SAN DIEGO (KGTV) -- Facing an alarming increase of COVID-19 cases, Governor Gavin Newsom is requiring every county in California to close indoor operations.The roll back targets restaurants, wineries, movie theaters, family entertainment, zoos, museums, and cardrooms."We are moving back into a modification mode of our stay-at-home order," Newsom said.San Diego County and 29 other counties on the state's monitoring lists are being directed to close indoor operations at fitness centers, worship services, offices for non-critical sections, personal care services, hair salons and barber shops and malls.State officials confirmed 8,358 new COVID-19 cases on Sunday. Hospitalizations have increased 28% over the past two weeks.6,485 Californians were hospitalized with coronavirus, according to Newsom.Three Northern California counties reported diminished ICU capacity -- Placer, Butte, and Lake."This virus is not going away anytime soon," Newsom said. "I hope all of us recognize that if we were still connected to some notion that somehow when it gets warm it's going to go away or somehow it's going to take summer months or weekends off, this virus has done neither. You've seen parts of the country with very hot ... weather where you're seeing an increase in positivity rates, an increase in hospitalizations and ICUs. Here in the state of California as we're seeing triple-digit weather in many parts of our state, we're still seeing an increase in the positivity rate, the community transmission. SAN DIEGO (KGTV) - Hundreds of people packed the stands at the Coronado High School football field Friday, for a celebration of life in honor of Justin Meek.The Coronado High School graduate was one of the 12 people killed at the Thousand Oaks shooting on Nov. 7.The 23-year-old is remembered as a hometown hero, as he died helping protect others from the gunman’s bullets.RELATED: Coronado native among victims of the Thousand Oaks bar shootingMeek moved to Thousand Oaks to attend California Lutheran University. He worked at the Borderline Bar and Grill. Though he often worked as a security guard, the night of the shooting, he and his sister were working as promoters for ‘College Night’ events. When the gunshots started, Justin began helping people get out of harm's way. He was shielding them from gunfire when he was shot and killed. His sister made it out of the bar. The Meek family released a written statement that described Justin’s strong interest in the safety of others since Sept. 11. RELATED: High school students show thanks, one to his sister who survived the Borderline Bar Shooting“Justin wanted to part of the solution, to serve, to protect,” the statement reads.Meek was a criminal justice major with a minor in music. After college, Meek's family said he wanted to join the Coast Guard and then go on to become a U.S. Marshall. Meek’s mother served in the Air Force, his father served in the Navy, and he too felt a strong call to service.“Justin was a genuine, kind, loving, caring, compassionate, hardworking, talented man and a friend to everyone he met,” the statement reads. “He was a loving son, protective brother, and hero to all.”There is a paddle out for Meek on Saturday morning. There will be a church service of him on Sunday. 1775

  

SAN DIEGO (KGTV) - Evacuations across San Diego County during large wildfires will look different this fire season due to the pandemic.Sean Mahoney, Regional Chief Executive Officer for the American Red Cross Southern California Region, said they've put together a plan for families that could be impacted by wildfires this year.Mahoney said it starts with the temporary evacuation points, where families can initially go after being evacuated. That is a place for them to safety wait until firefighters can get the fire under control and to receive information.Mahoney said buildings like community centers and libraries have traditionally served as temporary evacuation points, but putting people indoors now carries risk due to COVID-19.This year, the Red Cross has identified several possible temporary evacuation points that would be safer during the pandemic. Many are local school parking lots. Instead of waiting indoors, they will ask for families to remain in their vehicles until a Red Cross worker can attend to them."We would approach their window, we would have a mask, and we would get their cell numbers, and from that point on, we can use cell phones to give them updates," Mahoney said.Mahoney added they picked parking structures with shade so families can be more comfortable.In cases where families need to be sheltered overnight, Mahoney said they have two plans, depending on the situation."If there are just a small number of people displaced, we'll put them in hotel rooms we'll have Red Cross people in the hotels, and then we'll just have to adjust feeding them as well," Mahoney said. "It'll be much more costly, but we have a responsibility, and it's our mission to provide sheltering and feeding folks on the worst day of their lives, and we take it very seriously."In cases where they have to establish an overnight shelter, Mahoney said they would look to set up several shelters with fewer people at each one. Space and capacity would be factors."Certainly at the shelters, our staff will be wearing masks, and taking those precautions as far advanced cleaning and separating people and separating cots. We will also provide masks to people that come in and make sure they do health checks as they come in," Mahoney said. 2262

  

SAN DIEGO (KGTV) -- Harbor Police are investigating after a boat caught fire early Sunday morning in the San Diego Bay.The department tweeted around 5 a.m. about the fire at Marina Cortez.According to police, a good Samaritan helped put out the fire before units arrived on scene. The person was taken to the hospital with minor injuries.At this time, the cause of the fire is unknown. 393
