SAN DIEGO (KGTV) -- The Sweetwater Union High School District Board of Trustees on Thursday responded to a scathing audit that alleged evidence of fraud or misappropriation of funds leading to a multi-million dollar deficit.In their response to the audit, the district’s Board of Trustees acknowledged the importance of an independent state agency’s audit and said they “intend to cooperate fully with these agencies should they require additional information.”“We acknowledge that, as required, you notified the local district attorney, State Superintendent of Public Instruction, and State Controller that the FCMAT AB 139 report found there is sufficient evidence to demonstrate that fraud, misappropriation of funds, or other illegal fiscal activities may have occurred," the Board of Trustees said."We understand the importance of having these agencies review the report and intend to cooperate fully with these agencies should they require additional information," said the board.The 79-page audit, conducted by the independent state agency Fiscal Crisis Management Assistance Team (FCMAT), was made public June 22. According to the report, the district’s school board relied on inaccurate financial information when they approved salary increases for district employees, resulting in pay raises they could not afford.The audit also reportedly found the district kept borrowing from capital projects in the South Bay, such as Mello-Roos funds, to pay for operations without a method of repaying that money back into the fund.The board said that individuals and outside entities identified by FCMAT as having enough evidence to suggest they were engaged in illegal acts are "either no longer employed by the District or are removed from all involvement in the District’s current operations."RELATED: SUHSD: 90 bus drivers paid over 0K in overtime during 2017, database saysThe board also said that since the audit, they’ve taken other actions based on recommendations from the FCMAT, including:The district will be implementing the INFOR financial module in the 12 to 18 months. The new system replaces the one the FMCAT said said led to accounting errors and will interface with the County Office of Education for monitoring.The District will provide Board and leadership training to enhance awareness of fraud, including detection and prevention. An anonymous hotline for reporting fraud will continue to be available internally and to the public.The District staff will ensure that the Board and County receive updates on the progress to address the recommendations set forth in this report.“As a Board and as acting superintendent, we are committed to ensuring we implement and improve our systems and supports to best serve our community and understand that this process starts with the superintendent and the Board,” said the board.The response was signed by current trustees Nicholas Segura, Board Vice President; Arturo Solis, Board Member; Paula Hall, Board Member; Kevin J. The board also voted 4-1 to place its beleaguered superintendent Dr. Karen Janney on paid administrative leave.Janney had been under public pressure to step down following a multi-million dollar budget shortfall in 2018 which prompted an investigation. Since then, the district's budget crisis spiraled into teachers and programs being cut, bus routes eliminated, and increased class sizes. The board previously said its action against Janney is not disciplinary but it is to support and ensure an efficient investigation of the concerns raised in the FCMAT audit.With the release of the FCMAT audit, it will be up to the District Attorney, State Superintendent of Public Instruction, and State Controller to determine if fraud did in fact occur within the Sweetwater District.The San Diego County District Attorney's office said they are reviewing the audit. There is also an investigation into the district by the Securities and Exchange Commission. SAN DIEGO (KGTV) - Three Southern Californians, one of which from San Diego, charged Facebook with being complacent in a data breach spanning about 87 million users.In a class action suit filed in San Diego, Jordan O'Hara, of San Diego, Brent Collins, of Newport Beach, Calif., and Olivia Johnston, of Culver City, Calif., the social media company worked with Cambridge Analytica, former White House strategist Steve Bannon, and Cambridge University researcher Aleksandr Kogan.In the lawsuit, the three say Facebook "conspired" to help Cambridge Analytica, Bannon, and Kogan steal personal data in order to manipulate public opinion and U.S. elections. SAN DIEGO (KGTV) -- Though the academic school year begins Monday, most UC San Diego students have a few more days before they have to log onto their online classes. But, that’s not the only changes students are dealing with this semester.Student Anthony Sanchez said nothing seems normal this semester. Going into his second year, he’s adapting to changes the university has made to try and prevent the spread of the coronavirus on campus.“I understand why they have to do it and I understand and agree with it. But from the student perspective, I’m 19, and it’s not really a fun thing to go through right now,” Sanchez said.Ninety percent of UC San Diego classes will be held virtually, and there will be many students like Sanchez that will be logging on from campus housing. He’s hoping this semester will go a lot smoother than last semester.Sanchez added, “This fall, I’m expecting it to be better in terms of how it’s structured. Because a lot of teachers were going on the fly and setting up lectures and scheduling as it was going. I’m expecting it to be more organized.”Sanchez told ABC 10News that the school was organized when it came to students moving into campus housing. There were about 7,500 students that returned to campus.The move-in days were spread out over 10 days to space people out. Each student could only bring two people to help them move.Each student was also given a coronavirus test, and Sanchez said he got his results within 48 hours.To help control the spread of COVID-19 on campus, the university also launched a voluntary program that utilizes smartphone technology to notify students if they may have been exposed.As for Sanchez, and what’s ahead for this fall quarter, he said he’ll just work on following the rules and saying positive to get through the year.“I guess I’m just going to have to make it the best that I can with what I can. It should be interesting,” Sanchez said.As far as testing, all students that live in on-campus housing and those that attend classes on campus are required to get tested for the coronavirus twice a month. 2092

Those who came here for a better life say they are contributing to the economy and their communities. They say it's unfair to paint all undocumented immigrants as criminals.Jesus Mendez Carbajal, a DACA recipient and Human Rights Organizer for Alliance San Diego, believes the lawsuit is unfair and infringes on state's rights.However, some U.S. citizens say it's about time an administration took serious action against states.Brenda Sparks recently moved out of California because of its sanctuary laws. She doesn't believe the state is doing enough to protect its legal citizens.Now she lives in Mesa, Arizona.Almost seven years ago, Spark's son Eric was killed when an undocumented immigrant without a drivers license hit him. Sparks believes if the United States was tougher on illegal immigration her son would still be alive today. 1063
SAN DIEGO (KGTV) - The San Diego Metropolitan Transit System is joining the effort to make more affordable housing. The MTS Board of Directors recently greenlit a new 410-unit housing development at the Grantville trolley station. 156 of the units will be affordable and 254 will be market rate ‘student-oriented’ apartments. MTS is partnering with developers Affirmed Housing and Greystar on the project. It is estimated the total population housed on the planned trolley station property will be 1,049 people. The development would be built on top of the current parking lot. The developers will be making their own parking spaces on the site and MTS will be adding 96 replacement parking spots, according to transit officials. In a statement on the prospective parking concerns MTS wrote, “we average about 80 to 120 commuters per weekday that use the park and ride, so we are in the wheelhouse of demand.” MTS says it is currently looking into developing four more of its stations into similar housing in downtown, El Cajon and Chula Vista. Construction is set to begin June 2020 and finish by June 2022. 1116
