constructive role in promoting the long-term peace, stability and development of Sudan." Concerning the situation in Darfur region, Wang said that China supports a peaceful and comprehensive settlement to the Darfur issue, in particular the tackling of the root causes for the issue. "At present, the security situation in Darfur is very fragile, and humanitarian assistance is faced with many difficulties, " said Wang, "the root cause is the lack of a strong and widely supported political agreement in Darfur." China called on the Security Council and international community to strengthen support for political process in Darfur and urged the Darfur rebel groups to join the peace talks without conditions and delay, said Wang.

MACAO, Nov. 13 (Xinhua) -- Chinese Premier Wen Jiabao announced Saturday that China will launch a series of measures between 2010 and 2013, which were aimed at helping boost the development of less-developed Portuguese-speaking countries.Wen announced the measures when delivering his speech at the opening ceremony of the third Ministerial Conference of the Forum for Economic and Trade Cooperation between China and Portuguese- Speaking Countries here in Macao on Saturday.Under the new measures, financial institutions from the Chinese mainland and Macao Special Administrative Region (SAR) will set up a one-billion-U.S.-dollar development fund for cooperation between China and Portuguese-speaking countries, in a bid to push forward the financial cooperation between the two sides.The Chinese government will also provide those African and Asian Portuguese-speaking countries that participated in the third Ministerial Conference of the Forum with 1.6 billion yuan (242 million U.S. dollars) worth of loans on favorable terms within a bilateral framework.The new measures will also see China provide equipments, technical personnel, etc. to the countries, supporting a bilateral agricultural cooperation with each of the African and Asian Portuguese-speaking countries that participated in the third Ministerial Conference of the Forum.Sponsored by China's Ministry of Commerce and hosted by the government of the Macao Special Administrative Region (SAR), the forum was created in Macao in 2003, with the joint participation of seven Portuguese-speaking countries, namely Angola, Brazil, Cape Verde, Guinea Bissau, Mozambique, Portugal and Timor-Leste.
