SAN DIEGO (KGTV) — A measure that would increase property tax bills to pay for thousands of affordable housing units has moved closer to the November ballot.On Tuesday, the San Diego City Council voted 6-3 to support what's called a resolution of necessity about the measure. It directed city staff to prepare language for the council to approve for the November ballot.The San Diego Housing Federation, which brought the measure forward, says it would pave the way for an estimated 7,500 affordable housing units. Of those, 5,000 would be for the homeless and those at risk of becoming homeless, while another 2,500 would be for low-wage working families. "Our hearts say we need to do this and frankly it is cheaper to put people in housing than it is to flood them with emergency services."The proposal would raise property taxes on average 19 cents per ,000 of assessed value, taking a gradual approach over about seven years. Once it is fully in place, an owner of a median priced home of 0,000 would pay an average of about 0 per year. The measure would require a two-thirds majority vote. "My heart just dropped into my stomach. I felt nauseous," said Rose.Missing from her driveway was her 5-ft x 8-ft trailer. Drag marks revealed how it left the home."You can see it extends all the way to the street ... and to the intersection," said Rose.Rose had locked up the trailer in two places. The only thing she found were the remnants of one of the locks."Just heartbreaking and sad," said Rose. The trailer contained all the belongings of her mother Gail, 74, a part-time San Diegan recently hospitalized in Wisconsin with a heart condition. Rose had been storing her mother's belongings since buying a home months ago."That's all my mom has left. Now she has nothing," said Rose.Inside the trailer: furniture, household items, and some jewelry, including family heirlooms. There was also a lifetime of photos. Most of them haven't been digitized. Rose waited a week to tell her mother, until she was strong enough to receive the news."She cried, she cried. She knew she couldn't get stressed out, couldn't get her heart rate up. Right now she's focusing on her health. Hasn't really hit her she's going to come back to nothing," said Rose.Rose is now hoping to change that by making a plea for tips."I just want when she comes back to be able to have her photos on her nightstand. SAN DIEGO (KGTV) - A pregnant San Diego County woman found a shocking discovery in her baby’s ultrasound picture: what appears to be a photo of her late father kissing her unborn daughter. Shantel Carrillo, who’s five and a half months pregnant with her second child, had the medical exam Monday at Sharp Grossmont Hospital. She didn’t expect the photograph to go viral. “I didn’t see it; I just posted the original picture online,” said Carrillo. Friends quickly pointed out the ultrasound image resembled a picture of Carrillo’s father Charles, who died in 2016, holding Carrillo’s oldest daughter Myree. SAN DIEGO (KGTV) - A San Diego artist wants to paint murals around the city that she hopes can help bring an end to gun violence."My concept is just something beautiful that people can take a picture in front of and just really enjoy the artwork of it but also take a message away from it," says Hanna Daly.Her concept is a series of artworks that look like colorful doorways. Each will have a message written above them, like 'Thoughts and Prayers Aren't Enough.""I thought it could be, like, a doorway to change," Daly says. "You walk away from it thinking, maybe there's a little something I can do. Like a doorway you step through it and now you're part of the cause."Daly became part of the cause last year, when her brother comitted suicide. He had shot himself in the head."Then a few weeks after that was Las Vegas," she says. "And then another shooting and another. It just kept hitting me, so I finally thought I should do something."Daly is working with with the Brady Campaign and Moms Demand Action on the project. She has the designs, just not the space to paint them."We need some people with some great walls out there that are visible, on main drags, where people are going to see it, where we can create some beautiful art, but that has a strong message," she says.She's hoping to paint the murals in high traffic areas like the Gaslamp District or along the boardwalks near beaches.
