HONOLULU (AP) — About 8,000 people landed in Hawaii on the first day of a pre-travel testing program that allowed travelers to come to the islands without quarantining for two weeks if they could produce a negative coronavirus test. The pre-travel testing program began Thursday and allows visitors who test negative for COVID-19 within 72 hours of their arrival in the islands to avoid quarantine — a measure that’s been in place for all arriving passengers for most of the year.The state-run testing program is an effort to stem the devastating downturn the pandemic has had on Hawaii’s tourism-based economy. However, gaps in the program coupled with increasing cases of COVID-19 across the U.S. and the world have raised questions about whether Hawaii is ready to safely welcome back vacationers.Opponents of the testing program have said a single test 72 hours before arrival — especially when coupled with the option to fly without a test and still quarantine — is not enough to keep island residents safe.Hawaii’s economy is almost entirely built around tourism and local families who rely on the sector to survive need to return to work. 1153

Garrett Rolfe, the now fired Atlanta Police officer who shot Rayshard Brooks twice late Friday night, has turned himself into the Fulton County (Georgia) Jail on Thursday.Bond has not been set for Rolfe as of Thursday afternoon.Rolfe has been indicted on 11 charges, including murder. Investigators said Rolfe fired two shots at Brooks, resulting in the Brooks’ death.Officer Devin Brosnan has been charged with aggravated assault and several violations of his oath of office. Brosnan was placed on administrative leave late Saturday.As of late Thursday afternoon, Brosnan was no longer in custody after he was released on bond.Brooks died on Friday night after Rolfe shot him in the parking lot of a Wendy’s restaurant.The Georgia Bureau of Investigations said that officers responded to a call of a man who fell asleep behind the wheel in a drive thru. The police accused Brooks of failing a field sobriety test, which prompted the officers to attempt to arrest Brooks.Video of the incident showed that Brooks then struggled with officers over a Taser. As Brooks took off with a Taser in hand, Rolfe fatally shot Brooks.Brooks was transported to the hospital, and he died during surgery. 1197

Heading to the streets with a bullhorn this week to celebrate her birthday, Katherine Nelms Nichson bellowed to her neighborhood to fill out the census.“Be counted in the census," she said at the corner of Lenox Avenue and 135th Street. "Come up off your butt."The deadline is weeks away. Officials around the country are worried the shortened timeline, impacted by the COVID-19 outbreak this year, will mean fewer responses than normal. Senator Brian Benjamin of Harlem said it’s not just on Nichson's birthday, but every day she's a political powerhouse.Julie Menin, the director of NYC Census 2020, said Nichson’s message is especially critical right now because New York City is facing an economic crisis.As of Friday, New York City had a response rate of 59.3 percent compared to the nationwide rate of 65.7 percent.The census is a survey required by the U.S. Constitution. It takes just 10 minutes to fill out and can be done online.Why is it so important? Its results are used to determine how much money municipalities gets from Washington for everything from housing to hospitals, roads, bridges, and schools.
