(WKBW) — The New York State United Teachers are holding a press conference on Thursday calling for a strengthened statewide mask mandate in schools, which includes masks to be worn at all times in school.The teachers union says it will release a letter to the state Department of Health calling for revised school reopening guidance.“The governor has said — and we agree — that parents and educators must be confident in their school district’s reopening plan in order for this to work,” NYSUT President Andy Pallotta said. “As we hear of disparate mask procedures and other issues in reopening plans across the state, it’s clear that the state must step in. Alyson McClaran is a photojournalist who has captured many of the raw moments and emotions in 2020, including a photo of nurses blocking protestors in Colorado earlier this year.“The nurse kind of put his hands out,” McClaran said. “Then, the gentleman got in his face and the nurse just looked away from him and ignored him.”That photo would end up gaining international attention. “Within 30 minutes, I had thousands of shares,” she said. And for good reason.“I remember when I first saw it, it was really striking,” Hahrie Han, professor of political science at Johns Hopkins University, said. “It sort of felt like it brought together a lot of the complex streams of conflict and tension that we were having to grapple with as a society.”Han was chosen as a curator for a COVID-19 time capsule created by the non-profit Social Science Research Council, or SSRC. She chose McClaran’s photo.“The act of both people in that picture was an act of trying to make change in some way,” she said. “The people in the cars who are protesting are protesting against the shutdown order and they're using their right to free assembly and free speech to voice their concern. And likewise, the healthcare worker is standing up against that saying, 'No, we want people to stay home because that's how you’re going to protect us. That's how we are going to protect each other.'”As we close out this dynamic year, the SSRC decided to create this time capsule, not only for future social researchers but for the general public, as a reflection on 2020.The content ranges from ironic toilet paper shortage-related memes to images of hope and human connection.“They were like instant artifacts of that moment and there were a lot of those moments,” Alexa Dietrich, program director at the Social Science Research Council, said. “I believe it has accomplished a set of goals in the sense that bringing this type of analysis and perspective to much broader audiences.”Dietrich said the capsule is meant to bring about ongoing reflection, just as these curators had to do when coming up with their selections to put in the project.“That image I chose is the sort of 'how would you like to pay?' sign you'd see at any retail store or restaurant. But instead of having just the Visa, Mastercard, or Amex, it also has a roll of toilet paper,” said Bill Maurer, professor of anthropology and law at UC Irvine and another curator for the time capsule. “It really spoke to things like the concerns over hoarding that were taking place early on the pandemic, particularly around toilet paper. But, then, also that broader philosophical question, when you're in a global pandemic and there is an economic shutdown, what really is valuable anymore?”The time capsule is part of a bigger project the SSRC is putting together, free of use, to offer a range of perspectives and thoughts on the past year. “We’re not just delivering, we’re also really trying to learn and promote conversations,” Dietrich said.“The world is just in this moment of dynamism and flux and so to take this snapshot this moment in time, to think about what we want to capture and to create a historical record for future generations, I think is really important,” Han said. 3225

  

After struggling to ramp up coronavirus testing, the U.S. can now screen several million people daily, thanks to a growing supply of rapid tests. But the boom comes with a new challenge: keeping track of the results.All U.S. testing sites are legally required to report their results, positive and negative, to public health agencies. But state health officials say many rapid tests are going unreported, which means some new COVID-19 infections may not be counted.And the situation could get worse, experts say. The federal government is shipping more than 100 million of the newest rapid tests to states for use in public schools, assisted living centers and other new testing sites.“Schools certainly don’t have the capacity to report these tests,” said Dr. Jeffrey Engel of the Council of State and Territorial Epidemiologists. “If it’s done at all it’s likely going to be paper-based, very slow and incomplete.”Early in the outbreak, nearly all U.S. testing relied on genetic tests that could only be developed at high-tech laboratories. Even under the best circumstances, people had to wait about two to three days to get results. Experts pushed for more “point-of-care” rapid testing that could be done in doctors offices, clinics and other sites to quickly find people who are infected, get them into quarantine and stop the spread.Beginning in the summer, cheaper, 15-minute tests — which detect viral proteins called antigens on a nasal swab — became available. The first versions still needed to be processed using portable readers. The millions of new tests from Abbott Laboratories now going out to states are even easier to use: they’re about the size of a credit card and can be developed with a few drops of chemical solution.Federal health officials say about half of the nation’s daily testing capacity now consists of rapid tests.Large hospitals and laboratories electronically feed their results to state health departments, but there is no standardized way to report the rapid tests that are often done elsewhere. And state officials have often been unable to track where these tests are being shipped and whether results are being reported.In Minnesota, officials created a special team to try and get more testing data from nursing homes, schools and other newer testing sites, only to be deluged by faxes and paper files.“It’s definitely a challenge because now we have to do many more things manually than we were with electronic reporting,” said Kristen Ehresmann, of the Minnesota Department of Health.Even before Abbott’s newest BinaxNOW rapid tests hit the market last month, undercounting was a concern.Competitors Quidel and Becton Dickinson have together shipped well over 35 million of their own quick tests since June. But that massive influx of tests hasn’t showed up in national testing numbers, which have mostly ranged between 750,000 and 950,000 daily tests for months.Besides tallying new cases, COVID-19 testing numbers are used to calculate a key metric on the outbreak: the percentage of tests positive for COVID-19. The World Health Organization recommends countries test enough people to drive their percent of positives below 5%. And the U.S. has mostly been hovering around or below that rate since mid-September, a point that President Donald Trump and his top aides have touted to argue that the nation has turned the corner on the outbreak. The figure is down from a peak of 22% in April.But some disease-tracking specialists are skeptical. Engel said his group’s members think they aren’t getting all the results.“So it may be a false conclusion,” he said.One of the challenges to an accurate count: States have wildly different approaches. Some states lump all types of tests together in one report, some don’t tabulate the quick antigen tests at all and others don’t publicize their system. Because antigen tests are more prone to false negatives and sometimes require retesting, most health experts say they should be recorded and analyzed separately. But currently the vast majority of states do not do that and post the results online.The federal government is allocating the tests to states based on their population, rather than helping them develop a strategy based on the size and severity of their outbreaks.“That’s just lazy” said Dr. Michael Mina of Harvard University. “Most states won’t have the expertise to figure out how to use these most appropriately.”Instead, Mina said the federal government should direct the limited test supplies to key hot spots around the country, driving down infections in the hardest-hit communities. Keeping tighter control would also ensure test results are quickly reported.Johns Hopkins University researcher Gigi Gronvall agrees health officials need to carefully consider where and when to deploy the tests. All sorts of medical providers are willing to play a role in vaccine distribution once it becomes widely available.“I think what's going to happen is the vaccination process goes down the pathway, and in the next year, you'll see more and more states get on board with that,” said Dr. Robert Zena, President of the American Association of Dental Boards.Zena says we've already seen several state legislatures approve dentists to give the COVID-19 vaccine and about a dozen more are in the process of doing so.Back in October, the federal government recommended states expand their list of vaccine providers.Dentists may be able to reach even more people than traditional doctors. About 9% of Americans see a dentist every year but not a physician, according to the American Dental Association.“There are a lot of dental offices in more rural areas where it's harder for those people to get access to care. So, the distribution of dentists across the country is really widespread,” said Zena.People may also be more willing to accept a vaccine once they talk with a dentist they trust.On the flip side, a COVID-19 vaccine at a dentist's office could help drum up interest and new dental business.During the H1N1 pandemic, dentists in some states gave the vaccine.Some areas have also authorized dentists to give the flu shot. Last year, Oregon became the first state to allow dentists to give any vaccine to any patient, child or adult.The same consideration is being made for eye doctors to administer COVID-19 vaccines. 1528
