BEIJING, Aug. 15 (Xinhua) -- China's top economic planner, the National Development and Reform Commission, said Saturday it is drafting a development plan for the emerging industry of energy conservation and environmental protection.     The commission said in a statement posted on its Web site that the move is aimed to counter the impact of the global financial crisis by "accelerating the cultivation of emerging industries and aiming at a commanding height in future economic competition."     The development plan on the sector covers energy conservation, sustainable use of resources and environmental protection, according to the statement.     Technologies, equipment, products and services concerning energy conservation and environmental protection would be involved in the plan, it said.     The commission revealed no further details on the plan.

WASHINGTON, July 29 (Xinhua) -- The cooperation between the United States and China has never been so important as it is now, and the just-concluded U.S.-China Strategic and Economic Dialogue (S&ED) has provided a platform to reinforce common interests, a senior U.S. official has said in an exclusive interview with Xinhua.     "We have broadened the dialogue ... and the S&ED is a new approach towards the U.S.-and-China relations," David Loevinger, Treasury executive secretary and senior coordinator for China Affairs and the U.S.-China Strategic and Economic Dialogue, told Xinhua on Tuesday night.     "There was a common understanding that U.S.-China cooperation and engagement on economic issues have never been so important because of the challenges that we face in the global economy and global financial market right now," said Loevinger.     He said he was struck by the fact that both sides have so much in common in the discussion.     "The U.S. and China have a very similar outlook on the global economy and adopted very similar policy response," said Loevinger, once a Treasury Department's Financial Attache in China. "Both U.S. and China act very quickly and aggressively on global economic crisis."     "The monetary and fiscal stimulus in both countries was among the most aggressive and most far-reaching of any major economy," he also noted.     However, during the dialogue, China also expressed its concern over the security of its heavy investment. So far, China has invested more than 1.5 trillion dollars in the United States government-issued securities.     "We are deeply concerned about the security of our financial assets in the United States," Zhu Guangyao, China's assistant finance minister, told Xinhua.     Wang Qishan, Chinese vice premier and co-chair of the S&ED, also urged the United States to protect China's assets during the dialogue.     Loevinger indicated that the United States understands China's concern and explained to the Chinese side the U.S. monetary and fiscal policies during the two-day dialogue, which ended on Tuesday.     "(Federal Reserve) Chairman Bernanke talked about the Federal Reserve's approach to U.S. monetary policy," Loevinger said, referring to an op-ed Bernanke published last week in the Wall Street Journal, in which he talked about tightening monetary policy to prevent the emergence of an inflation once economic recovery is assured.     "Bernanke discussed many of these issues with China," he added. 

BEIJING, Oct. 10 (Xinhua) -- Senior Communist Party of China (CPC) leader Li Changchun has pledged to strengthen cooperation between Chinese and foreign media and to facilitate foreign media coverage of China. Li, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, made the remarks Friday evening when he met the heads of 10 major media organizations attending the World Media Summit in Beijing.     The Chinese government has been promoting media development and supporting Chinese media in enhancing exchanges and cooperation with foreign counterparts in news, human resources, information technologies and business development, he said. BEIJING, Oct. 11 (Xinhua) -- China honored a common officer, who devoted himself to his work as a file clerk at the military archives, at a ceremony held here Sunday.     Liu Yiquan had worked as a clerk and then a consultant at the archives of the People's Liberation Army (PLA) for about 38 years. He had processed more than 830,000 pieces of military archives. BEIJING, Aug. 12 (Xinhua) -- China's top economic planner, the National Development and Reform Commission, unveiled Wednesday a draft regulation on monopoly prices.     The regulation applies to cases of monopoly prices both inside and outside the country, when monopoly prices outside the country impact the domestic market, according to the regulation posted on the commission's Web site.     Other than deals reached among more than two parties for the purpose of monopolizing prices, power abuse of government agencies to eliminate or limit competition is also regarded as violation of the regulation.     Those who violate the regulation would be punished according to stipulations in the country's anti-monopoly law, according to the commission.     Individual retailers or producers may face confiscation of illegal earnings and a fine of up to 10 percent of last year's sales, while industry associations are subject to a fine of no more than 500,000 yuan (73,529.4 U.S. dollars) or could be dismissed as an association.     Government agencies that violate the regulation would be ordered by their superiors to correct their actions, and officials held responsible would be disciplined according to relevant laws.     The commission said the regulation was aimed to prevent monopoly prices and to endorse fair competition so as to safeguard the interests of consumers and the public.     The commission is soliciting public opinion for the regulation until Sept. 6
