There’s a level of inconvenience to it and not every state and city is very accommodating of that," said Masket.A number of states across the country have been 100% mail-in ballots for quite some time, others have joined on recently. "I believe Oregon was the first to go in this direction back in the late 1990s. They started doing all mail-in ballots, a few others, mostly western states including Hawaii and Washington and Utah followed suit. Colorado started doing this for the 2014 election cycle, so it's a relatively small number of states. But since California is now in the mix it’s a large number of voters," said Masket.Ben Hovland is the Chairman of the U.S. Election Assistance Commission. He says in the last presidential election, 25% of Americans voted by mail or absentee ballot."We've seen a few other states come on recently like Utah and Hawaii and then a few states this year but you also have states like Arizona where they have permanent early voting list where about 75% of their voters are getting a mail ballot sent to them automatically," said Hovland.Hovland says in nearly every state, voters can request a mail-in ballot. Though, some states require you to provide a valid excuse for it. Still, he expects a record number of people will be voting by mail in 2020 because of the coronavirus pandemic. No matter how you vote this year, experts say make sure you're going to your local government, and not social media, for information about how and where to vote, registration information and vote-by-mail deadlines."The National Association of Secretaries of State has led a program called Trusted Info 2020 which is oriented towards getting people to go to their local election official for information," said Hovland. VISTA, CA (KGTV) — The man accused of intentionally driving a U-Haul van into a crowd of people outside of an Encinitas bar, pleaded not guilty to serious charges in a Vista courtroom Wednesday.Christian Davis, 28, stood next to an attorney with his head down as he was formally charged with two counts of attempted premeditated murder, three counts of assault with a deadly weapon, and one count of felony driving under the influence of alcohol.Deputy District Attorney, Kim Coulter, said the incident early Sunday morning started at the Saloon and Shelter bar when Davis was kicked out.RELATED: Video shows driver slamming into crowd outside Encinitas bar"He was asked to leave because he was highly intoxicated and it was time for him to go," said Coulter.Once he was kicked out, Coulter said he got into a verbal argument with two bouncers, then threatened them."It escalated and culminated with Davis telling the security guards 'you're going to regret doing this, I’m going to come back and I’m going to kill you,'" she said.Moments later, witnesses saw the U-Haul heading for a crowd of people standing outside of the bars.RELATED: Man arrested after driving into crowd outside Encinitas barThe incident was captured on a passerby's dash cam video."He reversed out of a 7-Eleven and he came barreling down a sidewalk in front of Shelter bar, right into a crowd of people," said Coulter. "It’s our position that he used the U-Haul passenger van as a deadly weapon."Good Samaritans rushed to hold Davis in place until deputies arrived and arrested him. Sadly, two men who were outside of the bar at the wrong time were seriously hurt."A 25-year-old victim has had a severe injury to his leg, he’s had his third surgery today," said Coulter.The other victim, a 24-year-old, was also left hospitalized with severe injuries."He has two collapsed lungs, fractured ribs, a broken arm and he did spend time in the ICU," she said.Bail was set at million. If Davis is released on bail, he will wear an alcohol monitoring bracelet.He is due in court for a preliminary hearing on March 17. 2095

  

WASHINGTON — Senate Republicans are proposing changes to police procedures and accountability, according to a draft of a bill obtained by The Associated Press.The JUSTICE Act — Just and Unifying Solutions To Invigorate Communities Everywhere Act of 2020 — would establish an enhanced use-of-force database, restrictions on chokeholds and new training and commissions to study law enforcement and race.In addition to the use-of-force database, the JUSTICE Act would also begin tracking — but would not ban — the use of no-knock warrants. In March, a Louisville woman named Breonna Taylor was killed when police entered her home on such a warrant.The JUSTICE Act is the most ambitious GOP policing proposal in years. It's a direct response to the massive public protests over the death of George Floyd and other black Americans.The package is set to be introduced Wednesday. As the outlines emerged, Democrats said it didn't go far enough.The Justice in Policing Act, a bill introduced by Democrats in the House last week, would introduce more sweeping changes, including a ban on police chokeholds. The Democrats' bill would also amend federal law to make it easier to charge police officers with civil rights violations.The introduction of the GOP bill will be introduced a day after President Donald Trump signed an executive order aimed at changing police practices. Trump's order calls on police departments to utilize social workers in some emergency calls. It also encouraged the formation of a nationwide database to track officers who may be fired from one department in an effort to prevent another department from hiring them. 1643
