SAN DIEGO (KGTV) - San Diego Police released details Friday about the controversial arrest of a man and woman in Chicano Park involving use of force. Georgina Mercado, 35, interfered with a traffic stop being conducted Thursday, police said. Her three children, ages eight, seven, and four, were with her at the time. 22-year-old Eddie Alvarez arrived on scene with another woman who said they would take custody of the three children, according to SDPD Lt. Shawn Takeuchi. Alvarez wore a bandana over his face and refused to identify himself, police said. Officers “could not release the children to the custody of Alvarez without knowing who he was,” said police. “This contact escalated to the point that officers arrested Alvarez for interfering,” Takeuchi wrote in a news release. Police said Alvarez refused to put his hands behind his back and struggled with officers. “Officers used strikes while they forcefully moved his arms behind his back,” police said. Alvarez was handcuffed and taken to jail. “Anytime force is used, we take it extremely seriously. We have initiated an internal investigation into the force that was used last night,” Takeuchi said. Hours after the arrest, dozens of people gathered outside the San Diego Central Jail downtown to demand Alvarez’ release. The group said Alvarez had been recording the arrest of Mercado, who they described as a community activist. One demonstrator said, “While he (Alvarez) was filming police, they came out and told him to stop recording. He said, ‘No, I don’t feel safe, I’m going to keep recording, especially with my girlfriend right here with the kids,’ and they didn’t like that … The cops ended up jumping him and rushed him to the ground and started punching him in the ribs. He wasn’t resisting whatsoever.” Alvarez is a member of the activist group Brown Berets of Aztlan, City News Service reported. SAN DIEGO (KGTV) - Students and staff at the King-Chavez Community High School Freshman academy have had a tumultuous few months. They were displaced from their classrooms location at 1010 Second Avenue in downtown.The building closed down earlier this year for asbestos treatment, displacing many tenants including the school.RELATED: 550 San Diego city workers relocated due to asbestos“It’s been a nightmare,” Principal Kevin Bradshaw said, saying it was a very abrupt closure. “We left school on a Friday evening, came back on a Monday morning and we were locked out," he said.In a statement, the building manager said this to 10News: “We sent an email notice to all tenants immediately following notification from the regulatory agency."Bradshaw says they were not given time to move their things out of the classroom, in fact, they weren’t even allowed to retrieve their equipment. “We have televisions, computers, student’s work, teacher’s items, anything you would have in any normal campus is still in the building,” Bradshaw said. He says they’ve had to replace all those things in order to continue the education of students. The school also had to move their classes to the Boys and Girls Club in Clairemont. Bradshaw says that means they've had to bus their students to that location every day for more than two months, and the bills are racking up.He’s hoping they will be reimbursed.“The owner and all parties involved are actively evaluating the expenses associated with the shutdown,” building management told 10News in a statement. SAN DIEGO (KGTV) — Several North County residents felt their homes and businesses rattle briefly after a loud boom Friday.The noise and shaking were reported at about 1:30 p.m., according to San Diego Sheriff's Department. Deputies in the North County received calls from Vista about the noise. 10News also fielded several calls from Oceanside and San Marcos over the incident.USGS did not register any major earthquakes in the region Friday, according to the agency's website. At about 1:31 p.m., USGS recorded a 1.6-magnitude earthquake with a depth of about 5 miles in the Ocotillo Wells area, about 100 miles east of Oceanside.Camp Pendleton was scheduled to perform exercises involving mortar fire and high explosive munitions, according to a noise advisory statement, and finish its Exercise Iron Fist training alongside Japanese armed forces on base Friday. However, a spokesperson for Camp Pendleton told 10News the base was on normal operations Friday.The base's website advises that, "depending on atmospheric conditions, the sound of the explosions may be amplified and heard up to 50 miles away." SAN DIEGO (KGTV) -- Some San Diego homeowners are making a little extra money and helping with the housing crisis by converting their home detached garages into so-called "granny flats."10News visited the 95-year-old North Park home of Mike Walsh, who is in the process of remodeling his garage. "It was a huge garage and we had a bunch of space in it, so we thought we'd try to convert it into something a little more useful," Walsh said.Walsh hired contractor Murray Lampert to come up with a design that would keep half the space as a two-car garage, while turning the rest into a 230-square-foot apartment. It includes a bathroom with shower, as well as a kitchenette.Murray Lampert CEO Gregg Cantor said many San Diego County cities are making it much easier to convert homes into granny flats, officially known as "accessory dwelling units" or ADU's. The City of San Diego has eliminated some fees to encourage homeowners, while also eliminating some regulations that used to block ADU creation.A city spokesperson told 10News there has already been a significant uptick in ADU applications in 2019. He estimates about 20% of those are garage conversions."They're not always directly for rental," Cantor said. "But I think the upside of it all is creating more rental space in San Diego County because there's a shortage and housing is very expensive."Cantor warns that is important to follow all building codes and to get the proper permits before starting the project, rather than hire a contractor willing to do the work under the table. "There is a process to do it to code that does cost a little more than just hiring a Chuck in a truck to build it and not get permits, but the payoff is way better," Cantor added. 1734
