BEIJING, April 22 (Xinhua) -- China's top food safety authority issued new regulations Thursday, setting more stringent requirements on the use and the approval of food additives.The Ministry of Health's "Regulations of New Food Additives," published on its website, set six new restrictions on the use of food additives.The new regulations forbid the use of food additives to mislead consumers about the content and quality of food or to fake food content.Using food additives to disguise decaying and bad quality food is also forbidden.Under the new regulations, food producers are required to use the minimum amount of necessary food additives, and are not allowed to use those that would reduce the nutritional value of food.The ministry would approve new food additives, only if they are proved to be necessary in food production and safe for humans in tests organized by the ministry, the new regulations stipulate.The ministry must conduct reassessments of the safety of its approved food additives, when their necessity and safety are questioned by new research results.The new regulations takes effective Thursday.Food quality in China has been a major concern after a series of scandals.In 2004, at least 13 babies died from malnutrition in the east China's Anhui Province and another 171 were hospitalized, after consuming infant milk powder that contained too little protein.In November 2006, the country's food safety authorities found seven companies producing salted red-yolk eggs with cancer-causing red Sudan dyes to make their eggs look redder and fresher.And in 2008, six babies died and 300,000 others fell ill after being fed with baby formula made from milk contaminated with the industrial chemical melamine.

BEIJING, April 17 (Xinhua) -- Chinese Vice Premier Hui Liangyu on Saturday called for more concrete measures in quake relief efforts in response to the instructions of China's top leadership.Hui, also the head of the State Council's quake-relief headquarters, made the remarks at the sixth plenary meeting of the headquarters.China's top leadership on earlier Saturday has urged all-out efforts to rescue trapped people in the quake zone in northwestern Qinghai Province at a meeting chaired by Hu Jintao, general secretary of the Communist Party of China (CPC) Central Committee, and attended by other members of the Standing Committee of the Political Bureau of the CPC Central Committee.Hui stressed a put-people-first principle in the relief work. Efforts to search for and rescue the buried survivors as well as offering medical treatment to the injured people are still the top priorities, Hui said.The relief work should be carried out in a scientific, orderly, effective and well-organized way, Hui said. There should be no "blind spot" in the rescue work and epidemic prevention, he said.Military forces, local authorities and the local people should keep in close cooperation in the relief work, he said.

HONG KONG, May 2 (Xinhua) -- Hong Kong's leading charity donor, the Hong Kong Jockey Club, said Sunday it had donated another 16.3 million HK dollars (2.1 million U.S. dollars) for earthquake-hit area in northwestern China's Qinghai province to help disaster relief work.Together with the emergency donation of 2 million HK dollars made earlier, the Jockey Club contributed over 18.3 million HK dollars to support relief work for victims of the 7.1-magnitude earthquake, which hit the Tibetan Autonomous Prefecture of Yushu in Qinghai on April 14.In a press release, the Jockey club said it achieved a net operating surplus of 15.36 million HK dollars on April 21 at the Happy Valley race meeting. All money had been passed to the Chinese Ministry of Civil Affairs for earthquake relief work.Chairman of the Jockey club, John C C Chan, said horse racing in Hong Kong not only is a form of entertainment, but is also a charitable undertaking which serves the people of Hong Kong and has a far-reaching significance to the community."We felt that by going ahead with our race meeting on April 21 and donating the net operating surplus to help Qinghai earthquake victims, we would be able to give strong support to the relief efforts at the same time as maintaining a stable contribution to the public purse," he said.In addition, the Jockey Club launched a public fund-raising drive between April 21 and 25. CHIFENG, Inner Mongolia, April 10 (Xinhua) -- As a massive drought is plaguing most parts of southwest China, the dry spell is also spreading to many areas of the country's north.More than 250,000 people are short of drinking water in the sparsely populated Chifeng City of north China's Inner Mongolia Autonomous Region.More than 272,800 cattle also lack drinking water, an official with the municipal water conservancy bureau told Xinhua Saturday.The nine major reservoirs in the city of 90,000 square kiloters in territory just hold 91.75 million cubic meters of water, down 73.7 percent from the same time last year.Adding to the woe, 62 percent of the city's mid- and small-sized reservoirs have dried up, the official said.Major rivers also see a decrease of 77.4 percent in water volume.Even though Chifeng city has suffered from successive years of drought since 1999, this year's has been the gravest in the past decade, the official said.The government has mobilized more than 626,300 people in the drought relief work, with more than 30.33 million yuan (about 4.46 million U.S. dollars) of special-use fund, the official said.
