SAN DIEGO (CNS) - Two San Diego-based U.S. Navy SEALs have been charged in connection with the 2017 execution of a detainee in Iraq.SEAL officials told the Navy Times that Lt. Jacob "Jake" Portier faces an Article 32 hearing on suspicion of covering up a string of war crimes allegedly committed by Special Operations Chief Edward "Eddie" Gallagher.The Naval Criminal Investigative Service probe involves the death of a wounded Islamic State fighter near Mosul, Iraq in May 2017, the Navy Times reported.Prosecutors allege Gallagher stabbed and killed the wounded man, posed for a photograph next to the body and opted to complete his re-enlistment ceremony next to the corpse, bringing "discredit upon the armed forces."Gallagher is also accused of shooting two non-combatants in separate incidents near Mosul, the Navy Times reported.An MCAS Miramar spokesman could not immediately be reached for comment.Gallagher was arrested on Sept. 11 and is being detained at the Naval Consolidated Brig Miramar at the Marine Corps Air Station Miramar, under Rules for Court-Martial 305, the Navy Times reported.Portier, who is accused of dereliction of duty, was not present at the time of the alleged killing, the Navy Times reported. He was Gallagher's platoon leader during the deployment and told investigators he learned about the alleged war crimes only after he was told about them by a special operator first class."Naval Special Warfare does not comment on specifics of an ongoing investigation in order to preserve its integrity, however all credible allegations of criminal activity are taken extremely seriously and thoroughly investigated," Naval Special Warfare spokeswoman Cmdr. Tamara Lawrence told the Navy Times.Between April and September in and around San Diego, Gallagher allegedly tried to "discourage members of his platoon from reporting his actions while in Iraq during his deployment," according to the publication. 1941

Police say the shooting happened at an Arco station near South Meadow Brooke and Paradise Valley Road. According to police, the victim and his friends were walking through the parking lot when one of them was shot. Witnesses told police an argument broke out between the victim and three other teens when one of the three boys, who are all under the age of 18, shot the 16-year-old in the stomach before running away. SAN DIEGO (CNS) - The unemployment rate in the San Diego-Carlsbad Metropolitan Statistical Area dropped to 7.7% in October, a drop of 1.2% from September, according to figures released Friday by the state Employment Development Department.According to the EDD, total non-farm employment in San Diego County increased by 21,500 jobs month-over-month -- from 1,386,600 to 1,408,100 -- while farm employment contracted from 9,600 to 9,500.The unemployment rate at this time last year was 3%. The region lost 106,500 non-farm jobs and 400 agricultural jobs over the year.The region's unemployment rate rose to 15% in May during the COVID-19 pandemic, according to EDD data, while data from the San Diego Association of Governments showed rates of nearly 30% unemployment in May.In September, the state's unemployment rate dropped to 9% from 10.8% the previous month, and the nation's decreased to 6.6% from 7.7%.Professional and business services led all industry sectors in month- over-month job gains at 5,200. The majority of job gains were centered in professional, scientific and technical services -- up 3,400 -- while 1,000 jobs were posted in scientific, research and developmental services.Government jobs grew by 4,300, with 2,700 in local and 2,500 in state government gains. The federal government lost 900 jobs locally.Six other industries posted month-over-month job gains: Construction gained 4,100; educational and health services 3,700; leisure and hospitality 3,200; trade, transportation and utilities 900; financial activities 600; and information 100.Mining and logging employment levels remained unchanged.The two industries to lose jobs in October were other services -- down 400 -- and manufacturing -- down 200.Comparing year-over-year, leisure and hospitality continue to top the list in jobs lost, with a total of 47,900 jobs lost since last October -- 35,200 of which came in accommodation and food services.Since the same time last year, government lost 17,100 jobs; trade, transportation and utilities 13,800; other services 10,500; educational and health services 10,000; and manufacturing 6,500; financial activities 3,800; and information 3,400.Professional and business services gained 4,300 new jobs and construction grew payrolls by 2,200 year-over-year. 2294

  

SAN DIEGO (KGTV) - A 55-year-old homeless man who was attacked with a skateboard while sleeping in North Park has died, San Diego Police said.Arthur Angulo was sleeping in alley in the 2800 block of El Cajon Boulevard  at around 4:30 a.m. Saturday when a man bashed him repeatedly with a skateboard, according to police.  Angulo suffered ``visible signs of major trauma to his upper body,'' San Diego police homicide Lt. Todd Griffin said.``The attack was unprovoked," officer Tony Martinez said over the weekend.RELATED: Sleeping homeless man attacked in North ParkAngulo was taken to Scripps Mercy Hospital, where medical staff determined he would not survive and placed him on life support, Griffin said.He was removed from life support Thursday "and died in the hospital as the result of his injuries,'" Griffin said.Police said the attacker is white, about six feet tall, and between 19 and 26 years old.
