BRASILIA, Nov. 26 (Xinhua) -- China's top political advisor Jia Qinglin on Thursday called for closer cooperation between China and Latin American countries to bring more benefits to both sides.     Addressing the Brazilian National Congress, Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), said it is a firm and steady foreign policy of the Chinese government to strengthen solidarity and cooperation with Latin American countries. Fourthly, he said the two sides should strengthen cooperation and coordination on multilateral occasions in the spirit of seeking common ground while reserving differences.     In his speech, Jia also expressed China's standpoint on the issue of climate changes, a theme he considered as a great challenge to the survival and development of the entire humanity.     China, a developing country with sense of responsibility, calls for international community's common efforts to tackle climate changes through practical and effective cooperation, he said.     The Chinese government has recently unveiled its reduction target of greenhouse gases emissions, an evidence of the maximum effort China is able to make, and the most sincere will of the 1.3 billion Chinese people in hopes that positive results may come to reality at the Copenhagen conference, said Jia.     Aloizio Mercadante, representative of Brazilian Senate President Jose Sarney, said in his speech that to strengthen the bilateral cooperation will be conducive to the development of two countries, the recovery of the world economy as well as the world peace.     Brazil is the last leg of Jia's four-nation visit, which has taken him to the Philippines, Peru and Ecuador.

BEIJING, Oct. 31 (Xinhua) -- China's top legislature closed Saturday its five-day bimonthly meeting, adopted a law on diplomatic personnel and appointed a new minister of education.     The legislation, aiming to enhance diplomatic personnel management, is the first of its kind to regulate Chinese government agents working in the 171 countries with which China has diplomatic ties.     Top legislator Wu Bangguo said the law clarified diplomats' duties and obligations as well as titles and ranks, which was "conducive to the implementation of the country's independent foreign policy."     Wu presided over the 11th meeting of the Standing Committee of the 11th National People's Congress (NPC), the top legislature.     The session also deliberated a draft amendment to the Electoral Law, which was enacted in 1953. Lawmakers considered granting equal representation in people's congresses to rural and urban people. BEIJING, Jan. 7 (Xinhua) -- Vice Premier Zhang Dejiang urged the country's railway departments to make efforts to promote safe railway transport and build quality railway projects to better serve socio-economic development.     Continuous efforts should be made to relieve railway transport capacity shortage and further expand the country's railways network, Zhang told a national railway conference.     "Although shortage of the country's passenger and goods transportation by railways has been eased to some extent, railways are still a bottleneck restricting economic development," Zhang said.     He stressed railway technology innovation, railway project quality and improvement of services for the convenience of passengers.     Zhang also urged railway departments make full preparations to cope with traffic peak during the upcoming holiday, when millions of people rush back home for the Spring Festival, China's Lunar New Year, which falls on Feb. 14.     In 2009, China's railways saw a passenger flow of 1.52 billion and transported 3.32 billion tonnes of freight, both breaking records. HUA HIN, Thailand, Oct. 24 (Xinhua) -- Chinese Premier Wen Jiabao on Saturday proposed strengthening cooperation between the Association of Southeast Asian Nations (ASEAN) and China, Japan and South Korea to combat the global financial crisis. "Tackling the global financial crisis should remain the top priority for countries in the region at present," Wen said at the 12th summit between ASEAN and China, Japan and South Korea (ASEAN Plus Three) at the Thai beach resort of Hua Hin.     The countries within the ASEAN Plus Three system should further promote integration, peace and prosperity in the region by launching concrete cooperation efforts, he added. BEIJING, Jan. 10 (Xinhua) -- China's foreign trade in 2009 dropped 13.9 percent from a year earlier to 2.21 trillion U.S. dollars and its trade surplus last year slid 34.2 percent year on year to 196.1 billion U.S. dollars, according to figures released Sunday by the General Administration of Customs (GAC).     In breakdown, China's exports in 2009 stood at 1.2 trillion U.S. dollars, down 16 percent from in 2008, and imports reached 1.01 trillion U.S. dollars, down 11.2 percent from a year earlier, said the GAC.     In December 2009, monthly trade amounted to 243 billion U.S. dollars, which represented a year-on-year increase of 32.7 percent and a month-to-month rise of 16.7 percent.     Last month, China's exports were worth 130.7 billion U.S. dollars, up 17.7 percent from a year earlier. December's imports hit record monthly high to reach 112.3 billion U.S. dollars, up 55.9 percent from the same period of 2008, according to the GAC.
