SAN DIEGO (KGTV) - Members of a newly formed Guardian Angels chapter in Pacific Beach went on patrol for the first time Saturday night.Members of the Sacramento Chapter traveled to San Diego to train the new volunteers. Administrator Sarah Bonesteel joined after a neighborhood crime walk, saying "crime is getting out of control, we've lost our parks, and our library and things like that."RELATED: Guardian Angels look to start street patrols in Pacific BeachThe Guardian Angels are a national crime prevention nonprofit organization that started in New York in 1979. The group said it created chapters in over 130 cities in 13 countries.While the group has several programs to prevent crime, the most visible are its street patrols. The Pacific Beach Chapter hopes to provide a safe environment after the bars close.Guardian Angels patrol in groups of at least two while wearing red berets and uniforms, and say the patrols are meant to serve as a visual deterrent and aim to avoid violent confrontations.Angels on patrols are unarmed but trained in self-defense to protect themselves in case a situation becomes physical. They hope they do not have to use their training.The organization conducts background checks on new members to ensure everyone's safety. 1270

SAN DIEGO (KGTV) - Members of Congress are responding to a Team 10 investigation that uncovered allegations the government is not providing adequate medical care to some U.S. citizens in its custody.Two recently filed lawsuits allege that dozens of individuals’ medical needs were deliberately ignored by Department of Homeland Security (DHS) agents, and Americans were forced to undergo life-threatening and torturous detox in temporary holding cells at the border.In a statement to 10News U.S. Congressman Bennie Thompson, Chairman of the Committee on Homeland Security wrote, “The allegations made in these lawsuits are extremely troubling. Anyone in CBP custody who is in medical distress should receive urgent medical care if they require it. Across the board, it’s clear that CBP has work to do to ensure safe and humane conditions for all detainees.”San Diego area Congressman Scott Peters also responded saying, “Everyone in federal custody deserves access to basic care. Ignoring a detainee’s pleas for help runs counter to CBP’s own national policies, which say detainees are entitled to medical care if they report an illness or appear to need help. Officers at the border may be overwhelmed, but if CBP is going to detain people, they have a duty to provide proper medical care to the people in their custody.”10News also heard from ACLU of San Diego & Imperial Counties. A spokesperson wrote, "Unfortunately, horrible detention conditions at U.S. Customs and Border Protection facilities, including inadequate medical care, is nothing new – though they are violations of the agency’s own internal standards for treatment of people in its custody. As a result of recent federal policy decisions, far more people are being unnecessarily held in CBP custody, for longer, under these deplorable conditions. These decisions are greatly exacerbating CBP’s longstanding failure to meet the basic humanitarian needs of the people it insists on detaining.”When asked for a comment on the allegation in the lawsuits a spokesperson for Customs and Border Protection said the agency cannot comment on matters that are currently under litigation. 2159

SAN DIEGO (KGTV) - Law enforcement agencies across San Diego County must comply with a new law designed to increase transparency of police misconduct.Senate Bill 1421 requires departments to release records of officer-involved shootings and major uses of force, officer dishonesty and confirmed cases of sexual assault to the public.Earlier this year several police associations in San Diego County sued to block the release of records, arguing Senate Bill 1421 doesn’t contain any express provision or language requiring retro-activity or any clear indication that the legislature intended the statue to operate retroactively.They claimed the bill eliminates the longstanding statutory confidentiality of specified peace officer or custodial officer personnel records.In March a judge ruled the bill applies retroactively to all personnel records of peace officers not only now but before January 1, 2019.The Judge ruled no records could be released before March 29 giving the unions time to appeal if they want. It does not appear any have appealed.Some agencies tell 10News they plan to start releasing records this week.10News is still waiting to hear from other local agencies about when they are planning to release records. 1238

SAN DIEGO (KGTV) — Jayce Tingler doesn't plan to be a homebody in the San Diego Padres clubhouse."I want to be shagging in the outfield ... If you're out being active, more organic natural moments will arrive," Tingler told reporters, saying that he doesn't plan to sit in his office often.The Padres introduced the former Texas Rangers coach to the media at Petco Park Thursday. In front of a backdrop of brown and gold, general manager A.J. Preller spoke on Tingler's experience and confidence in him managing the team starting in 2020. Notably, Preller said he was looking for someone players would "run though a wall for" in his search.RELATED: San Diego Padres to unveil new 2020 uniforms in NovemberBefore Tingler arrived in San Diego to don number 32, he worked with the Rangers has a field coordinator and interim bench coach. Preller hailed Tingler's experience in player development for the organization, and bilingual and communication skills. Preller said Thursday that Tingler had showed him that he's "comfortable being uncomfortable" from his success as a young manager in the Dominican Republic.But the big question for many outside of Preller's is Tingler's experience.
