For the first time, the FDA has authorized coronavirus tests that can be sold directly to Americans who do not have to go through a health care provider.An emergency use authorization is not a full approval from the FDA, but allows the tests to be used in a non-clinical or non-hospital setting.The LabCorp’s Pixel COVID-19 Test Home Collection Kit can be used by any adult age 18 or over. The test kit allows individuals to take a nasal swab at home and send the sample to LabCorp for testing.Those who test positive will receive a call from a health care provider. Negative tests are delivered via an online portal or through email.The FDA says that the tests can be purchased online or in stores, and can help people determine whether they need to quarantine.“This is the first kit for consumers to self-collect a nasal sample for COVID-19 in their home that does not require a prescription,” said Jeff Shuren, M.D., J.D., director of FDA’s Center for Devices and Radiological Health. “While many home collection kits can be prescribed with a simple online questionnaire, this newly authorized direct-to-consumer collection kit removes that step from the process, allowing anyone to collect their sample and send it to the lab for processing.”The company says the out of pocket cost is 9 for those who do not have the test covered by insurance. The tests take one to two days to process, once received via FedEx.“With the first over-the-counter at-home collection kit ever authorized by the FDA for COVID-19, we are empowering people to learn about their health and make confident decisions,” said Dr. Brian Caveney, chief medical officer and president of LabCorp Diagnostics . “With this authorization, we can help more people get tested, reduce the spread of the virus and improve the health of our communities.” 1828

For many of us, the word “outbreak” has taken a more personal meaning this year.For the people of Austin, Indiana, it’s not the first time they’ve dealt with an outbreak.“We’re an itty-bitty town, but we got big city problems,” said Austin resident Ethan Howard.By 2015, the opioid crisis had ravaged Howard’s hometown for years. People became hooked on painkillers and often used needles to take them. The same syringes would be passed from person to person.Dr. William Cooke arrived in Austin in 2004. Back then, he was the town’s only doctor. In fact, he was the town’s first doctor in a generation. He says he saw several issues in the southern Indiana community, including people’s health to poverty.As the opioid crisis started to wrap its grip across parts of the country, Dr. Cooke says he started to see another health issue spread in the community, starting around 2010.“What we saw was a really quick in dramatic rise in Hepatitis C around that time,” Dr. Cooke said. “Any community that has a high Hepatitis C rate is at high risk for an HIV outbreak.”By 2015, the opioid crisis had ravaged the city for years.“Opiates were my devil,” Howard recalled.Howard says his mom convinced him one day to go get tested, after he says he had shared a needle with his cousin.His test revealed he was positive for HIV.“I thought I was dead. I thought it was a death sentence,” Howard said.He wasn’t alone with testing positive for HIV in Austin.“In that first year, we had almost 200 cases,” Dr. Cooke said. “It was almost a quarter of the HIV cases in the state and this is a town of 4,200 people.”Austin had become home to one of the largest HIV outbreaks in rural America ever.Dr. Cooke helped convince then-Indiana Gov. Mike Pence to change his stance on needle exchanges.“It took a few months, but eventually, he signed the executive order allowing us to operate syringe service programs here,” Cooke said.That program, access to addiction recovery services and powerful HIV medicine has led to a dramatic drop in new cases.In 2015, Scott County, Indiana had 157 new HIV cases. In 2019, the county had only five, according to the Indiana Department of Health."The medications today are powerful enough and well tolerated enough that you should not spread the disease to anyone else and you should never worry about dying from HIV,” Dr. Cooke said.Dr. Cooke says Austin is still working to overcome some of the social challenges he found when he first arrived in the community in 2004.It’s been five years after the largest HIV outbreak in Indiana history. Like many communities across the world, this one is now dealing with the impacts of COVID-19.Nurse Jessica Howard is a proud native of Austin. She’s seen the challenges her community has faced over the years. She also sees the good in Austin, pointing to a local church pantry providing food and clothes to those in need.Jessica Howard in charge of coronavirus testing at Dr. Cooke’s office. She grew up in Austin and knows many of the patients that come through the door.As of early July, Scott County has not seen a large amount of coronavirus cases like other parts of the country, but the nurse worries about her patients that struggle with addiction who are now in quarantine and could relapse."These are people these are our people and we have to take care of them and protect them,” she said.Austin has come a long way from where it was in 2015, when HIV spread through a large part of the community.Last year, Dr. Cooke was named by American Academy of Family Physicians the AAFP 2019 Family Physician of the Year for his efforts to help stop the 2015 HIV outbreak.As for Howard, he says medication has made it so HIV is no longer detectable in his blood.He now travels as a musician and points to music as a source of strength that helped him through the darkest of times.“I fought and clawed my way out of a dark place,” Howard said.His fighting spirit is one this small Indiana city has used to battle through crisis before.“We’ve been through a healthcare disaster before,” Dr. Cooke said. “And there is a light on at the end of a tunnel.”It’s a mindset Dr. Cooke says we need now, as we all fight this new crisis of a coronavirus pandemic. 4221

FLORIDA — As many as 200 employees at the Lockheed Martin/Sikorsky facility in Jupiter, Florida could be affected by potential layoffs this summer.The workers union representing the employees -- Teamsters Local 1150 -- said they are doing everything they can to find people new positions within the company.Journalists at WPTV in West Palm Beach, Florida first heard about the likely layoffs from employees who reached out earlier this week and expressed concern about who would be on the chopping block.The layoffs involve workers in the Blackhawk military helicopter program, which shares space at the United Technologies facility off Beeline Highway in Jupiter. There are a total of 500 employees working there.No names or positions of who will be laid off have been finalized."This has been coming for a while," said Rocco Calo, a board member for Teamsters Local 1150 based in Connecticut. Sikorsky is also based in Connecticut.In a phone interview with WPTV on Wednesday, Calo said unfortunately, they're seeing a big downtown in military work for the Blackhawk and Seahawk helicopters they build."In the Florida plant, they were working on Canadian maritime military helicopter program, which is dwindling down now, coming to an end," he said.Sikorsky is also seeing a decline in the number of aircraft the government is requesting to be built. The company operates on a multi-year contract with the government and Calo said with the current contract shows a significantly lower number of aircraft requests than in years past. The union is monitoring negotiations for future contracts."It's starting to look a little better for the out years, but nothing is signed yet. But we some irons in the fire, we're hopeful," said Calo.Sikorsky was bought by Lockheed Martin for billion in 2015, which could also be a contributing factor the changes the Sikorsky is undergoing right now."Naturally when you go through mergers and acquisitions, there are things that can happen with companies. They can either increase in terms of employees or they downsize," said Kelly Smallridge, president and CEO of the Palm Beach County Business Development Board.Her agency monitors and recruits businesses to establish operations in Palm Beach County."While we hate to see any company lay off employees in Palm Beach County, this is the time that other companies will be happily take any kind of skilled worker over to their operations," she said.Smallridge said there are 1,300 aerospace and engineering companies operating in this county alone and the BDB is on stand-by to assist any employees affected by the Sikorsky layoffs."We're ready to help place those employees in other operations. There are 67 corporate headquarters in Palm Beach County, so there's ample business opportunity," she said.Calo said Lockheed is still working on crunching numbers to determine the final number of layoffs. While employees feared the number would push 200, Calo said after factoring in early retirements and relocations for some positions, that number could be much lower."We had a significant number of people sign up for an early out package," he said.Some workers could be offered jobs at other locations in Connecticut and Alabama."I don't think we will be able to offset all of the involuntary stuff. "Our team remains dedicated to performing with excellence, offering affordable and innovative solutions for our customers, and delivering exceptional value to our shareholders."Under the Rotary and Missions systems report, which includes Sikorsky, the report states that net sales in the first quarter of 2018 increased million, or three percent, compared to the same period in 2017.However, the report goes on to say, "These increases were partially offset by a decrease of 0 million for Sikorsky helicopter programs due to lower volume for government helicopter programs."Teamsters Local 1150 is planning to hold a meeting with employees to discuss the layoffs this week. The union also represents workers at facilities in Alabama and Connecticut.Union leaders are even driving to Washington, D.C. this week to ask Congress for help.For layoffs of 50 or more people, WARN notices have to be filed with the Florida Department of Economic Opportunity.A search of the 2018 notices shows that Lockheed Martin filed a WARN notice for 82 layoffs at Hurlburt Field Air Force Base in Hurlburt Field, Florida. A notice has not yet been filed for the Jupiter facility.
