COLUMBUS, Ohio — Slavery is still technically legal in Ohio, under one condition. After an effort by the Ohio Legislative Black Caucus to strip the language of slavery from the constitution in 2016, one state lawmaker is renewing the effort this year.While the Ohio Constitution of 1851 banned slavery in the state, it left open one exception. The constitution states: "There shall be no slavery in this state; nor involuntary servitude, unless for the punishment of crime."State Senator Cecil Thomas, a Democrat representing Cincinnati, is renewing the effort to remove the final six words — unless for the punishment of crime — from the constitution."What legitimate reason would you have that exception for unless you planned to use it for Ohio's future history?" Thomas asked the Statehouse News Bureau. To remove the language from the state constitution, Thomas' resolution must be passed by three-fifths of the state's House and Senate. Then, a statewide proposal to remove the reference to slavery would be put on the ballot.While the state Senate is planning to meet monthly, the House isn't scheduled to return to session until September. Thomas said the change should happen sooner rather than later.Thomas' proposal renews a 2016 effort by then-OLBC President, State Rep. Alicia Reece, to remove the language from the state constitution."No slavery, no exceptions," Reece said in a news release from 2016. "Over 150 years after our nation abolished slavery, there can be no acceptable circumstance for slavery in our state, and our constitution must reflect that. COCKEYSVILLE, Md. — A Maryland man is facing more than two dozen criminal charges after stealing a dump truck while drunk and on drugs, fleeing from police, and killing a man during the chase.The incident reportedly began about 2 p.m. Monday when Baltimore City Police contacted Maryland State Police about a stolen dump truck headed northbound on I-83.Troopers eventually located the truck, owned by a roofing company, unoccupied in a Walmart parking lot in Cockeysville, Maryland. Police say they set up surveillance to see who had stolen the tuck. A man, later identified as 26-year-old Zackery Haeger, was later seen getting into the truck, at which time police attempted to stop the vehicle, but he refused. Haeger then proceeded to drive towards troopers who were outside of their vehicles, causing them to have to jump out of the way. Driving erratically at a high rate of speed, he continued to flee, leading troopers on a chase that spanned from York Road through Padonia and Cranbrook Road. He was driving down the median lane on York Road when he hit another car at Padonia Road, causing disabling damage to the car. During the pursuit, the stolen Ford F550 dump truck crossed a double yellow line again and collided with another car, an oncoming Nissan at Rossbrooke Circle. Haeger then bailed out of the car and ran away, where he was captured by troopers.Officials say Haeger was taken to Sinai Hospitals for minor injuries where he gave officers a fake name, but a fingerprint check identified the man as Haeger. CORONADO, Calif. (KGTV) -- Hundreds gathered on Coronado Saturday morning for the 2019 Witches Tea. The event, organized by Rebecca Geiss, started in 1999 with nine women. Since its humble origin, the event has exploded in size. This year, 254 people showed up for the 21 and older event. The celebration centers around attendees dressing up as witches, dancing, and having a spooktacular time on beautiful Coronado. Photos from this year’s event show a multitude of creativity with some dressed as Glinda the Good Witch from “The Wizzard of Oz.” Other photos show some of the women embracing group costumes. Throughout the day, the women take buses to establishments throughout Coronado and San Diego. Attendees aren't told where they're going, adding an element of surprise to Witches Tea. In 2018, all the proceeds from the event went to the C4 Foundation, which provides support and resources through science-based programs to active-duty Navy SEALs and their families. CINCINNATI, Ohio — Body camera videos from the two police officers sent to investigate a 911 call from a teenager trapped inside a mini-van in a school parking lot don't show the officers exit their patrol car.The two videos show about three minutes of the search for Kyle Plush from two different perspectives. Police previously said the officers spent about 11 minutes searching. Plush's gold Honda Odyssey is not visible in the video.Plush, 16, called 911 twice on the afternoon of April 10. Officers Edsel Osborn and Brian Brazile, riding double as Unit 2232, responded to the school after his first call.Police said the officers didn't find anything, and received no answer when they tried calling Plush. The body camera videos, which police released Friday in response to a public records request, show the officers driving around a parking lot, but never getting out of their vehicle.The videos show the officers turn into the parking lot south of the Seven Hills School Resale Shop. Plush's van was parked in the lot north of the shop, on the same side of Red Bank Road.
