NANNING, April 3 (Xinhua) -- The government of south China's Guangxi Zhuang Autonomous Region issued a fire ban Saturday ahead of the upcoming Tomb-sweeping Day, in a bid to prevent forest fires against the backdrop of a prolonged drought.According to the ban, tomb-goers are forbidden to burn paper money or incenses and to set off fireworks in forest zones from April 3 to 17.They are also banned from burning straws, leaves, charcoal and others in forest zones.Violators will be fined or even detained and prosecuted, according to the ban.As of Wednesday, the drought, which began in southwestern China last year, has left 19.4 million people with water shortages and affected 6.48 million hectares of farmland in Yunnan, Guizhou, Sichuan, Guangxi and Chongqing, according to the State Flood Control and Drought Relief Headquarters.It is a tradition for Chinese to visit family graves during the Qingming or Tomb-sweeping Day, which falls on April 5 this year. Memorial activities range from burning paper money to setting off fireworks.In 2008, the government made Tomb-sweeping Day an official holiday in response to public appeals.

BEIJING, May 23 (Xinhua) -- Vice Premier Li Keqiang has told the health care authorities Sunday to train more general practitioners for the expansion of basic health care coverage and improvement of grassroots medical services, a press release said Sunday.Li, who is in charge of the national reform of health care system, made the remarks at a State Council, or Cabinet, meeting on expanding the reform on Friday in Beijing.The meeting came one year after China launched its massive health care reform, which seeks to provide adequate and affordable health care services to all. BEIJING, May 10 (Xinhua) -- The energy intensity of China's centrally-administered state-owned enterprises fell close to government targets from 2005 to 2009, a senior SOE administrator said Monday.The level of energy consumption per 10,000 yuan of output value was down 15.1 percent over the five-year period, said Li Rongrong, director of the State-owned Assets Supervision and Administration Commission (SASAC).Combined investment in energy-efficient and emissions reduction projects by centrally-administrated SOEs totaled 87.84 billion yuan (12.9 billion U.S. dollars) in 2009, said Li.This helped reduce sulfur dioxide emissions per 10,000 yuan of output value by 36.8 percent and chemical oxygen demand by 33 percent compared with 2005 levels, said Li.Enterprises executives who performed poorly in promoting energy conservation and emissions reductions, would be held for responsible by the SASAC, said Li.But he did not explain what would be considered a "poor" performance nor what penalties would be enforced.Under China's 11th five-year plan (2006-2010), the centrally-administered SOEs are expected to reduce energy intensity by 20 percent by the end of 2010 from 2005.By the end of 2009, China had 131 centrally-administered SOEs, many of them leading companies in highly polluting industries, including petrochemicals, steel, power generation, and non-ferrous metals industries.
