A report from the Tucson Police Department is revealing new details about the death of Carlos Adrian Ingram-Lopez while in TPD custody in April.The police department began its investigation into the incident hours after it happened on April 21. Nearly two months later, on June 19, the department finished its report and handed it off to TPD Chief Chris Magnus. After a news conference about the incident Wednesday, TPD released the full report to members of the news media.TIMELINE: What happened after Carlos Ingram-Lopez died while in TPD custodyThe report recommends termination for officers Samuel Routledge, Ryan Starbuck, and Jonathan Jackson, who had resigned the day before the investigation was completed.The discipline report focuses on how officers are supposed to treat someone in a state of “excited delirium," how it greatly increased the risk of dangerous physical distress and how the three officers failed to meet their standards and training.The report draws a number of conclusions about the officers involved in the incident. It says:The initial report of Ingram-Lopez's behavior should have prepared the officers to deal with excited delirium before they even saw him.Ingram-Lopez's behavior at the scene made excited delirium very clear.The report documents dates of when the officers had training on excited delirium at the academy and in other training sessions after that.Excited delirium and the likelihood of drug intake make overheating and rapid heartbeat something officers should anticipate.The fact that he was calling for water confirms they should have been more aware of his physical distress.The officers were trained on, and should have been alert to, signs of breathing trouble, like wheezing, and simply saying “I can’t breathe." Ingram-Lopez did both.The officers had been trained on the “recovery position” designed to reduce physical distress on a restrained suspect.One of the officers who arrived later said within 15 seconds, “Shouldn’t he be in the recovery position?” That officer is not being disciplined.The officers put a “spit sock” over Ingram-Lopez's face because of his choking and clearing his throat made them fear he would spit and spread COVID-19. The spit sock was available to officers even before the COVID outbreak.While officers did not use prohibited methods like neck holds, they noted Ingram-Lopez was a large man and one of the officers kneeled on his back for a sustained period.Officer Jonathan Jackson was Lead Police Officer -- slightly more senior than the other officers who first arrived at the scene. He was expected to take command and organize the other officers. The report says he failed to command adequately and organize the police response.Other officers either reacted appropriately or were with the grandmother, where they were not well aware of what was happening with Ingram-Lopez.Overall, the report concluded the officers ignored their training and were unaware or indifferent to Ingram-Lopez's situation and physical distress.Click here to read TPD's full report.KGUN's Craig Smith first reported this story. 3106
A steady gust of a late autumn's wind is about the only thing moving quickly in rural corners of this country. But Pamela Curry has learned that the solitude she loves about her home in this remote part of Maryland can come at a price.It was 2017 when the Curry family's home in rural Maryland caught fire. Curry, her husband and kids happened to be on vacation at the time."Everything you worked for, everything you had, was gone," the mother of four said while sitting on the front porch of the home she now lives in.The first firefighters who arrived were from the Denton Volunteer Fire Company, a 10-mile drive from the Curry's home in Caroline County.Todd Berneski was there that night and serves as the department's president."We’re here to provide a service to the community," Berneski said.That service that Curry's and others in rural communities across the country depend on though has been struggling lately. Since COVID-19, this volunteer fire department and others nationwide suddenly lost revenue from yearly fundraisers. Denton Volunteer Fire Company is looking at a ,000 budget shortfall right now.What that means is that volunteer fire agencies nationwide are struggling to keep up with maintenance on equipment. While there are no salaries to pay, it still costs hundreds of thousands of dollars to run these departments.All of it is putting the public at risk."If we show up and pumps don’t work or we don’t have tools, there’s nobody else to call," Berneski said about the constant struggle to keep aging equipment running.Across the country, there are close to 25,000 volunteer fire departments, most of which serve as critical lifelines to rural communities. In Denton, they were able to hold their annual Christmas tree farm fundraiser, but their budget is still off by 25 percent."People want to give. We know they want to give, but if someone can’t afford to give, I don’t want to take a meal off of somebody’s table because they can’t afford it," Berneski added.The National Volunteer Fire Council is worried about the long-term implications the funding gap could create. They've successfully lobbied Congress for millions of dollars in aid for volunteer departments, but the money is held up in the current stimulus bill.The concern is that some agencies may be forced to close if they don't get help."You’re probably not going to know you have a problem until you have a very big problem," said David Finger, who works with the National Volunteer Fire Council.As for Pamela Curry, she knows firsthand how vital these volunteer fire departments are and how critical it is to keep them running."Their equipment has to be running. If their equipment isn’t running and it’s not in good order, we won’t have machines to help us out,” Curry said. 2779

A University of Maryland football player who died of heat stroke this summer did not receive proper medical care, and some members of the training staff made mistakes, according to preliminary results of an independent review.Jordan McNair, 19, died June 13, two weeks after taking part in a workout at Maryland's outdoor practice fields, CNN affiliate WJZ reported. Last week, the university placed its head football coach, D.J. Durkin, and members of the athletic staff on administrative leave pending the investigation into circumstances surrounding the death.The preliminary findings of an external review, which will be made public in September, found that an emergency response was not followed in McNair's case and the care the university provided was not consistent with best practices, Athletic Director Damon Evans said Tuesday.McNair's heat illness was not promptly identified, and athletic training staff did not take his temperature and apply a cold-water immersion treatment, Evans said.The university has also parted with its head strength coach, Rick Court, Evans said."We will honor Jordan's life and we will ensure that a tragedy such as this never happens on our campus again by working every single day to provide the safest environment for our student-athletes on and off the field," Evans said, fighting back tears.Evans announced the preliminary findings hours after he and university President Wallace D. A new wave of pollution is littering our streets and shores, disposable face masks and plastic gloves.The use of personal protective equipment (PPE) has surged around the world, with one study estimating a monthly usage of 129 billion face masks and 65 billion gloves globally."The amount of PPE we're finding, even just anecdotally walking through our streets, is astounding," said Alex Ferron, Chapter Chair of the San Diego Surfrider Foundation.Making matters worse, the pandemic has impacted some of the traditional methods used to tackle pollution.Last year, Surfrider San Diego's beach clean-ups removed more than 16,000 pounds of trash from the coastline. But with social distancing laws, the nonprofit fears that number will be drastically lower in 2020."Plastic pollution hasn't stopped. Plastic is being used, if not more than ever," said Ferron. The French nonprofit Ope?ration Mer Propre is documenting PPE waste in the Mediterranean Sea, sharing videos and pictures of gloves and face coverings littering the seafloor.Ferron says the pandemic also reversed other progress made by environmental groups."Initially, we saw a big trend away from reusable items at all, my coffee shop wouldn't take my mug, my grocery store wouldn't take my bag."Ferron says she was OK with this safety precaution early on because little was known about the virus.But now, she points to some of the latest CDC information, which says COVID is mainly spread from person-to-person, within close contact. In their neighborhood, in their parks, at their local beach, wherever they feel comfortable, and do their part," said Ferron. The nonprofit has guidelines on how to do this safely, urging people to wear a mask, use reusable gloves, and a trash grabber if possible. Also, they say to bring two bags to separate PPE from recyclables.Those who can't get out and clean can do their part by making sure their PPE ends up in a trash can and not the ground.Ferron says whether or not you live near a beach, you can make a difference."It's not just an ocean issue, it's an environment issue," Ferron said. 2522
