SAN DIEGO (KGTV) - An inmate at R.J. Donovan State Prison has filed a lawsuit against the California Department of Corrections and Rehabilitation.Anand Jon Alexander filed the complaint on Monday, alleging prison officials failed to keep him safe and to provide adequate medical care after he was assaulted behind bars.In the complaint, Alexander claims he was attacked by another inmate while waiting to make a phone call on May 18, 2019. He was allegedly stabbed multiple times in the face and kicked on the ground.After the attack he sustained “five facial fractures, a lower orbital floor blowout, sinus and nasal fractures, a deviated septum, a 50% abrasion to the right cornea, long term impairment of his vision and respiration, serious nerve damage, PTSD” according to the complaint.Alexander is 12 years in to a 59 year sentence after he was convicted of rape in 2008.An up and coming fashion designer, Alexander had been featured on “America’s Next Top Model” and was listed in Newsweek’s “Who’s Next in 2007.”But his career was put on hold after being accused by multiple women of sexual assault.Many of the charges were dropped, but he was convicted on one count of rape and 15 other counts following a trial in Los Angeles. The jury found him not guilty or were hung on several other counts.Alexander has maintained his innocence. In the complaint, his lawyer writes he “has acknowledged the existence of blurred lines between his personal and professional relationships…Nevertheless, he holds steadfast to his innocence.”The American Justice Alliance, a group which seeks to free prisoners who have been wrongfully convicted, submitted an amicus brief to the Federal Central District Court.In it, they wrote Alexander “was targeted by a collusion of disgruntled business associates and some former girlfriends, who have admitted they were out to “bring him down,” and “get revenge,” seeking notoriety and monetary benefits. He was then subject to a prosecution and trial riddled with extraordinary police misconduct.”The lawsuit names CDCR as well as Marcus Pollard, the Warden of R.J. Donovan Correctional Facility and Daniel Paramo, the former Warden.It alleges prison officials failed to protect Alexander from harm and after he was injured gave “deliberate indifference to Mr. Alexander’s medical condition.”They are seeking unspecified monetary damages and a jury trial.So far, no criminal charges have been filed against the assailant. 10News reached out to CDCR for comment but had not heard back before the story was published. 2557

SAN DIEGO (KGTV) — After San Diego leaders passed an ordinance allowing people to sleep in their vehicles, a group of critics say they're ready to camp in front of the Mayor’s house to reverse course or address the matter another way."I don’t think they realize that vehicle habitations were the beach community’s biggest problem,” said Racheal Allen, who's a part of the coalition opposed to vehicle habitations on residential streets. The new coalition is fighting against the City Council’s decision to repeal a decades-old ordinance that had prohibited people from living in vehicles on city streets. Now that it’s legal again the group says vans and RVs are creating homeless camps in their neighborhoods.RELATED: Allowing homeless to live in vehicles is causing problems, residents say“We have literally witnessed buckets of waste being thrown out of some of these vehicles," Allen said. "I’ve seen drug dealing out of some of the vehicles, we’ve seen bike chop shops operating."All of this, just in the month that living in vehicles has been legal again. And the coalition has been hounding the Mayor’s office to change it. SAN DIEGO (KGTV) — A San Diego Navy training school has been closed after a third sailor with ties to the location tested positive for coronavirus.The Navy said the sailor, who tested positive for COVID-19 on March 14, is stationed on the USS Essex and was attending Training Support Command San Diego. SAN DIEGO (KGTV) - A sign advertising a block party at the home of a registered sex offender is causing concern in Rancho Bernardo.“We would like to invite you and your kids to a neighborhood get together” read the sign, which was posted outside a home on Bernardo Oaks Drive in the Seven Oaks retirement neighborhood this week.“I always keep an eye on that house because I know there’s a registered sex offender that lives there,” said Susan Sutherland.Sutherland told 10News she looked up her community on the Megan’s Law website four years ago and found a listing for a neighbor who had had been convicted of lewd acts on a child under 14, according to Sutherland“I come from a background of abuse. I can’t live with myself if I allow a child to get hurt. I can’t live with that,” Sutherland said.The sign was posted by the contractor who recently renovated the home, which is owned by the man's mother. 10News reached out to Elor Energy, which said it had no prior knowledge of the man's past. SAN DIEGO (KGTV) -- After months without any organized sports or youth activities, the San Diego Junior Lifeguard program resumed Monday under strict guidelines to prevent the spread of the coronavirus.For Addison Watson, it was a day she thought would never come. On Monday, she joined hundreds of other kids to take part in the San Diego Junior Lifeguard program.“I’ve been sitting in my room on a desk with my computer, staring at a screen. This is nice to be outside,” Addison said.When the COVID-19 pandemic shut everything down, there was a concern there wouldn’t be a program this summer.However, organizers pressed on and prepared just in case. Once the green light was given by San Diego County health officials, they had everything up and running.The program opened up with health measures in place, including having families do health screenings at home. Additionally, each participant and the entire staff will have to go through another health and temperature screening on site each day.Participants and staff are also required to wear masks and will have to follow social distancing guidelines. To help with distancing, the program will be spread out at more locations.The participants will also be broken up into smaller groups -- unlike before, they will stay within this group to keep the interaction to fewer people.Heather Rabe, program manager for the San Diego Junior Lifeguard Program, said, “We're following an operational safety protocol plan that we've been developing and working on and adjusting as new guidelines have come out for the last two months.”10News was also told other agencies within the state and outside of California will use this similar model when it comes to their aquatic programs. 1735
