SAN DIEGO (KGTV) — San Diego's Metropolitan Transit System (MTS) is introducing a pilot program aimed at reducing fines and plans to move to a zero-emission fleet by 2040.MTS' Board of Directors approved the pilot program recently that will give fare violators new options to pay citations and lower fines. Under the new policy starting in September:Passengers have 120 days to pay fines to MTS in-person at the Transit Store or by mail;Passengers who can't pay a fine can instead perform 3-4 hours of community service through the San Diego Food Bank, with more organizations potentially added later;Passengers can appeal a fare violation within 15 days of the citation;Only citations not paid within 120 days will proceed to criminal courts.The transportation agency says it also plans to convert 800 buses to zero-emissions, most of which will be electric, by 2040.Currently, MTS' zero-emissions pilot program includes eight electric buses, and infrastructure and hardware for 12 new charging stations. The pilot program started in October 2018 and costs about .4 million.MTS plans to purchase its last natural gas buses in 2028.The agency operates about 95 bus routes and three Trolley lines in San Diego County. 1227

SAN DIEGO (KGTV) — Sara Jacobs, winner of the race to replace the retiring Susan Davis in California's 53rd district, is getting ready to begin the transition to Congress."Kind of feels like college. I’ll be going to freshman orientation, picking my office room, staffing my office. Talking with congresswoman Davis, to others about a transition. And then getting ready so that as soon as I get sworn in, I can hit the ground running," Jacobs told ABC 10News.Jacobs says the new Congress' first priority will be helping the nation bounce back from the COVID-19 pandemic. She says she'll insist any new round of stimulus spending will include funding to help small businesses and families, including child care.In her victory speech, Jacobs pointed out that at 31, she'll be one of the youngest members of Congress, and just the third woman to represent the San Diego region. Aeiramique Glass Blake, an activist and friend of Jacobs, says her election is inspiring to young San Diegans. "As young people, we need somebody who understands the dynamic and the perspective that we are coming from," says Glass Blake.Glass Blake says that while she knows Jacobs will work hard to represent all members of her district, she also realizes the importance of serving as a young woman in Congress. SAN DIEGO (KGTV) - Several US Navy Sailors put on their uniforms on their days off to help deliver meals to San Diego-area military veterans. Meals on Wheels President Debbie Case said they deliver 500,000 meals every year and about 42 percent of those meals go to veterans.“To see the active duty and the respect that they have for these veterans is incredible,” said Case.Meals on Wheels makes 1,400 deliveries every day. That means more than 500 are for veterans.Case added they also started delivering to disabled veterans no matter how old they are or when they ended their service. 610
