XIAMEN, Sept. 8 (Xinhua) -- China will further open up to the world and step up its international investment cooperation, Vice Premier Wang Qishan promised here Monday.     Addressing the 12th Xiamen International Trade and Investment Fair in the east Fujian Province, Wang said the country would continue to stick to the national policy of opening up, constantly improve its policies on utilizing foreign investment and investing in foreign countries, and create more space for foreign companies to develop their business in China.     China's reform and opening up policy had significantly transformed the country in the past 30 years, and its accession to the World Trade Organization had further integrated it with the global economy, he said.     Although the country met with severe natural disasters and an unfavorable international economic environment, its coping measures made its national economy stay healthy on the whole, he said, noting it was confident in and capable of overcoming the current difficulties and challenges.     Expounding on improving its policies on utilizing foreign investment and investing in foreign countries, Wang vowed to further improve the country's investment environment including building a service-oriented government, a market of fair competition, a transparent legal environment and stable policy environment.     He also stressed lifting the quality and diversifying the means of utilizing foreign investment, and encouraging domestic enterprises to invest in foreign countries.     The Chinese government had always supported trade and investment liberalization and opposed protectionism in any form, he said, vowing to work with the world to eliminate trade and investment barriers and cope with various difficulties and challenges for global economic prosperity and stability.     Attendants of the forum are from 120 countries and regions and seven international organizations

CHENGDU, June 29 (Xinhua) -- The current earthquake relief and rebuilding work have further displayed the nature and capabilities of the Communist Party of China (CPC), said Chinese Vice President Xi Jinping Sunday in a tour to quake-hit areas of Sichuan Province.     The mainstay role played by Party organizations at different levels, Party members and officials in the anti-quake campaign shows that the recent years' efforts to Party building have been "very fruitful," said Xi, also member of the Standing Committee ofthe CPC Central Committee Political Bureau.     During his 3-day inspection tour, Xi visited Youxian, Pingwu, Beichuan, Jiangyou, Dujiangyan and Wenchuan counties, which were worst hit by the May 12 earthquake. SHIJIAZHUANG, Sept. 23 (Xinhua) -- Babies were sick, hospitals crowded, consumers puzzled, senior officials sacked, farmers could not sell their milk, dairy firm employees had fears for future -- milk scandal affected the life of many Chinese but they were struggling through it.     Ten-month-old Wang Tianhao left hospital after six days of treatment. His mother relieved from scary and worry.     "I was so scared that I couldn't help crying on the first day he was taken into hospital," said the mother Jiang Aihua. The boy had drunk powdered milk containing banned chemical melamine made by Sanlu Group since he was born. Doctors found a stone of about 5mm in diameter in his kidney.     "He is getting better," said Lou Yan, a doctor in charge. "It will take some time to wash the stone out of his body. But he does not need to take any more drugs, just needs to drink a lot of water." She asked Jiang to take her son back home and have an examination next month.     In northern Hebei Province, center of the scandal, about 480 infant patients recovered and left for home by Monday noon while around 1,200 were still in hospital for observation. 　　REBUILDING TRUST     Another mother named Wang Lifang was at a loss on what to feed her baby daughter.     Besides Sanlu, 22 other dairy firms were also found to produced tainted milk power later, including several domestic dairy giants.     Some mothers turned to foreign brands for they lost trust on domestic firms. But Wang could not afford it with an annual family income of around 6,000 yuan (882 U.S. dollars). The price of foreign-made baby formula is three to four times of that for domestic products.     Parents tried many substitutes such as fresh milk, soy milk or even rice soup for their babies. Some even stopped feeding any food with milk for their children.     "I don't know what to do. I hope the government can give us a list of safe milk," she said.     To set up trust among customers, many dairy firms involved in the scandal jointly signed a statement promising to produce safe milk and never let this happen again. Police arrested four suspects and had other 22 in custody while Tian Wenhua, former board chairwoman and general manager of Sanlu, was arrested as well.     Several senior officials were dismissed from their posts including Wu Xianguo, the Communist Party chief of Shijiazhuang City, where Sanlu was based. On Monday, China's chief quality supervisor Li Changjiang resigned over milk scandal.     SEARCHING BUYERS FOR SPLIT MILK     On the wall of a milk station at Nantongye village, a slogan read, "Want to become rich? Raise fewer kids but more cows."     But villager Li Jufeng was planning to sell all the 13 cows his father raised.     "My dad was hit in a traffic accident two days ago. We need money to pay for his medical cost," said the 32-year-old. "If we keep the cattle, we can sell the milk to nobody and we have to feed them."     Dairy farmers at Nantongye village have long been suppliers of Sanlu, the biggest dairy producer in Hebei and nationwide. The company built five stations in the village to collect fresh milk. Since last Sunday it has stopped buying any milk from farmers as its plants were suspended from production.     Villager Li Zhidong's 18 cows produce about 160 kg of milk a day. In the past week, she had a loss of 330 yuan (48.5 U.S. dollars) per day.     It is now a good news for her that four dairy firms in Hebei have signed agreements with the provincial government to buy 2,500to 3,000 tonnes of milk formerly supplied of Sanlu, a government source told Xinhua.     The local government is also negotiating with Beijing-based Sanyuan Group and Shanghai-based Bright Dairy for milk purchase.     STAND TOGETHER THROUGH CRISIS     Sanlu elected its new board chairman and general manager Zhang Zhenling on Sept. 18. He has apologized to the public on behalf of the company and promised to deal with the incident properly and lead the group through the crisis.     Employees at the lowest level like Tian, a lady in her mid-thirties, were worried about their uncertain futures.     "I have no idea what will happen," she said. She had worked for Sanlu for 12 years and it was her first job. "What if the company shuts down and I lose this job? I am not young and it will be hard to find a new one. I have aged parents to support and a son in primary school," she said.     But most employees have stood with the company. Tian worked at the company from morning till night including weekends, helping set up booths, hand out notices and answer questions from customers.     "What I can do now is to do my best," she said. "I hope Sanlu could pull through it. "

BEIJING, Aug. 31 (Xinhua) -- The 6.1-magnitude quake that jolted southwest China's Sichuan and Yunnan provinces on Saturday has killed 32 people, according to the Ministry of Civil Affairs.     Sichuan reported 27 deaths and the other five were in Yunnan, the ministry said Sunday night.     The quake that occurred at 4:30 p.m Saturday also injured more than 400 people.     The epicenter was at the juncture of Renhe District in Panzhihua and Huili County in Yi Autonomous Prefecture of Liangshan, Sichuan. It was at a depth of 10 km, the China Earthquake Administration said.     QUAKE IMPACT AND DAMAGE     Areas affected by the quake were Panzhihua and Huili, both in Sichuan, and Yi Autonomous Prefecture of Chuxiong, Bai Autonomous Prefecture of Dali, Lijiang and Zhaotong cities, all in Yunnan Province. Kunming, the Yunnan capital, was also hit.     Most of the fatalities, however, were in Huili, Chuxiong and Panzhihua. All the three areas are on the southern end of the fault line of the May 12 quake that left more than 69,000 people dead and nearly 18,000 missing.     Another 6.0-plus magnitude quake, however, was not expected in the area in the next two weeks, said Liu Jie, chief forecaster of the Beijing-based Chinese Seismographic Information Center, on Saturday.     More than 300 aftershocks were also monitored in the quake zone as of 5 a.m. on Sunday, according to the national earthquake networks.     The networks monitored an aftershock of 5.6 magnitude in the same area of Saturday's quake at 4:31 p.m. on Sunday. The death toll of Saturday's quake has risen to 28, while no damage caused by the aftershock has been reported    Panzhihua City Quake Control and Relief Headquarters on Sunday confirmed more than 70,000 people in the city were affected by the quake. In addition, more than 32,000 people were displaced.     In total, 38,425 residences suffered damage in the quake, of which 363 homes were toppled. Seven reservoirs, 22 highways and three bridges were also damaged.     The Panzhihua education authority said cracks were found on the buildings of more than 100 schools, of which 66 were in Renhe, a hard-hit district in the city.     "I am afraid these schools will not open for the new semester starting on Monday," said Shen Zhiqiang, an official with the Panzhihua City bureau of education.     "The figure (of schools affected by the quake) might go up, as damages in some primary schools based in remote mountainous villages were not reported yet due to inconvenient transport conditions," Shen said.     Further south, 600,000 people in five regions of Yunnan were affected by the quake. This included five deaths, more than 170 injured people and the destruction of 130,00 residences, said a Yunnan Provincial Bureau of Civil Affairs source.     The worst hit was Chuxiong where the five deaths were recorded. Destroyed were 111,448 homes, 656 school buildings and 213 buildings totaling 65,554 square meters of floor space. The direct economic loss was put at 500 million yuan (about 73 million U.S. dollars), according to the office for the quake control and relief headquarters of Chuxiong.     RELIEF OPERATION     On Saturday, China Earthquake Administration launched a level-three emergency response and dispatched an on-site working team to offer assistance after the quake struck.     In addition, the Chinese Ministry of Civil Affairs began a level-four emergency response mechanism at 5 p.m.. The civil affairs departments in Panzhihua and Yunnan began a class-three emergency response to cope with the aftermath of the quake.     Panzhihua government officials rushed to the quake zone to direct relief efforts. Relief materials, including water, food and300 tents, as well as emergency financial aid of 5 million yuan, were sent to the quake-affected areas.     More than 2,000 people in Huili were mobilized to join the relief operation that was hampered by heavy rain late on Saturday and early Sunday.     In total, 1,200 tents, together with about 10 tons of food and water were sent to quake zones in Huili, according to Huang Ling, the Huili County Government deputy chief.     On Sunday, Sichuan Provincial Weather Observatory issued a forecast saying the weather in the coming week would be overcast with showers or thunder showers, making the relief effort difficult.     The Yunnan Provincial Bureau of Civil Affairs said it had already sent relief materials including 3,200 tents, 1,000 cotton-padded quilts and 25 tons of rice to quake zones in the province. Chuxiong Prefecture had also allocated 350,000 yuan for disaster relief.     The Jet Li One Foundation, initiated by Chinese film star Jet Li, earmarked 2.5 million yuan and donated materials worth 250,000 yuan on Sunday to the affected areas in the two provinces.     RESUMPTION OF DISRUPTED SERVICES     Traffic on the north-south rail line from Chengdu, the Sichuan capital, to Kunming, which runs all the way through the quake zone, was disrupted temporarily on Saturday and resumed on Sunday.     Some stops on the 1,100 km rail line were damaged, which led to the cancellation of three freight trains, a Kunming Railways Administration source said.     "Resumption of this railway service will guarantee the delivery of relief materials to the quake zone centered on Panzhihua," saida Kunming Railways Administration official.

China's Shenzhou-7 spacecraft's re-entry module lands safely in north China's Inner Mongolia Autonomous Region.After the module landed in China's northern grassland and the three taikonauts Zhai Zhigang, Liu Boming, and Jing Haipeng moved out of the spaceship by themselves, Wen congratulated the victory with the technical staff members and operators in the center.     Delivering a congratulatory note from the central authorities, Wen said the mission was "a victory of the Chinese space and technological field and a monumental achievement in the socialist causes".
