SAN DIEGO (KGTV) - For the first April 20 in California, marijuana use is legal in the state.California’s new recreational marijuana laws took effect Jan. 1, 2018, as the passage of Proposition 64 in November 2016 opened up the state to regulate cannabis. SAN DIEGO (KGTV) — Distance learning is now possible for more than 7,000 San Diego County families who had little or no internet access before the pandemic. The County Office of Education has been working for months to get those students online and have plans to help even more.Before COVID-19 hit, the county estimates one in five families had no internet or were considered “under-connected” by not having a connection strong enough to support distance learning.Isabel Estrada was one of those students.“Sometimes it would cut out during class time and I would miss something or have to email my teachers of why it kept cutting out,” said the freshman at Oceanside High School.The County Office of Education has been working for months to bridge the digital gap. So far, they’ve provided more than 7,000 mobile hotspots to families in need.Once Isabel’s family got a hot spot she says she felt more confident signing on to class.“We’re just really grateful because the internet right now, it’s me and my sister so it helps both of us with school,” said Isabel.At a press conference Thursday, Supervisor Nathan Fletcher announced million from the general fund will be used to help connect another 4,000 families.“That digital divide went from something that we needed to address, to something we had to address when our promise of public education moved virtually,” said Fletcher.The million will be divided among 19 districts identified as having the greatest need. SAN DIEGO (KGTV) — Democrats have secured control of two of the most powerful agencies in our region - the city and the county.San Diego will soon have a democratic mayor and an 8 to 1 advantage on the City Council. Couple that with Democrats flipping the County Board of Supervisors after years of Republican control, and it appears a whole new philosophy is on the way."I've been waiting 20 years,” said Nicole Capretz, who heads the Climate Action Campaign. “This is, I mean, decades in the making.”Climate Action Campaign has fought the Republican-controlled Board of Supervisors for years over how it handles the environment, prevailing in court over the county's climate plan.“They've twice had to rescind their climate plan publicly, which is unprecedented,” Capretz said.Capretz said she expects things to change in January, when the board will flip to a 3-2 Democrat advantage. That is expected to shift how the county addresses key issues like the environment, public health, and housing - in other words, no more sprawling back country developments that many times wind up challenged in a public vote.“We have wasted so much energy and so much time debating things that were not legally valid and should not have been done,” said County Supervisor Nathan Fletcher.Meanwhile, over at City hall, the Democrats will expand their veto proof advantage on the city council from 6-3 to 8-1. Republican Chris Cate is now the lone member of the G.O.P. on the council. “I think there needs to be a better job of communicating what we're about here locally as San Diegans, and getting our message out about what we feel is the best role of government in providing services to residents,” Cate said.The city has more than twice as many registered Democrats as Republicans, according to the registrar.San Diego’s new mayor and city council will be sworn in this December.The new board of supervisors will take over in January. 1932

SAN DIEGO (KGTV) - Driving in San Diego is starting to look like Los Angeles - or worse.For many San Diegans, the morning and afternoon commutes are more congested than the year before.Equinox Project, a research group, reported that San Diego drivers spent more than 19 hours stuck in traffic last year. The statistic is 30 minutes higher than 2016.“San Diego traffic wasn't even a thought back in the day,” said commuter Omid Sabet.San Diegans traveled 29 freeway miles per day in 2017, more than any other major county in California. By comparison, Los Angeles drivers traveled only 23 highway miles.“People want to buy houses, rent houses, but they’re getting pushed farther and farther away,” said Mikaela Bolling with Equinox Project.The number of solo drivers dropped half a percent in 2017.“It’s a small decrease but it’s good news that more people are carpooling, biking or walking to work,” Bolling said.Few San Diegans are using public transit or bike lanes but Bolling believes that could change.“There are more bike lanes being put in, so more people may be biking to work. Also, walkable neighborhoods, more people may be living closer to where they work.”  1189

SAN DIEGO (KGTV) -- From Teddy Bears to cereal boxes, the TSA gave an exclusive look at the alarming items used to conceal explosives at the airport. 4.1 million travelers are expected to travel in and out of San Diego this summer, making it busier than ever. “It may seem like a pain on some travel days taking off your shoes dropping them in a bin and separating a laptop in another but it could be saving your life.”If you’ve traveled through an airport, you’re no stranger to the TSA checkpoint. “Our officers need a clear view of the electronic itself making sure circuitry, the electronics inside of it haven’t been tampered with.”It’s not just electronics, but stuffed animals are also used to disguise explosives. “Because they think that our officers would be disarmed because it’s a child item.”From coffee beans to baby formula and peanut butter, TSA has seen it all. “We’re in no way saying every passenger is bringing these types of items but it only takes one and we really need to get it right every single time.” 1036
