The FBI said on Tuesday that cybercriminals and foreign actors are attempting to influence the upcoming election.According to the FBI, “Foreign actors and cybercriminals could create new websites, change existing websites, and create or share corresponding social media content to spread false information in an attempt to discredit the electoral process and undermine confidence in U.S. democratic institutions.”Beyond attempts to influence the vote, the FBI says these actors are attempting to sow distrust in the electoral system. The FBI in particular warns that cybercriminals could take advantage of the likelihood several states will need additional time to count ballots due to increased mail-in voting and social distancing protocols. While a delay in results does not indicate any wrongdoing, the FBI warns that foreign actors could attempt to spread misinformation to cause distrust in the system while votes are being tallied.Last month, the Office of the Director of National Intelligence released a statement outlining efforts by Iran, China and Russia to attempt to undermine this year’s presidential election.“Ahead of the 2020 U.S. elections, foreign states will continue to use covert and overt influence measures in their attempts to sway U.S. voters’ preferences and perspectives, shift U.S. policies, increase discord in the United States, and undermine the American people’s confidence in our democratic process,” William Evanina, director of the United States National Counterintelligence and Security Center, said. "They may also seek to compromise our election infrastructure for a range of possible purposes, such as interfering with the voting process, stealing sensitive data, or calling into question the validity of the election results. However, it would be difficult for our adversaries to interfere with or manipulate voting results at scale.”As part of Evanina’s assessment, he said that China and Iran were attempting to seek a favorable outcome for Biden, while Russia was working to ensure a favorable outcome for Trump.“As Americans, we are all in this together; our elections should be our own,” Evanina previously said. “Foreign efforts to influence or interfere with our elections are a direct threat to the fabric of our democracy. The Centers for Disease Control and Prevention issued new guidance that recent studies have indicated that cloth masks offer more protection against the coronavirus than previously thought.Previous guidance suggested that masks were best used for preventing the spread of the virus. The CDC now believes that masks are effective for both stopping the spread and reception of the virus. The CDC said on Tuesday that multi-layer cloth masks can both block up to 50 to 70% of fine droplets and particles and limit the forward spread of those that are not captured. Overall, cloth masks offer up to 80% blockage in human experiments. The CDC’s analysis found that cloth masks offer comparable protection as surgical masks.“Studies demonstrate that cloth mask materials can also reduce wearers’ exposure to infectious droplets through filtration, including filtration of fine droplets and particles less than 10 microns,” the CDC’s guidance said. “The relative filtration effectiveness of various masks has varied widely across studies, in large part due to variation in experimental design and particle sizes analyzed. Multiple layers of cloth with higher thread counts have demonstrated superior performance compared to single layers of cloth with lower thread counts, in some cases filtering nearly 50% of fine particles less than 1 micron.”The guidance says that mandatory mask wearing can help prevent the need to implement economic shutdowns.“Adopting universal masking policies can help avert future lockdowns, especially if combined with other non-pharmaceutical interventions such as social distancing, hand hygiene, and adequate ventilation,” the CDC said.In an interview with Andrea Mitchell of MSNBC, Dr. Anthony Fauci said that wearing masks is “two-way street.”"Recent data has now shown that as a matter of fact, there's also the added benefit to protect you from droplets and virus that's coming your way," Fauci said Tuesday on MSNBC."“You protect others," he added. The City of San Diego was awarded a million state grant that will help save food, save the planet, and save people.  The city will use a majority of the grant to convert its composting system at the Miramar Landfill into a closed system.  A news release from the city said that will reduce air emissions and continue to divert tons of food waste from the landfill.The City of San Diego currently keeps more than 100,000 tons of food waste out of the landfill by composting or making sure it’s diverted to food rescue non-profits before it’s thrown away.“It’s getting tossed because people don’t find the need for it or it’s got a slight cosmetic defect,” said Aviva Paley of Kitchens for Good, a food rescue that feeds hundreds of people a day by using food that could have been thrown away.“You can still make really good food with stuff that you just have to clean it up a little bit,” said Kitchens for Good Chef Trainer Theron Fisher.“It is so heartbreaking to see how much food goes to waste in this country,” said Paley.A portion of the state grant will allow Kitchens for Good to expand its operation.  It fed 35,000 people in 2016.  It would like to feed more than 50,000 by 2018.It would keep more food out of the landfill and feed more people who need meals.  Paley said one in six San Diegans go hungry every day.Another benefit for the Kitchens for Good program:  The cooks who prepare the meals are going through a 12-week training program to prepare them for culinary careers.  Paley said most of the participants have overcome obstacles from crime and drugs to mental disabilities.  The program opens them to a career they could otherwise never reach. 1718
