SACRAMENTO, Calif. (AP) — Police say a shooting at a Sacramento mall on Black Friday has killed one person and left another with life-threatening wounds. It happened at around 6:30 p.m. at Arden Fair Mall. Fire officials tell KPIX-TV that one person was found dead at the mall and another was found at a bank outside of the mall and was taken to a hospital with life-threatening injuries. The mall was evacuated in the midst of Black Friday, one of the busiest shopping days. Police say the suspect fled and there's no active threat at the mall. 553

REXBURG, Idaho — Officials at BYU-Idaho are warning students about intentionally contracting COVID-19 in order to sell their plasma.In a news release issued Monday, the school says it is "deeply troubled" over reports that university students may be exposing themselves to the virus in order to contract it and sell the plasma that contains COVID-19 antibodies."The university condemns this behavior and is actively seeking evidence of any such conduct among our student body," the statement read. "Students who are determined to have intentionally exposed themselves or others to the virus will be immediately suspended from the university and may be permanently dismissed."Despite the warning, there has been no confirmation that any BYU-Idaho student has intentionally exposed themselves to COVID-19."We have been made aware of this information but at this point, it is only just rumors," said Mimi Taylor of Eastern Idaho Public Health. (AP) — The California Supreme Court ruled unanimously Monday that inmates convicted of nonviolent sex crimes cannot be denied a chance at early parole consideration under a ballot measure approved by nearly two-thirds of voters four years ago.Former Gov. Jerry Brown, who championed the 2014 initiative as a way to reduce prison populations and costs by speeding chances for parole, has repeatedly said he and other proponents never intended for it to cover sex offenders.But lower appeals courts ruled that the plain language of the initiative means they cannot be excluded from consideration as nonviolent offenders, and the high court agreed. 672

  

SACRAMENTO, Calif. (AP) — California is on the verge of phasing out its state-operated juvenile prison system. The move is hailed by reform advocates and criticized by counties that would assume responsibility for some of the state’s most violent criminal youth. The bill generally follows Gov. Gavin Newsom's latest plan to unravel the Division of Juvenile Justice, which houses about 750 youths. But legislators added what advocates said are needed safeguards and standards for the hundreds of millions of dollars that would eventually flow to counties to house and treat youths. Counties say those restrictions hobble their ability to provide proper care. The legislation was passed just before the Legislature ended its session this week. 750
