OTTAWA, June 24 (Xinhua) -- Visiting Chinese President Hu Jintao met Canadian Prime Minister Stephen Harper on Thursday for talks on the development of China-Canada ties.The two leaders are also expected to exchange views on major global and regional issues of common concern, said Chinese diplomats.According to the schedule, Hu and Harper will attend a signing ceremony of cooperation documents following their talks.Hu flew into Ottawa on Wednesday for a state visit to Canada.This year marks the 40th anniversary of the establishment of diplomatic relations between China and Canada.

BEIJING, Aug. 13 (Xinhua) -- The state-owned assets in China's centrally-administered state-owned enterprises (SOE) reached 2.01 trillion yuan (297.40 billion U.S. dollars) by the end of June, up 10.71 percent from 2008, China's state-owned assets regulator said on Thursday.Nearly a quarter of the SOEs have state-owned assets over 10 billion yuan each, while six have state-owned assets over 100 billion yuan, the State-owned Assets Supervision and Administration Commission said in a statement on its website."China's state-owned capital has been flowing towards big companies with international competitiveness," said the statement.Some 30 central SOEs are listed as Fortune 500 companies. They are in sectors such as telecommunications, power generation and petro-chemicals.The number of China's central SOEs is 123 in August this year, down from 196 at the beginning of 2003.

BEIJING, July 25 (Xinhua) -- Party and government officials whose spouses and children have emigrated overseas are to be subject to strict examination when applying for private passports and going abroad, according to a new regulation released Sunday.A provisional regulation by the General Offices of the Communist Party of China (CPC) Central Committee and the State Council specified new rules overseeing the issuing of private passports and travel passes to Hong Kong, Macao and Taiwan to such officials.Party and government leaders of this kind have become so renowned in China that they have a shared nickname, "naked officials." They usually moved their spouses and children, as well as their assets, to foreign countries, and they put the money into their wives' or children's bank accounts. Even if they were eventually apprehended, the wealth transferred to overseas banks still belonged to the officials' families.According to the new rules, "naked officials" should submit written accounts on all income and property owned by their spouse and children living overseas, and on any changes in their financial conditions."Officials whose duties or services are related to the countries and regions their spouses and offspring are living in should voluntarily report it to their higher authorities. If conflicts of interests are involved, the officials must avoid holding related posts," the regulation said.The regulation stated that such officials should "strictly comply with relevant laws and regulations" when applying for passports and travel passes, or applying for traveling or emigrating abroad.Officials above deputy-county head level applying for passports should consult with their higher authorities, it said, adding that a thorough examination should be conducted when promoting officials whose family members have emigrated abroad.A statement from the CPC Central Committee General Office said the new regulation is "an important anti-corruption measure" to make officials self-disciplined, clean, reliable and to be people of integrity."The regulation not only stresses education, management and supervision of civil servants whose spouse and offspring live aboard, but also focuses on the protection of their interests and working enthusiasm," it said.The regulation covers all civil servants, but excludes those top-ranking specialists in high-tech fields who have been recruited from overseas, along with high-qualified overseas returnees.Experts say this is the latest effort to place officials' actions in the public's view.In September 2009, the CPC Central Commission for Discipline Inspection first ordered increased oversight of "naked officials."The municipal government of Shenzhen of southern Guangdong Province then implemented regulations in November 2009, including provisions saying that "naked official" should not become department chiefs or leading members of key departments.Earlier this month, the two general offices issued another regulation, designed to curb corruption and increase transparency about the assets of government officials. It required officials at deputy county chief level and above to annually report their assets, marital status, whereabouts and employment of family members.The reporting system for monitoring Party and government officials was set up in 1995, and revised in 1997 and 2006 by broadening the list of items and adding detailed procedures.Prof. Li Chengyan of Peking University said the two regulations that were announced recently were "a substantial step" towards the establishment of an asset declaration system for China's civil servants.

  

BEIJING, June 16 (Xinhua) -- China's National Meteorological Center (NMC) issued a rainstorm alert Wednesday as heavy rains were expected to pound the flood-affected southern provinces.Most regions in south China, including provinces of Guizhou, Jiangxi, Zhejiang, Guangdong, and the flood-hit Fujian, Hunan and Guangxi Zhuang Autonomous Region, would experience heavy rain or rainstorms between 8 a.m. Wednesday to 8 a.m. Thursday (Beijing time), the NMC said.Rainstorms were forecast for south China also during the next three days, while regions in Xinjiang Uygur Autonomous Region in northwest China, Inner Mongolia Autonomous Region in the north, and northeastern China would also experience rainfalls, it said.The observatory warned local authorities in south China, especially in the flood-battered regions, to get prepared for possible floods and geological disasters.In Fujian, heavy rains have triggered landslides and flash floods, which engulfed two vehicles in Nanping City and left at least six people dead as of Tuesday.China's Office of State Flood Control and Drought Relief Headquarters has dispatched work teams to the southern provinces of Hunan, Fujian and Guangxi and to Xinjiang after heavy rains hit the regions.

  

XIAMEN, June 19 (Xinhua) -- A senior Chinese official has called for more cultural exchanges and cooperation between the Chinese mainland and Taiwan.Top political advisor Jia Qinglin made the remark during a visit to the Third Cross-Strait Cultural Industry Fair that opened in Xiamen of southeast Fujian Province on Saturday.Jia, also a Standing Committee member of the Political Bureau of the Communist Party of China (CPC) Central Committee, said the two sides of the Taiwan Strait share the same cultural root.Jia also announced Saturday the opening of the second grassroots-level Straits Forum in this coastal city." hspace="0" src="/d/file/p/2010/06/9862a429fb74c1f47babf2fdc9dcf93e.jpg" border="0" />Jia Qinglin, member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), dances with participants from Taiwan during his visit to the 3rd Cross-Strait Cultural Industry Fair in Xiamen, southeast China's Fujian Province, on June 19, 2010.There is huge potentials for the mainland and Taiwan to conduct cooperation in cultural industry, Jia said, calling for joint efforts from both sides of the Strait to develop cultural industry and improve international competitiveness and influence of the Chinese culture.Jia also called on both sides to tap traditional Chinese cultural resources and establish cultural name brands with characteristics of the Chinese nation, so to strengthen the cohesiveness of the Chinese nation.The cross-Strait cultural industry fair was initiated in 2008 and has become an important communication platform for cultural industrial circles from both sides of the Strait.The current fair attracted more than 2,000 cultural companies from the mainland and Taiwan.
