Jerry Brown's role as a crusader against the existential threats of nuclear war and climate change was elevated Thursday when he was named executive chairman of the Bulletin of Atomic Scientists, the group famous for managing the Doomsday Clock."We really see him as a global ambassador for the issues that we work on — manmade existential threats, nuclear, climate, disruptive technology," said Rachel Bronson, the group's president and chief executive.The Chicago-based bulletin was founded in 1945 after the creation of the atomic bomb and in the decades since has expanded its mission to a broader discussion of threats to human survival. (AP) — The first data from an experiment in a California city where needy people get 0 a month from the government shows they spend most of it on things such as food, clothing and utility bills.The 18-month, privately funded program started in February and involves 125 people in Stockton. It is one of the few experiments testing the concept of “universal basic income,” an old idea getting new attention from Democrats seeking the 2020 presidential nomination.Stockton Mayor Michael Tubbs has committed to publicly releasing data throughout the experiment to win over skeptics and, he hopes, convince state lawmakers to implement the program statewide.“In this country we have an issue with associating people who are struggling economically and people of color with vices like drug use, alcohol use, gambling,” he said. “I thought it was important to illustrate folks aren’t using this money for things like that. They are using it for literal necessities.”But critics say the experiment likely won’t provide useful information from a social science perspective given its limited size and duration.Matt Zwolinski, director of the Center for Ethics, Economics and Public Policy at the University of San Diego, said people aren’t likely to change their behavior if they know the money they are getting will stop after a year and a half. That’s one reason why he says the experiment is “really more about story telling than it is about social science.”Plus, he said previous studies have shown people don’t spend the money on frivolous things.“What you get out of a program like this is some fairly compelling anecdotes from people,” he said. “That makes for good public relations if you are trying to drum up interest in a basic income program, but it doesn’t really tell you much about what a basic income program would do if implemented on a long-term and large-scale basis.”The researchers overseeing the program, Stacia Martin-West at the University of Tennessee and Amy Castro Baker at the University of Pennsylvania, said their goal is not to see if people change their behavior, but to measure how the money impacts their physical and mental health. Just over 11% went to utility bills, while more than 9% went to auto repairs and fuel.The rest of the money went to services, medical expenses, insurance, self-care and recreation, transportation, education and donations.Of the participants, 43% are working full or part time while 2% are unemployed and not looking for work. Another 8% are retired, while 20% are disabled and 10% stay home to care for children or an aging parent.“People are using the money in ways that give them dignity or that gives their kids dignity,” Castro-Baker said, noting participants have reported spending the money to send their children to prom, pay for dental work and buy birthday cakes.Zhona Everett, 48, and her husband are among the recipients. (AP) — California moved Friday to eliminate climate-changing fossil fuels from its fleet of 12,000 transit buses, enacting a first-in-the-nation mandate that will vastly increase the number of electric buses on the road.The California Air Resources Board voted unanimously to require that all new buses be carbon-free by 2029. Environmental advocates project that the last buses emitting greenhouse gases will be phased out by 2040.While clean buses cost more than the diesel and natural gas vehicles they will replace, say they have lower maintenance and fuel costs. Supporters hope creating demand for thousands of clean buses will bring down their price and eventually other heavy-duty vehicles like trucks.California has 153 zero-emission buses on the road now with hundreds more on order. Most of them are electric, though technology also exists for buses powered by hydrogen fuel cells."Every state could do a strategy like this," said Adrian Martinez, an attorney for Earthjustice, an environmental legal group that supports the rule. "This is something that California did first because we have major air quality and pollution problems, but this is something other states could pursue."Existing state and federal subsidies are available to help transit agencies absorb some of the higher costs of carbon-free buses, along with money from the state's settlement with Volkswagen over the German automaker's emission-cheating software.In approving the mandate, air board members cited both a reduction in greenhouse gas emissions and improved air quality along heavily trafficked transit corridors in smog-polluted cities.The transportation sector accounts for 40 percent of California's greenhouse gases, and those emissions are rising even as electrical emissions have fallen substantially.California needs to drastically reduce transportation emissions to meet its aggressive climate change goals.The California Transit Association, a lobbying group, does not oppose electrifying the fleet but is concerned that zero-emission buses can't match the performance of the existing fleet and that there isn't enough money available for the transition, said Michael Pimentel, who is leading the organization's work on the issue."We do want to work alongside the Air Resources Board and our partners at the state and federal level to address these concerns and to ultimately achieve the goal of fully electrified fleets by 2040," Pimentel said. 2471
