SAN DIEGO (KGTV) -- The convention center expansion initiative will not make the November ballot even though San Diego Mayor Kevin Faulconer gave it his best shot.Faulconer's ballot measure proposal to fund the convention center expansion, get homeless people off the streets and fix roads needed five votes to pass.  It only got 4.The vote came after Faulconer asked council to convene a special meeting with just 24 hours' notice.  The mayor requested it after learning there weren't enough valid signatures collected to place the measure on the November ballot. 602

SAN DIEGO (KGTV) - The city of San Diego is making sure its homeless students have the right tools to succeed in school.One San Diego’s “We’ll have your back campaign” is distributing thousands of supplies to the San Diego School District’s less fortunate students.Officials estimate more than 6,000 students are homeless in the district.“A lot of these kids don’t get anything new and that’s why we make it is possible,” said Katherine Stuart-Faulconer, the wife of San Diego Mayor Kevin Falconer.One San Diego will have several more similar events and drives this year. 579

SAN DIEGO (KGTV) - The brand new Continental Apartment complex in Little Italy isn't like its upscale neighbors.It's made up of studios, some smaller than 400 square feet, and offers very little parking. That's why the starting rent is "just" ,550 a month, about 35 percent below market for the trendy area. "The rent is high in San Diego because of simple math - supply and demand," said Jonathan Segal, the architect who designed The Continental.Segal says costly approval delays and fees are contributing to that very supply crunch. The Continental, no exception, was delayed for two years. Segal says he paid almost million in fees for the building. But he's specifically perplexed by how the city charges what are called Developer Impact Fees. The money goes to uses like parks, fire, library and transportation.The city charges as much as ,000 per unit, depending on location, not size. That's why the city fee on developers could be disproportionately impacting rent prices for smaller units. In other words, if a developer takes a building and creates 40 apartments, that developer would have to pay that fee 40 times. Alternatively, if that same developers takes that same building and does just one large unit, that developer only pays the fee once. Now, there's a growing push at City Hall to change how the city calculates the impact fee. This week, a city council committee held a preliminary discussion on the fee's future. One option, endorsed by City Councilman Scott Sherman, is to do it by square foot. That way, building more, smaller units won't increase costs on developers - and ultimately renters or buyers. "If you were to do it by a square foot process, then a developer would come in and say, 'you know what? I can build two units at 0,000, instead of one at 0,000,'" Sherman said. A 2016 report from the housing commission said flat fees create a disincentive for developers to create more, smaller units that could help ease the housing crunch. Segal says changing how the fee is calculated could give him more latitude to offer lower rents. "I may be able to reduce my rent because I want to be more aggressive," he said. Segal paid about ,500 per unit in developer impact fees for the Continental, totaling 0,000 to the city. SAN DIEGO (KGTV) – The Friar Faithful won’t be able to attend games in Texas to cheer on their San Diego Padres, but fans can support the squad in this week’s National League Division Series games at Petco Park while in their cars.The Padres’ drive-in watch events will take place at Petco Park’s Tailgate Lot at 1301 K Street.The first game of the best-of-five series against the NL West rival Los Angeles Dodgers is set for Tuesday, Oct. 6. First pitch is scheduled for 6:30 p.m., and the series will be played at Globe Life Field in Arlington, Texas.Games will be shown on three separate large LED video screens, and fans who attend are encouraged to decorate their vehicles and don brown and gold in support of the team.Part of the drive-in experience includes dining options for four, a reusable bag with four rally towels, a car flag, and four hats.The team is reminding those who attend that health and safety measures will be in place, such as guests remaining in their vehicles unless they are visiting a retailer onsite or using a restroom.Face masks are required for all fans; the team says all staff members at the event will be wearing masks and conducting routine cleaning.There will be 20 feet of space between vehicles to promote more social distancing.Jaclyn Lash, the Padres’ Vice President of Special Events, said, “We’re still in a pandemic, we did everything we did that people stayed in their car or wore a mask.
