SAN DIEGO (KGTV) -- Police arrested a man Wednesday suspected of robbing a US Bank in North park before causing a major backup on I-5 in the South Bay. According to the FBI, Gustavo Torres, 32, was charged Thursday with one count of robbery. Torres is accused of robbing the US Bank on the 3200 block of University Avenue in North Park on August 7. Shortly after the robbery, San Diego Police were able to track down a suspect matching the bank robber’s description on Interstate 5 near Main Street in Chula Vista. Authorities shut down all lanes of southbound I-5 during the arrest, forcing traffic to a halt. According to the FBI, Torres is due in court for an arraignment on August 9. 696

SAN DIEGO (KGTV) - Neighbors in Allied Gardens had a front row seat to a woman’s retirement.The group gathered outside a home as a pre-built granny flat was lifted into the backyard with a crane.Tula Striffler chose the option as a way to be close to her daughter.“I think it’s an economical way for me to still live my life fully and do it on a retirement budget,” said Striffler.Michael Avery owns Instant Guest Homes. He says many of his customers are using the homes for secondary income, or a way to expand their family’s living space.“These home are start to finish 90,000 dollars, everything is included except for the permit fees,” Avery said.Earlier this year, the City of San Diego reduced the cost of granny flat permits, which ranged from ,000 to ,000.After a steady process, Striffler’s home was gently placed in her daughter’s backyard. SAN DIEGO (KGTV) - Monday places of worship in San Diego had a unified message, telling believers not to fear.The Pittsburgh shooting at Tree of Life killed 11, and the pain was felt across the country. On Sunday at Beth Israel parents brought their children for religious classes and spoke about the massacre, "their utter dismay, sadness, shock at the horrible terror in Pittsburgh," Rabbi Michael Berk of Beth Israel said.He says Jews have faced persecution for hundreds of years, that's why their synagogue is housed inside a tall fence, with a guard shack out front and security cameras dotting the campus."This is a house of worship, but we have to have security here, all the time that we're here, and Jewish organizations have to do that and look at Israel what it has to do to keep secure," Berk said.In Liberty Station, Safety Director for Rock Church Mike Diggs says they've had dozens of threats over the past decade, from bombings to an active shooter, "threats of people burning the church down, threats of people filling many body bags.""We should not let any threat take our joy away or our ability to worship away," Diggs said.Many sanctuaries spoke with their congregations over the weekend on their security procedures in place and what heightened security they have currently."Leaders of the congregation especially, all the staff that works here, the religious school people, personnel and faculty, we are all given training from time to time," Berk said."Even though they may not be able to see that we're doing some things, some things they may notice, some things they may not, but us as an organization are taking potential threats seriously and taking steps and actions to be proactive," Diggs said there are personnel with firearms during service to protect the congregation.Rock Church has an annual Safety and Security Conference that anyone can attend. SAN DIEGO (KGTV) -- Police are investigating after a man was shot several times at a party in Paradise Hills early Sunday morning. According to police, the incident happened on the 2400 block of Hopkins Street just after 2 a.m. Police say the 30-year-old was attending a party at a nearby home when an unknown suspect or suspects shot him several times. Party guests reportedly took the man to the hospital where he underwent surgery. Police say the man is expected to survive his injuries. At this time, police say there is no information on the suspect in the shooting. 580

SAN DIEGO (KGTV) - On Friday, San Diego Police Chief David Nisleit held a press conference to address the controversy surrounding the recent “awards for arrests” program email. It was the chief’s first press conference on a department matter since taking the seat two weeks ago. He announced that a formal investigation had been launched to figure out how the program details were sent out to officers without getting prior approval from supervisors. 10News broke the story earlier this week, after a San Diego police officer approached Team 10 to share information about a program email he found “unethical”. The email was sent last Friday from a sergeant to more than 90 officers in SDPD’s Southern Division. It outlined a new voluntary program offering points to officers who make more drug arrests and give out more drug citations. The highest point-earners would have the opportunity to work in specialized units for up to a month. “Let me make this very clear. San Diego Police Department doesn't have a quota system,” said Nisleit on Friday. “I can tell you right now [that] this program was never authorized, nor was it ever implemented and nor did anybody ever receive any rewards for making arrest,” he added, along with, “This program was never intended to target anyone from a specific group, race or socio-economic class.” However, the timeline would suggest that the program was briefly implemented. The email was released last Friday morning. The chief says he stopped the program last Saturday. An official retraction email was sent Monday afternoon.  Chief Nisleit told reporters he reviewed the number of arrests in the Southern Division and they have not spiked, suggesting officers were not participating in any incentive program. The original email sent by the sergeant reads in part, “there are similar programs going on in other divisions.” The chief told reporters he has no knowledge of any other point system program taking place anywhere else in the department. Any disciplinary action for the email and program are contingent upon the results of the investigation. 2156
