SAN FRANCISCO (AP) — The University of California’s governing board is unanimously backing a measure that would restore affirmative action programs at its schools. The proposed ballot measure would repeal the controversial voter-approved statewide ban that's been blamed for a decline in diversity in the prestigious university system. The vote Monday by the university system's Board of Regents means the UC endorses a proposal that would ask voters in November to repeal 1996's Proposition 209 that banned “preferential treatment” for minority groups applying to state colleges and government jobs. The state Assembly approved the measure last week and it still must pass the state Senate to go on the Nov. 3 ballot. 726
SANTA BARBARA, Calif. (AP) — Authorities are searching for a plane that may have crashed off the Southern California coastline on Sunday. Mike Eliason, a public information officer for Santa Barbara County Fire, says someone reported that they saw a single-engine aircraft descend rapidly shortly after taking off from Santa Barbara Airport. Eliason says the person did not see an impact. Officials with Santa Barbara County Fire, the U.S. Coast Guard, and Santa Barbara Harbor Patrol are searching the area near Goleta Beach with boats and helicopters. It wasn’t immediately known what type of plane it could be or how many people were on board. 654
SAN MARCOS, Calif. (KGTV) -- Authorities are searching for a fugitive sex offender from New York spotted in San Marcos. According to the United States Marshals Service, Dale Dulac violated his parole, leaving Niagara Falls, New York on September 20. A warrant has since been issued for his arrest. Authorities say Dulac was recently spotted in San Marcos. U.S. Marshals are working with the San Diego Fugitive Task Force to locate and arrest Dulac. (KGTV) — San Marcos is taking a stricter stance on pet control.A newly passed ordinance allows the city to label people “irresponsible pet owners” and levy harder penalties.The city or the San Diego County Humane Society can impound the animals of people who are declared “irresponsible owners” under the ordinance and ban hem from owning any animals for up to three years.According to the rules, an “irresponsible owner” is an individual who has received three of more citations in the last two years for an unrestrained animal, guard dog, dangerous animal or nuisance violation.Dangerous animals per the ordinance are those that have attacked a person or another domestic animal two times within four years, or have injured or killed a person once within four years. 795
