SAN DIEGO (KGTV) — A San Diego Unified School Board Trustee is moving forward with a possible settlement over accusations of date-rape and other sexual advances.Kevin Beiser is facing accusations of date-rape, groping, and other sexual advances, brought forth by four men, including his former political consultant and former campaign manager. Beiser has denied all allegations since they surfaced in March.The settlement could indicate a preference to not allow a jury to decide whether Beiser is innocent of the accusations, according to political analyst John Dadian."The oldest rule in the book is if you go to trial, even if you are innocent, you never know what jury is going to do. That's exactly why people do settle," Dadian said.The victims' attorney told 10News he could not comment on the case to the media as part of the agreement. In March, Beiser was placed on leave from his teaching position in Chula Vista. The San Diego County Democratic Party has asked for Beiser to resign from the school board.Despite the scandal, Beiser has announced that he will be running for San Diego City Council next year as well. 1135

SAN DIEGO (KGTV) - Among the safety measures schools are now employing is a device invented by a retired San Diego teacher that was never designed for the use.Rick Morris taught elementary school for three decades before leaving to focus on books to help educators with inventions.In 2005, Morris designed the Lock Blok, an updated version of a device he invented in the 80s. Applied with an adhesive, a rubber tab is affixed to the door and can be pushed out, again acting like a stopper. It was designed to cut down on noisy door slams in class.Morris says after the Columbine shooting, schools started using the Lock Blok for safety.  Most class doors have to be locked from the outside. With Morris' invention, teachers could just keep the door locked all day, even with the Lock Blok engaged. In an active shooter situation, the tab is pulled back, while the door shuts and is automatically locked.Security experts tell us during a true emergency, fine motor reflexes becomes tested. If a teacher has to go outside and try to lock the door with a key, it could take precious seconds.  Over the years, some 8000 Lock Blok units have been installed by local schools.  "My reaction is if this is helping to make a campus more secure, good for you, but don't put all your hope in one device. Security is bigger than that," said Morris.Morris doesn't market Lock Blok as a safety measure because it wasn't designed for protection, but after a November shooting rampage at a Northern California school, he can't forget the call he got from that district's superintendent."My wife and I teared up on that one ... SAN DIEGO (KGTV) -- A San Diego police officer shot a man during a response to an emergency call in a Rancho Penasquitos neighborhood Wednesday night, police officials said.SDPD officials said the incident happened around 7:30 p.m. in the 8500 block of Celtic Court, near Donaker Street. Officials confirmed officers were called to the area after a 911 call was made regarding a domestic violence incident.An SDPD official at the scene said, "The dispatcher could overhear the reporting party and the male on the radio call. She could hear the male talking about wanting to be shot by police officers and there was indication there was firearms inside of the house.”Police said when officers arrived, they found a 61-year-old man and his wife in front their home. When officers approached, the man “produced a revolver from his waistband” and started to draw the weapon towards officers. Officials said one officer fired a single round from his service weapon, striking the man in the torso.The injured man, identified on Friday as Richard Young, was breathing and talking while being taken to a local hospital, police said. Young underwent emergency surgery early Thursday morning, and police said Friday that Young "remains in a local hospital under guard."According to the department, officers recovered the man’s gun at the scene.The officers involved in the incident were placed on administrative leave in light of the investigation, which is being conducted by SDPD’s Homicide Unit.Officials identified the officer involved as Timothy Breck, a five-year veteran of the Department assigned to Northeastern Division.SDPD officials said: “When the Homicide Unit completes their investigation, it will be reviewed by the San Diego County District Attorney’s Office to determine if the officers bear any criminal liability for their actions.The Internal Affairs Unit will conduct an investigation to determine if there were any policy violations, and the Shooting Review Board will evaluate the tactics used by the officers.The Community Review Board on Police Practices will conduct a review of the incident and provide any appropriate recommendations.The Federal Bureau of Investigations and the United States Attorney’s Office will also be monitoring the investigation.” 2282

SAN DIEGO (KGTV) - A small brush fire in University City led to train delays between Sorrento Valley and Old Town Thursday, according to the North County Transit District. The first-alarm vegetation fire broke about just before 2 p.m. in a riverbed off Porte De Merano north of SR-52, according to San Diego Fire-Rescue. The brush burned into heavy fuel, officials said, before being stamped out.“Please expect delays on COASTER service,” NCTD posted on Twitter. The train tracks were shut down in the area due to the fire, but reopened just before 2:30 p.m.There was no immediate word on the cause of the fire.10News is monitoring breaking developments. 662
