SAN DIEGO (KGTV) - A World War II veteran is being honored not only for his service to our country but to the San Diego community.With the help of former students, current students, and staff at Hilltop High School in Chula Vista, the library was dedicated to World War II veteran Tom Rice. The lifelong Coronado resident was an Army paratrooper in the 101st Airborne Division on D-Day. He was the first to jump out of his C-47 after it crossed the English Channel.RELATED: Retired Chula Vista teacher grateful for war hero's inspirationRice taught U.S. government in the Sweetwater Union High School District for more than 30 years, mostly at Hilltop High.The surprise was unveiled to Rice on Thursday. "Everyone has given me their grace, and I have nothing to return but just my presence, and that was it. So this might be a closure for me, to come back to the old stomping grounds where I spent most my working days, 30 some years," said Rice.RELATED: Coronado D-Day veteran parachutes out of plane over NormandyThe idea to honor Rice initially came from two former students, Kathy Cappos Hardy and Suellen Butler. The two women say Rice didn't talk about the war when he was a teacher; it wasn't until years later they learned of his bravery. "We are honored to know him and honored by what he did for us as students and what he did for our country," said Cappos Hardy.Rice is well known for returning to Normandy to reenact his D-Day jump in honor of those who never made it home. SAN DIEGO (KGTV) — After a week of sifting through ashes of the devastating Camp Fire in Northern California, San Diego firefighters are back home tonight. The San Diego Urban Search and Rescue Task Force searched over 1,500 burned structures in the city of Paradise, Calif. Battalion Chief David Gerboth says many did not survive the devastation. Crews were ordered to look for 1- to 5-inch bone fragments of those who might be missing. “We went into a career to save people and we knew going up there that that wasn’t the mission. It was to provide closure for some families,” says Gerboth. The air quality was also a big challenge for firefighters.“There’s a lot of ash, there's a lot of debris. We were constantly wearing respiratory protection," he added.The task force was also away from their loved ones on Thanksgiving. Firefighters say this mission hit home for many of them.“It was definitely a challenge for all of us,” said Brady Holden. “Whatever little problems that you would deal with throughout the day, as you were driving back to the base camp you look around at the devastation, it really put it all into perspective that my problems really aren’t that bad.”The task force had to report all of the structures as clear before leaving. This allowed families to get back to survey the damage and salvage anything they could. 1350

SAN DIEGO (KGTV) -- A South Bay homeowner contacted Team 10, saying his homeowner’s association towed his car even though he has parked in the same spot for years.Cecilio Nazareno has lived in the Rolling Hills Ranch community since 2005. “It’s a nice neighborhood,” Nazareno said.He has never had any problems with his HOA until recently. Navarro went on vacation with his wife late last year for a couple weeks.He parked his car in front of his home, but when he returned it was gone. “We were shocked because my car… was missing,” Nazareno said.He thought it was stolen, but when he contacted property management, someone told him it was towed. “The person that I talked to knew it was my car. [He] said we towed your car because it was abandoned,” Nazareno said.The bill was more than 0. “It’s a lot of money for me, especially being retired,” the military veteran said.Navarro said there were two warnings on his windshield, but he obviously did not see it since he was out of the country. “Give us time to correct it. While you're on vacation and your car is parked, you don't have time,” Nazareno said.Team 10 contacted the property management company and got a response from Rolling Hills Ranch Community Association. General Manager Haley Murphy cited a rule that said certain vehicles cannot “remain parked on any street adjacent to the Property for more than twenty-four (24) continuous hours.”However, Team 10 found the rule was for oversized vehicles, not regular sized cars.Murphy then pointed out a different rule: “Any vehicles which would be considered abandoned over 72 hours are subject to regulations… and vehicles that can’t be driven must be kept in the garage or removed.” “I said, how can you say abandoned? I used that car and parked here since 2005,” Nazareno said.“When I was in the military I would leave it here for weeks on out.” Team 10 asked why Navarro was being towed now.Murphy would not answer that specific question, but cited yet another rule that said: “Any vehicle parked for more than 72 hours in the same space is subject to tow with no further notice.” Murphy said that because he lives in “the gated section of the community with private streets,” there are additional restrictions on parking. Nazareno said he, along with several of his neighbors, have never seen this rule.Attorney Dan Zimberoff is not affiliated with the case, but sees a lot of issues similar to Nazareno’s situation. “It’s really the three P’s you see a lot. Pets, poop, and parking,” Zimberoff said.He said it is in the interest of both sides to resolve issues before it goes to court. One way is mediation. There are both formal and informal processes.Nazareno no longer has the car, but still hopes for his money back. “For those board members and for those managers that are out there that spend a lot of time trying to get that homeowner, really, if they spent half the resources and the time on trying to build community, then everyone would be in a better position,” Zimberoff said.Murphy would not give Team 10 the total number of vehicles towed, but wrote “the Association has always employed a security company to monitor common area property and perform parking enforcement.”For more information and assistance with HOAs click here.  3276

SAN DIEGO (KGTV) — An El Cajon woman watched in disbelief Sunday night as her Amazon package was stolen by the very people who delivered it. Cheryl Cook broke her ankle over the weekend and ordered a large ice pack off Amazon. She chose same-day delivery so that she could start icing her ankle as soon as possible.Cook was able to track the driver’s location and could see when he had arrived at her home. She says the delivery started off strangely when the driver put the package on the front lawn rather than the porch. He then got back in the car, put his flashers on, and drove a few feet up the street. Moments later, a second person got out of the car and stole the package. “I’m injured, I’m home, I can’t get out my own front door, and then my package is stolen by the guy who dropped it off,” said Cook. She shared the video online and heard similar stories. “I wanted people to know what was going on, there might be other people that have lost packages and wondered where they went, and this was very clear-cut; it went right back in the guy’s car.”In a statement to 10News, Amazon said:“This does not reflect the high standards we have for delivery partners. This individual is no longer delivering Amazon packages, and we have reached out to the customer to make things right.”A spokesperson went on to tell 10News that their Amazon Flex delivery partners are thoroughly vetted through a comprehensive, multi-state criminal background check and a review of their motor vehicle records. They say the person who stole Cook’s package passed their background check and delivered Amazon packages for less than a month. SAN DIEGO (KGTV) - Among the safety measures schools are now employing is a device invented by a retired San Diego teacher that was never designed for the use.Rick Morris taught elementary school for three decades before leaving to focus on books to help educators with inventions.In 2005, Morris designed the Lock Blok, an updated version of a device he invented in the 80s. Applied with an adhesive, a rubber tab is affixed to the door and can be pushed out, again acting like a stopper. It was designed to cut down on noisy door slams in class.Morris says after the Columbine shooting, schools started using the Lock Blok for safety.  Most class doors have to be locked from the outside. With Morris' invention, teachers could just keep the door locked all day, even with the Lock Blok engaged. In an active shooter situation, the tab is pulled back, while the door shuts and is automatically locked.Security experts tell us during a true emergency, fine motor reflexes becomes tested. If a teacher has to go outside and try to lock the door with a key, it could take precious seconds.  Over the years, some 8000 Lock Blok units have been installed by local schools.  "My reaction is if this is helping to make a campus more secure, good for you, but don't put all your hope in one device. Security is bigger than that," said Morris.Morris doesn't market Lock Blok as a safety measure because it wasn't designed for protection, but after a November shooting rampage at a Northern California school, he can't forget the call he got from that district's superintendent."My wife and I teared up on that one ...
