SAN DIEGO (KGTV) -- California Highway Patrol is investigating after a man was shot while driving on Interstate 8 Saturday night. According to CHP, the shooting happened on I-8 near Waring Road around 8:30 p.m. CHP says an unknown vehicle began firing rounds at the victim. According to CHP, the suspect fled the scene in an unknown vehicle and has yet to be located. The victim was taken to the hospital and is expected to recover. He was later arrested after CHP determined that he was under the influence of drugs and alcohol. SAN DIEGO (KGTV) - By a unanimous vote, the San Diego City Council voted Monday to hike pedicab fees, making it nearly twice as costly to be a pedicab driver. Police say the increase for annual operator fees from 2 to 9 is needed because of extra enforcement, including aggressive inspections and undercover operations targeting price gouging.Ali Horuz, who manages four different pedicab companies, says the higher fees will be a hardship, especially for drivers getting into the business. He says right now, the local market is short about 50 drivers."It's going to be harder to find qualified drivers. We're competing against Uber and Lyft. It's definitely going to affect the market, where we are going to see fewer pedicab drivers," said Horuz.While the number of drivers is shrinking, the regulations may be increasing. Citing complaints from the community, Councilman Chris Ward wants the city to set a uniform rate structure, while banning loud horns, flashing lights and amplified music. Horuz says the lights and loud horns are needed safety precautions, while overly loud music is a product of a few bad drivers.A council committee will look at the proposal Wednesday. 1240
SAN DIEGO (KGTV) -- At least nine parked vehicles has their windows smashed with a bat in Oak Park early Monday morning. The vandalism happened on the 5600 block of Redwood Street around 1 a.m. Car windows along Redwood Street and Thorn Street were smashed. A witness told 10News he was returning home when he noticed shattered pieces of glass on the ground and spotted two suspects trying to get away in a white car with no license plates. The man says he followed the suspects down Thorn Street before they got away. Police are searching for the suspects and say nothing appears to have been stolen from the vehicles. 628

SAN DIEGO (KGTV) - Community activists spoke Friday at Lincoln High School, demanding a long-time teacher be removed amid allegations of racist and sexual comments made to students.The school board launched an investigation and put a monitor in the classroom at the Lincoln Park school.Activist Tasha Williamson went live on her Facebook page Monday at the school.“You better talk to our children like you would talk to your own children.
