BEIJING, Jan. 17 (Xinhua) -- Beijing will adopt tough water management measures in the next five years to ease acute water shortages, according to local water authorities.The measures include setting warning lines for the quantity of water consumption, efficiency of water use and water pollution levels within the metropolitan area, Bi Xiaogang, spokesman with the Beijing Water Authority, was quoted as saying by Monday's Beijing Daily.Local governments would be punished if they missed the targets, he said, adding it was the first time that such measures had been formulated.The measures, which were still being drafted by the municipal government, will be implemented during the first half of 2011, Bi was quoted as saying.Beijing has been plagued by drought for 12 years in a row, during which its per capita amount of water resources has been nearly halved to about 150 cubic meters.With nearly 20 million residents and more than 4.7 million vehicles, the metropolis has a water resource deficit of 400 million cubic meters, although it transferred 320 million cubic meters of water from neighboring Hebei Province last year.

It is the biggest developing country on earth. After over 30 years of reform and opening-up, China has achieved remarkable success in economic and social development. China's GDP has grown by an annual average of 9.9%, and the Chinese economy is one of the largest in the world. China has steadily expanded the opening-up program. It is now the second largest trading nation in the world. China has remained the top recipient of foreign investment among developing countries for years and its outbound investment ranks the fifth in the world. Having made the historic leap from mere subsistence to overall moderate prosperity, the Chinese people are enjoying much higher living standards. Per capita income has risen eight times and more than 200 million people have been lifted out of poverty. A minimum living allowance system covering both urban and rural areas is by and large in place. And the Chinese people are leading an increasingly fulfilling cultural life.Proud as we are of these accomplishments, the Chinese people are keenly aware of the problems we face in development. China has to deal with the most complex national conditions in the world. Any big achievement in development, when divided among the 1.3 billion people, will become small. Today, 700 million Chinese are still living in the countryside, and China ranks somewhere around 100th in the world in terms of per capita GDP. Cities along China's coast have boomed. But in central and western China, some people still have no access to safe drinking water and some still live under thatched roofs. Infrastructure, medical services, cultural programs and education there remain underdeveloped. 150 million Chinese people are still living on less than one dollar a day. In China one can find both the advanced and the backward, both new problems and old ones. China still has to confront many challenges and risks on the way ahead.We have learnt one thing important as we look back at the past 30 years of development. We must keep to the path of development that fits China's reality, and we must at the same time be open and inclusive. We need to engage in exchanges and cooperation with other countries and draw on the fine achievements of human civilizations. Our world is one where no country can develop with its door closed. China cannot achieve development in isolation from the world and the world needs China for its development.Recently, China has formulated the blueprint for its economic and social development for the coming five years. The blueprint set out a clear vision to quicken the shift of economic development pattern. It spelt out China's desire to work with the international community to meet challenges and share opportunities. China's development will be even more closely linked with the world. First, China will keep to the policy of boosting domestic demand as a long-term strategy. China is at a stage of accelerated industrialization and urbanization. Every year, over 10 million farmers are moving into cities, and the trend may well last for years. It will generate tremendous investment and consumption demand, and will turn China into one of the biggest emerging markets in the world. Second, China is speeding up adjustment of its industrial structure. It is vigorously upgrading the manufacturing sector, raising emerging industries of strategic importance and accelerating the development of the service sector. China will stay open to the outside world. It is committed to protecting intellectual property rights. It will continue to bring in advanced technologies and managerial expertise, and will encourage human capital to play a bigger role in economic growth. These measures are important in promoting development. Third, China is a solid champion of green economy. Many of the concepts and technologies that originated in developed countries, like circular economy, clean energy, low-carbon technology and sustainable development, have been more and more accepted by the Chinese business community and the general public, and have been applied in many aspects of their work and life. To turn the blueprint into reality, China will continue to deepen reform, stick to the market direction of reforms, and establish institutional arrangements that will facilitate economic transition. China's door is open to the world. China's development will bring enormous opportunities of cooperation to Spain and other countries in Europe and beyond.Situated on opposite ends of the Eurasian continent, China and Spain are geographically apart. But our peoples are close and our economies have much to offer one another. The fine tradition of friendship and exchanges between our two countries dates back a long time ago. Since the establishment of diplomatic relations, China-Spain relations have stood the test of time, and gained increasing popular support. The achievements in bilateral relations are encouraging. Spain has achieved a high level of economic and social development. It leads the world in information, tourism, financial services, renewable energy and modern agriculture. There is much for China to learn from Spain's development experience and practices. At the same time, China, with its huge population and big market, will bring Spain tremendous business opportunities. Looking ahead, China-Spain cooperation is bound to grow in both width and depth. To divide something by 1.3 billon may be discouraging. But it is definitely encouraging and even exciting to multiply something by 1.3 billion. If each of the 1.3 billion people in China would buy a bottle of olive oil or taste a few glasses of wine, the demand will outrun Spain's annual supply. And if only a few in every hundred Chinese would travel to Spain every year, no hotel room in Spain will be left vacant. And for Spain’s transport, telecommunications, banking and insurance sectors, some of their biggest future customers would be Chinese. China supports Spain in the series of economic and financial adjustment measures Spain has adopted, and is convinced of the certainty of full recovery of the Spanish economy. China is willing to explore, together with Spain, the positive and effective forms of cooperation. China is a responsible long-term investor, both in the European financial market and in the Spanish financial market. China has confidence in Spain's financial market. It has purchased Spanish Treasury bonds and will buy still more.China and Spain have all along been good friends and good partners. During last year's World Expo in Shanghai, the Spain pavilion was among the most popular. It had attracted over seven million visitors, most of whom ordinary Chinese. BEIJING, Dec. 3 (Xinhua) -- China's Ministry of Commerce (MOC) Friday welcomed ruling from the World Trade Organization (WTO) that the European Union (EU) anti-dumping duties on Chinese screws and bolts were discriminatory and are in violation of global commerce rules.For a long time, the EU has been requiring Chinese exporters to prove they meet with the "single duty" requirements when they are responding to anti-dumping cases, bringing a heavy burden and unfair treatment to Chinese companies, said an official with the MOC.In particular the WTO ruled the EU's single duty requirements and practices are discriminatory and violated WTO rules.China urged the EU to respect the WTO ruling and rid itself of codes or practices that go against WTO rules and treat Chinese exporters fairly to ensure normal trade between China and the EU, the official said.At the beginning of 2009, the EU decided to impose anti-dumping duties of up to 87 percent for the next five years on fasteners imported from China.The WTO set up an expert panel on Oct. 23, 2009 after China initiated the WTO case on July 31, 2009, saying anti-dumping measures taken by the EU against the import of Chinese steel fasteners violated WTO trade rules.

BEIJING, Dec. 17 (Xinhua) -- Chinese Vice President Xi Jinping Friday stressed efforts to promote outstanding officials at the grassroots who had tirelessly performed official duties honestly and diligently for the people.Xi, also a Standing Committee member of the Political Bureau of the Communist Part of China (CPC) Central Committee, made the remarks while addressing a meeting of officials at CPC organization departments across the country.CPC's organization departments are responsible for work concerning the selection of party cadres.From 2011 to the first half of 2012, the current leadership of the CPC's provincial, municipal, county, and township level committees will be re-elected.Stressing the importance of the re-election, Xi said the year 2011 also marks the 90th anniversary of CPC's founding and the inaugural year for implementation of the 12th Five Year Plan, China's development blueprint covering the coming five years from 2011-2015.He urged party authorities to select and promote only those cadres who have both political integrity and professional competence.Further, Xi called for improved supervision over officials, especially those in key positions including heads of party committees or governments, chiefs of law enforcement agencies, and those in charge of personnel changes, money and materials, and other critical areas.He said he hoped that the re-election would further strengthen the leadership of the CPC in China and help contribute to the country's social and economic development in the coming five years.

BEIJING, Dec. 28 (Xinhua) -- The Political Bureau of the Communist Party of China (CPC) Central Committee met Tuesday in a meeting on anti-corruption, demanding greater efforts in addressing problems the masses complained about most and fighting corruption among grassroots officials.The meeting was presided over by General Secretary of the CPC Central Committee and Chinese President Hu Jintao. The participants heard a report of the Central Commission for Discipline Inspection of the CPC over anti-corruption work for 2010 and discussed related plans for 2011.The meeting has called for further efforts to address problems concerning construction projects, and vehicles bought and used at public expenses.Those attending the meeting said regulations and disciplines that govern the selection of officials must be strictly followed and related unsound practices should be corrected.Noting that fighting corruption was still a tough task, the meeting urged all related authorities to step up anti-corruption efforts towards building a clean government.Further, more work must be done to improve officials' style of work and cement ties between the CPC and the masses, the meeting participants said.Also, the participants called for efforts towards building an improved anti-corruption system that consisted of corruption prevention and punishment.Such a move, they added, would facilitate the implementation of China's development blueprint for the 12th Five-Year-Plan period (2011-2015) and China's social and economic development.China will mark the 90th anniversary of CPC's founding next year.
