SAN DIEGO (KGTV) - Home sales in San Diego County accelerated in July after declining on an annual basis for more than a year.New data from real-estate tracker CoreLogic shows 3,988 home sales in July, up 10.1 percent from July 2018. That marks the first time since April 2018 that home sales in the county did not decline on an annual basis, when seasonal factors do not impact the data. Meanwhile, the median price for a home sold in the county remained flat over the year at 0,000. In June, the average rate for a 30-year-fixed mortgage fell to 3.8 percent, according to Freddie Mac. That was the first time the rate was below 4 percent since Dec. 2017. It ticked down even lower in July to 3.77 percent. Mark Goldman, a loan officer with C2 Financial, said the lower rates likely helped people increase their buying power by 2 to 3 percent. "That same house is going to cost a little bit less, and help you afford more," he said. "A lot of times when market gives you something like lower rates, the market takes it back in the form of higher prices, and we’re not really seeing that."Goldman said there is less speculation in the market due to concerns that it has leveled off. For instance, Daniel Obrzut, who grew up in San Diego, bought a three bedroom home in Menifee, in southern Riverside County, for 0,000, where he is raising two daughters. SAN DIEGO (KGTV) — Holiday light displays are one of the best aspects of the holiday season.Thousands upon thousands of lights in some cases dress up homes and businesses throughout San Diego County, bringing out families and friends to enjoy the sights and sounds of the season.Throughout the county, San Diegans have numerous displays to drive to and admire. Some are snuggled in cul-de-sacs around town, others, larger events that continue the fun throughout the end of the year.Here's where you can catch San Diego's best light displays this season:(Links for display locations can be found by clicking the location in the map above.)Displays"Carlsbad Christmas House" can be found on Romeria Street in Carlsbad. Lights are on display from Dec. 2 to Dec. 31, from 5 p.m. to 10 p.m. (closed rain days.) "Christmas on Knob Hill" is located at Knob Hill Road in San Marcos. Lights are displayed from Nov. 22 to Dec. 30, from 5 p.m. to 9 p.m. Santa will make an appearance from Dec. 14 to Dec. 23, from 6:30 p.m. to 7:30 p.m. "Candy Cane Lane" covers Hickory Ct., Hickory St., Butterwood Ct., and Rockrose Ct. in Poway. "Christmas Card Lane" is located on Oviedo St. off Black Mountain Rd. in Rancho Penasquitos. "Belardo Lights" runs on Belardo Dr. through Dec. 27. Lights will be on from about 6 p.m. to 10 p.m. nightly. "Starlight Circle/Sunburst Santee" covers Tomel Ct. off Magnolia Ave. in Santee. Residents have their own schedule for how long lights will be up, but they’ll generally be on from about 5:30 p.m. to 10 p.m. "The Forward House" in Banker’s Hill is located at Ivy St. and 1st Ave. The house will be lit generally from 5 p.m. to 10 p.m. Events"December Nights" will hit Balboa Park on Dec. 7 and 8. The park will be decked out in lights as well as holiday music, vendors, and food. "Jungle Bells" welcomes the holidays to San Diego Zoo from Dec. 14 - Jan. 6. The park will run daily light shows and entertainment with zoo staff and animals. "San Diego Bay Parade of Lights" brings out boats dressed in hundreds of lights to the bay, as they parade on the water Dec. 9 and 16. "Garden of Lights" at San Diego Botanic Gardens showers the garden in more than 125,000 lights, and hosts marshmallow roasting, a musical light show, and more. "Christmas Celebration" at SeaWorld San Diego runs from Nov. 17 to Jan. 6, bringing a 40-foot Christmas tree, Santa’s village, and delicious foods to the theme park. 2429

SAN DIEGO (KGTV) - Health officials have confirmed a positive case of COVID-19 at an assisted living center in the College Area.On Wednesday, 10News tried to get answers from Stellar Care Center, located just south of the College Area. On Tuesday night, San Diego County Public Health Officer Dr. Wilma Wooten revealed that they were looking into a patient at the home who may have tested positive. “Our staff [is] investigating this situation and once it's determined if there's individuals or patients with influenza-like illnesses, the staff there will collect specimen and send them to our lab for testing,” she stated.Across the country, concerns over the spread of the virus in nursing homes continues to grow. In Kirkland, Wash., an outbreak of the virus at the Life Care assisted living center lead to at least 35 reported deaths, according the Centers for Disease Control and Prevention. In Louisiana, seven deaths have been linked to a retirement community out of New Orleans. 10News reached out to Stellar Care Center and San Diego County for additional information. A spokesperson for San Diego County writes, "I can confirm that there is a positive case of COVID-19 at Stellar Care Assisted Living. Skilled nursing facilities throughout the County have amplified their protocols to address the COVID-19 pandemic using strategies similar to those recommended by the County of San Diego in responding to an influenza outbreak. These protocols include limiting the amount of people in congregant settings (including meals, activities and visitors) while amplifying cleaning and sanitation measures and providing additional training for staff."The State Department of Social Services writes, “In order to protect confidentiality, we are not able confirm or provide details regarding specific individuals or locations.” 1835

SAN DIEGO (KGTV) - Each day that the courts in San Diego are closed, an already daunting case load grows.The closure leaves San Diegans wondering if, and when, they’ll get justice.According to the San Diego Superior Court, “On Tuesday, May 26, the Court will resume many services, though most will be provided remotely. With the community spread of COVID-19 still a concern, in-person services at the courthouses will continue to be limited to urgent needs.” The court said it’s in the process of sending out rescheduling notices to the parties involved in more than 87,000 hearings.To help cut down the backlog in the civil arena, a group of attorneys is working together to ensure San Diegans have an opportunity to have their case either mediated or have their dispute handled. It’s called RESOLVE Law San Diego.“Without some mechanism to try and deal with these cases, like a settlement conference or mediation, there's really no way for a person who's involved in a lawsuit to have their things resolved,” said attorney Benjamin Bunn.“We have in San Diego over a dozen calendar departments, each of those departments has over 1,000 cases assigned to it, and every Friday each of those independent calendar departments have law and motion hearings that involved at least a dozen and usually two dozen or more cases,” explained attorney William Low. “All of those hearings have been put on hold for the last eight weeks. Nothing has been happening to resolve those cases. RESOLVE Law San Diego is specifically targeted to help those litigants resolve those matters sooner rather than later.”RESOLVE Law San Diego will give people involved in civil cases the opportunity to connect with a retired judge or a qualified local attorney who will agree to hear matters free of charge.“If you go to court right now you might not get a hearing date until November, but if you want to use RESOLVE Law, you’re going to have a hearing within the next two weeks,” said attorney Amy Martell.According to the group, it’s not a court-sponsored program; it is both voluntary and by stipulation of the parties only. The program will only last for a set amount of time and is designed to streamline the law and motion and mediation process so that cases can move forward while the court reopens and manages its caseload.So far more than 175 people have signed up to volunteer their time."By the program that we have set up, we have very good lawyers and retired judges volunteering their free time over the next 120 days to help resolve issues and to help get the court system moving again,” said attorney David Casey.The attorneys involved said hearings will be handled over the phone or through teleconferencing, a safe and easy way to communicate during COVID-19.The program aims to give people a little certainty in times that are anything but that."It will help them get justice quicker, sooner, with less frustrations,” said attorney Heather Rosing.According to the RESOLVE Law website, this type of venture is the first of its kind in the state designed to provide civil litigants an alternative and free venue for dispute resolution during this crisis.In a statement to 10News, San Diego Superior Court Presiding Judge Lorna Alksne wrote, “This effort is a great example of San Diego’s lawyers and retired judges coming together to help the community obtain resolutions of their disputes and to help reduce the backlog of cases due to the pandemic.” 3450

SAN DIEGO (KGTV) -- For the first time in nearly 100 years, an integrated company of male and female recruits at MCRD San Diego are about to begin their journey into becoming Marines. These future Marines will be led by graduates from MCRD's first ever integrated Drill Instructor Course. Now the mission of the course is to screen, train, and further develp leadership and command presence of selected Marines, in order to successfully perform duties of a drill instructor."We are taking them from the leadership skills, that they had in the fleet, and further refining them here," says Major Lynn Stow, Director of the MCRD San Diego Drill Instructor Course. "The drill instructor's goal is to successfully transfer recruits into United States Marines."Fifty-seven Marines are scheduled to graduate from the grueling 57 day course, and for the very first time, the graduating class will include 3 females."Getting the opportunity to come here was almost like divine intervention, everything just kind of fell into place," says student Sargent Stephanie Fahl. "To come here and make it this far, I'm really proud of myself."These future drill instructors at MCRD are looking forward to changing the lives of young 17 and 18-year-old recruits. "The change I'd like to instill in the recruits is to obviously maintain that discipline that's a staple of recruit training,"says student Sargent Stephanie Jordi. "I'd also like to inspire them and teach them how to become leaders even from that lowest level." Student Sargent Ikea Kaufman feels being a drill instructor is about teaching recruits how to be men and women."There is more to life than social media and all that. There is actually responsibility."And while Drill Instructor Course is very rigorous, the payback is immense. "You have contributed to the mission of making Marines. You have been able to take these recruits from day one and transform them into Marines. They are going to look up to you as their role model." 1991
