SAN DIEGO (KGTV) - A new streaming documentary follows young San Diegans on a life-changing trip to the Philippines."Filgrimage" focuses on eight Filipino-Americans during a 2019 summer trip to the Philippines with The Filipino School."If we don't have programs like this, then we as Filipino-Americans are only going to know what we have time to know, or what we're exposed to," says Tony Olaes, the founder of The Filipino School and organizer of the trip.He says a similar trip to the Philippines 14 years ago inspired him to learn more about his culture. That's what he hopes this trip does for the people who take it."I went from not wanting to be Filipino to 'Mr. Filipino,'" he says. "It's because I understood something amazingly beautiful about who I was. So that's how this all started."Olaes took 23 people on the trip in 2019. A documentary crew followed them as they visited several parts of the archipelago."This is something that you can't really get unless you actually experience it for yourself," says Jocelynne Monteheromoso, one of the teens profiled in the documentary. "The fact that we were going through it and it was recorded on camera is just something so beautiful that I feel that our generation especially needs to know about.""I hope this encourages anyone who is embarrassed of their culture, or straight away or doesn't even know about their culture, to try and put some work to figure out more about it," says Ryah Hernandez, who says she discovered a beauty in the region that she didn't know about from family trips as a child.San Diego has the second-largest Filipino population of any county in the US. Olaes says he hopes this documentary will give people who don't have the time or means to take a trip like this a glimpse into their ancestral homeland. He calls it a typical American story."The minute we start to reach into an inquire into where we all came from and the beauty of where we came from, it's that beauty that we get to bring to the United States," says Olaes.As part of the trip, the teens also helped build homes for low-income people in the Philippines.The documentary is 14 parts and lasts around two hours. SAN DIEGO (KGTV) - A handful of minor city code violations have forced the Hillcrest Farmers Market to make changes to their layout, resulting in a handful of vendors losing their spot.Market officials tell 10News they didn't get any officials citations or warnings, but they heard from police and the fire marshal in the past few weeks about the problems, and have worked with the city to address all of them.One, in particular, has led to the most disruption. Fire officials told the market they needed to keep a 20-foot buffer between the booths and the median on Normal Street, to allow enough room for a fire truck to drive through. To accommodate that, the market had to remove about 30 of its 200 vendor spots. Some of the booths were put in the north parking lot of the DMV, but 13 vendors still haven't returned to the market.Also, market officials say they had gotten complaints from local churches and business about parking and people crossing the street without using crosswalks near the vendor parking lot. To change that, they've hired a parking attendant to oversee the lot. The attendant also directs non-vendors to the free parking areas at nearby schools."All these changes have made things better," says Market Manager Mark Larson. He says it's been an adjustment, but the feedback has been great from both customers and vendors."Sales are up," Larson says while pointing out that the extra walking room has made it easier for families and people with strollers to navigate the market.The market also plans to expand onto Harvey Milk Street to make room for the vendors who lost their spot. They're also looking into adding a concert stage for live music. To do that, they need to re-submit their permit to the city. SAN DIEGO (KGTV) -- A San Diego county father is speaking out about his family's close call caught on video during an off-road race down in Baja, but the driver behind the wheel says it's not what it looks like. Earlier in April, Matt Scarpuzzi of Alpine and hundreds of other drivers were participating in the "San Felipe 250" when he says another driver deliberately drove through a group of spectators, including his wife and two young children. In this type of racing drivers can deviate from the set course as long as they make it to the checkpoints, so technically it wasn't against the rules."I couldn't believe that was the best decision, in my opinion, it jeopardizes the fan safety and it jeopardizes a sport that I love," said Scarpuzzi.The man behind the wheel, B-J Baldwin, spoke to 10News and said it looks worse than it actually was.  "I had 100 percent visibility, I knew where everybody was at, knew everybody was safe. Again I was only going about 2 miles an hour when I drove through these tents," Baldwin said. He posted the video on his Facebook page and offered to replace anything he damaged. "I assured everybody that no one was in danger and I was very very careful when trying to re-enter the course and access the course," said Baldwin.  1317

  

SAN DIEGO (KGTV) -- A measure that would increase San Diego's hotel tax is heading to the ballot on March 3 and a recent poll shows how San Diegans feel about Measure C. Measure C would increase San Diego’s hotel visitor tax from 10.5 percent to 11.75, 12.75 and 13.75 percent depending on hotel location through at least 2061.The money would go toward expanding the convention center, funding homelessness programs and fixing San Diego roads. According to the “Yes on C” campaign, the measure would create 7 million for homeless programs in the first five years of the initiative. The campaign also says the measure would create 7,000 jobs. RELATED: Here's what happens if voters approve Measure B - Newland SierraAs far as roads, the measure includes “dedicated finding for fixing our streets.” If passed, money would go toward repaving an additional 150 miles of city streets every year. The measure also includes criminal penalties if politicians misuse the funds, according to the campaign. A new poll shows how San Diegans are feeling about the measure. The measure requires two-thirds supermajority to pass. A 10News-San Diego Union-Tribune poll shows that, as of February, 61 percent support the measure while 21 percent are opposed and 18 percent are undecided. “A majority of San Diegans are uniting behind Measure C because it is straight forward in its approach to tackling the city’s most pressing issues with a tax on tourists, not San Diegans," said Greg Block, a spokesman for the Measure C campaign. "People already know Measure C will help with homelessness, street repair and job creation by expanding of the Convention Center."Michael McConnell, an advocate for the homeless, is leading the opposition and warns the measure has “loopholes and risks.”"They are hiding up to Billion in bonds with no guarantee that money will be spent the right way," he said in a statement. "It does not even guarantee any housing and services for homeless families, seniors or veterans. We can’t trust the supporters who have taken money from a private prison company and been exposed for paying for support."Below is a breakdown of how the money would be spent: From the date the tax takes effect through the city’s fiscal year 2023-2024, the revenue from the tax would be allocated as follows: 59% to Convention Center purposes; and 41% to homelessness programs and services. After Fiscal Year 2023-2024, revenue from the increase would be allocated: 59% to Convention Center purposes; 31% to homelessness programs and services; and 10% for street repairs. 2575
