SACRAMENTO, Calif. (AP) — California Gov. Gavin Newsom and the Democratic-controlled state Legislature have agreed on a budget deal that would to cover the state's estimated .3 billion deficit. Newsom and legislative leaders announced the agreement Monday. Sources with knowledge of the plan said it avoids permanent cuts to public schools and health care programs. But it also imposes .8 billion in salary cuts to state workers. In a joint statement, Newsom and the leaders of the Senate and Assembly say the agreement protects core services including education, health care and the social safety net. California's revenue has tanked during the coronavirus pandemic because of a statewide stay-at-home order. 722

RIVERSIDE, Calif. – Authorities in California believe they’ve solved a 25-year-old cold case rape.The Riverside Police Department announced Friday that officers had apprehended 49-year-old Ralph Leslie Kroll in connection with the sexual assault of an 18-year-old woman in October 1995.Police say the victim was walking when she was attacked by a stranger, forced into a nearby apartment complex and assaulted.Investigative leads were exhausted and it remained a cold case until police say DNA evidence was able to identify Kroll as a suspect.After obtaining an arrest warrant for Kroll, police teamed up with the U.S. Marshals Service to locate and arrest him at his Eastvale home on Thursday. Kroll was then booked into the Robert Presley Detention Center on charges of rape by force, kidnapping, and the use of a deadly weapon by a sex offender. (AP) — California's job growth is now in its 113th month, tying the expansion of the 1960s as the longest on record as the world's fifth largest economy continues its recovery from the Great Recession, officials announced Friday.The country's most populous state needs between 8,000 and 9,000 new jobs each month to keep up with its growing workforce. But for the past nine years, California has averaged 29,200 new jobs each month, according numbers released Friday by the state Employment Development Department.The more than 3.2 million jobs California has added since 2010 account for more than 15% of the country's job gains over that time. Friday, the state's unemployment rate dipped to 4.1% for July, tying a record low first set in 2018."In every way the American economy is substantially impacted by how California is doing," Democratic Gov. Gavin Newsom said Friday at an unrelated news conference. "We continue to be optimistic, but not naive."The United States' trade war with China could put California's job gains in peril, according to Michael Bernick, a former director of the California Employment Development Department who is now special counsel with the Philadelphia-based law firm Duane Morris.Analysts have been warning for a year that tariffs on Chinese imports could threaten U.S. job growth. So far, that hasn't happened, but the Trump administration recently intensified the conflict by imposing 10% tariffs on 0 billion in Chinese imports, raising fears China would respond with tariffs on U.S. exports.Earlier this month, federal trade officials announced they would delay tariffs on about 60% of those imports until December."There is no reason we can't expect continued strong employment throughout 2019 in the absence of some external event. And the tariffs are that potential event," Bernick said.California's booming economy was felt earlier this year when Newsom signed a state spending plan that included an estimated .5 billion surplus, the largest in at least 20 years. But Newsom and others have been cautious about spending it, warning the country is due for a recession given the unusual length of the recovery."It is what keeps me up at night," California Treasurer Fiona Ma said Thursday about a possible recession. "Our president moves the market every day through his Twitters, and that is very unnerving for us."California's unemployment rate was lowest in the San Francisco Bay Area, where the country's tech industry is headquartered. Bernick said while Silicon Valley itself does not account for many jobs in the state, the money it produces has fueled a surge in accompanying industries including finance, real estate and retail.The unemployment rate was highest in the Central Valley, reflecting the seasonal demands of the state's billion agriculture industry. A CNN KFile timeline shows that on August 10, 2016, Stone claimed to have "actually communicated with Julian Assange."The comments also raise more questions about what Stone knew about WikiLeaks and about the veracity of his claims to have been in contact with Assange, which he now denies.On the August 4, 2016, InfoWars show, Stone described the soon-to-appear WikiLeaks disclosures. He also mentioned that he spoke with then-Republican nominee Donald Trump on August 3 -- the day before the interview. InfoWars is a fringe media outlet run by Alex Jones, who is known for spreading conspiracy theories.Stone wrote to former Trump adviser Sam Nunberg on August 4, 2016, that he had dinner with Assange the night before, according to a source familiar with the email exchange. The email was first reported by the Wall Street Journal on Monday. The Journal also reported that special counsel Robert Mueller is examining the exchange.Stone has said the email about the dinner was sent in jest and that he has never met or spoken with Assange.Stone further discussed the dinner with Nunberg over the phone, this source said. In that conversation, Stone told Nunberg that forthcoming leaks would be about the Clinton Foundation.In the interview with Jones on InfoWars, Stone said that he believed Assange had proof of wrongdoing at the Clinton Foundation."The Clinton campaign narrative that the Russians favor Donald Trump and the Russians are leaking this information, this is inoculation because as you said earlier, they know what is coming and it is devastating," Stone said in the InfoWars interview. "Let's remember that their defense to all the Clinton Foundation scandals is not that 'we didn't do,' but 'you have no proof, yes but you have no proof.'""I think Julian Assange has that proof and I think he is going to furnish it for the American people," Stone said.In an email to CNN, Stone again denied meeting with Assange."Airline and credit card records establish that I flew on Jet Blue from NY to LA on August 1 and returned from LA to Miami on August 3. RIVERSIDE, Calif. (AP) — Prosecutors have filed eight new charges against a Perris father accused of shackling and starving some of his 13 children, alleging that he lied on government forms about their schooling.The Riverside County district attorney's office said Friday that David Turpin was charged with eight felony counts of perjury related to paperwork he filed yearly with the California Department of Education certifying his children were receiving a fulltime education in a private day school.John Hall, a spokesman for the district attorney's office, said one charge was filed for each year the paperwork was completed from 2010 to 2017.Turpin and his wife Louise previously pleaded not guilty to torture, child abuse and other charges in a case that has drawn international attention since the couple's 17-year-old daughter escaped the family's Perris, California, home in January and called 911.Authorities said evidence of starvation was obvious, with the oldest sibling weighing only 82 pounds, and the children were shackled as punishment, denied food and toys and allowed to do little except write in journals.Turpin, who appeared in court briefly Friday wearing a sage green button down shirt and yellow tie, didn't enter a plea to the new charges during a brief hearing in Riverside. His attorney declined to comment after the hearing.The couple, who are each being held on million in bail, is due back in court May 18 and has a preliminary hearing scheduled for June 20.State records show Turpin listed the family's home address in Perris, California, as the site of a private day school.The children, who were removed from the home and initially hospitalized, ranged in age from 2 to 29. 1721
